HomeMy WebLinkAboutResolution 2008-207 N.C.S. 11/17/2008Resolution No. 2008-207 N.C.S. of the City of Petaluma, California RATIFYING PETALUMA TRANSIT'S APPLICATION TO THE STATE TRANSIT ASSISTANCE (STA) FOR LIFELINE GRANT FUNDING AND AUTHORIZING CITY MANAGER TO ACCEPT THE GRANT AWARD AND ENTER INTO ANY NECESSARY AGREEMENTS WITH THE METROPOLITAN TRANSPORTATION COMMISSION (MTC) WHEREAS, State Transit Assistance Lifeline funding specifically targets special projects for the low income population in the Bay Area, and is generally reserved for capital projects or new services that would. meet the needs of the economically disadvantaged in an eventually sustainable manner; and, WHEREAS, given the size of Petaluma and that all key transit points in the City can be argued to serve the economically disadvantaged, Petaluma Transit is eligible for Lifeline funding; and, WHEREAS, for the second year, the State of California. FY 09 budget shortfall has caused a diversion of public transit funds from an obligated stream to offset the California general fund, leaving Petaluma Transit's FY 09 STA allocation as much as $140,000 lower than projected; and, WHEREAS, on October 7, 2008, Sonoma County operators agreed to utilize the Lifeline STA funding to sustain current operations, making approximately $170,198 available to Petaluma Transit, with a 20% match, to be funded from its operating budget; and, WHEREAS, if available funding adjusts upward, the grant allocation may increase; and, WHEREAS, since grant deadline was October 15, 2008, City Manager approved application for the Lifeline STA grant, with the understanding that this action would be ratified at the following meeting of City Council. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: Resolution No. 2008-207 N.C.S. Page 1 1. Ratifies City Manager's approval of Petaluma Transit's application to the State Transit Assistance (STA) for Lifeline Grant funding. 2. Authorizes City Manager to accept the grant funding and enter into any necessary agreements with the Metropolitan Transportation Commission (MTC). Under the power and authority conferred upon this Council by the Charter of said City.
