ADJOURNED MEETING
An Adjourned.Meeting.of the Petaluma City Council was
called to order by Mayor Helen Putnam at 8:13 a.m.
ROLL ..CALL „ Present:,Councilmen Balshaw, Bond, Cavanagh, Harberson,
Hilligoss, Perry, and Mayor Putnam.
Absent: ..None.
EXECUTIVE SESSION The Council adjourned to an Executive Session at 8:14
a.m., and reconvened at 8:46 a.m.
APPROVE SALARY &

of the City of.Petaluma, and the International Associa-
tion of Firefighters, Local 1415, for employees in
Unit #7, was introduced by Councilman Hilligoss,
seconded by Councilman Balshaw, and adopted by 7
affirmative votes
ESTABLISH.SALARY AND -. Resolution #8233 N.C.S. establishing salary and supple -
BENEFITS-- MANAGEMENT mental wage benefits for Management employees was in-
EMPLOYEES troduced by Mayor Putnam, seconded by Vice -Mayor
RES #8233 NCS Perry, and adopted by 7 affirmative votes.
The following positions received no salary increase: City Manager, City
Engineer, City Finance Officer, Police Chief, City Attorney, and Assistant
City Manager /Personnel Officer. The Council Executive Committee for Manage-
ment employees advised they would be meeting again within six months to review
these positions.

APPROVE AND ADOPT Resolution #8234 N.C.S. approving and adopting a final
FINAL BUDGET Budget of the estimated amounts required to pay the
FY 1978 -79 expenses of conducting the business of the City Govern -
RES #8234 NCS ment for the fiscal year July 1, 1978 to and including
June 30, 1979, was introduced by Councilman Harberson,
seconded by Councilman Cavanagh, and adopted by 7
affirmative votes.
APPROPRIATE FUNDS FOR Ordinance 41310 N.C.S. appropriating funds_for the
FISCAL YEAR 1978 -79 operation of the City of Petaluma during the fiscal
ORD #1310 NCS year 1978 -79, and declaring the urgency thereof to
(EMERGENCY MEASURE) take effect immediately, was introduced by Councilman
Harberson, seconded by Vice -Mayor Perry, and adopted
by 7 affirmative votes.
ADOPT COMMUNITY Community Development and Services Coordinator Frank
FACILITIES DEVELOPMENT Gray stated the matter before the Council, at this. time
FEES FOR PUBLIC is not a reconsideration of Ordinance #1309 N.C.S.,
IMPROVEMENTS which had been defeated by the Council June 26, 1978.
ORD #1311 NCS An entirely new ordinance has been drafted with the
(EMERGENCY MEASURE) cooperation of members of the City Council, represen-
tatives of the Construction Industry Association,
large and small developers, and members of the staff. The ordinance is a
culmination of ideas discussed at a meeting held Thursday, June - 29,,197$, with
the above participants. The fees, as outlined in Section 17.14.040, were -
reached by a consensus' between the Construction Industry Association and_the
City's staff.
Mr. Gray then explained how the fees had been assigned and the reasons therefor.
City Attorney Larry Klose reviewed the ordinance and explained the changes
incorporated into the document. Considerable discussion was held on Section
17.14.070, regarding the disposition of funds.
Larry Smith, Executive Director of the Construction Industry Association of
Sonoma County, expressed appreciation on behalf of his Agency and the various
developers for the receptive attitude of the Council and staff to their recom-
mendation. He indicated the meeting held on June 29, 1978, sets an example
for future arenas of cooperation.
RECESS Mayor Putnam called a recess at 9:58 a.m., and the
Council reconvened at 10:17 a.m.
When the Council reconvened, Vice -Mayor Perry did not answer Roll Call.
When the Council returned, Mr.-Gray indicated they had reached'a satisfactory
conclusion on Section 17.14.070, and -read the section to the Council.
Ordinance #1311 N.C.S. imposing Community Facilities Development Fees for
necessary public improvements made necessary by.development and declaring the
urgency thereof, to take effect immediately,•was introduced by Councilman
Harberson, seconded by Councilman Balshaw, and adopted by 6 affirmative and 1
absentee votes.
Frank Gray advised another meeting has been-arranged with Larry Smith of the
Construction Industry Association for Friday,•July.14, at 1:00 p.m.
ADJOURNMENT There being no further business to come before the .
Council, the Meeting adjourned at 10:25 a.m.
