MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
JUNE 20, 1978
ADJOURNED MEETING An adjourned meeting of the Petaluma City Council was
called to order by Mayor Helen Putnam at 8:10 a.m.
ROLL CALL Present: Councilmen Balshaw, Bond, Cavanagh, Harberson,
Hilligoss, Perry and Mayor Putnam.
Absent: None.
INTRODUCTION OF Discussion by the Council was held on the various

as an emergency measure on June 26, the fees for the
construction of necessary off -site public improvements
could be collected commencing July 1, 1978.
Mr. Jon Joslyn of Qantas Development Corporation was present in the audience.
Mr. Joslyn indicated he had just read the ordinance this morning and questioned
whether it would apply to commercial and industrial uses and also indicated he
felt the ordinance was based upon the environmental impact reports which he
felt was wrong. He was unsure of the monies involved in the impact fees and
stated he thought the legislation should be more carefully put together than
something of this nature. He questioned if the fees would be collected at the
final map stage or when the building permits were issued. Frank Gray indicated
he did not feel every statement in the environmental impact report would have
a value placed on it and the ordinance is being proposed in order for develop-
ment to proceed. If the environmental impact report calls for mitigating
measures which require a great capital investment, the City will not be able
to accumulate funds for new fire stations, police substations, or other such
large capital investments.
Mr. Joslyn questioned whether the existing fees would be dropped or would the
impact fee be an addition. Mr. Gray explained the fees that will be collected
under the impact ordinance would be in addition to fees already assessed.
Some discussion was also held on the computation of the fees Section 17.14.030
which establishes the fee of riot less than $500 per acre nor more than $100,000
per acre.
At the conclusion of the discussion Ordinance No. 1309 N.C.S. was introduced
by Councilman Harberson, seconded by Councilman Balshaw and ordered published.

Note: Councilman Cavanagh left the budget study session at 10:30 a.m. and
returned at 11:15 a.m.
RECESS The Council recessed for lunch at 12:10 p.m. and
reconvened at 1:15 p.m. Councilman Harberson did not
return for the afternoon session.
ADJOURNMENT The Council adjourned at 3:55 p.m. to an Executive
Session to discuss meet and confer and to June 26,
1978 at 7:30 p.m.
