ROLL CALL
An Adjourned Meeting of the Petaluma City Council was
called to order by Mayor Helen Putnam at the hour of
7:30 p.m.
Present: Councilmen Balshaw, Bond *, Cavanagh, Harberson,
Perry *, Mayor Putnam.
*Councilman Bond arrived at 7:55 p.m., Councilman Perry
at 8:00 p.m.
Absent: Councilman Hilligoss.
CONSENT CALENDAR Item seven on the Consent Calendar was removed at the
request of Councilman Cavanagh. A motion was made by
Councilman Harberson, seconded by Councilman Balshaw to adopt the resolutions,
Items one through three; publish the ordinance, item four; and, adopt the
ordinances, Items five and six. Motion carried unanimously.

Resolution No. 8264 N.C.S. approving final subdivision
map of Creekside Oaks Subdivision Unit No. I was adopted.
Resolution No. 8265 N.C.S. approving private street
(Wimberly /Sterley /Yanik) at 762 Cherry Street was
adopted.,
Resolution No. 8266 N.C.S. approving occupancy for a
portion of Casa de Arroyo Subdivision Unit No. I was
adopted.
Ordinance No. 1318'N.C.S. amending Zoning Ordinance N.o.
1072 N.C.S. by reclassifying and rezoning the property
located at Ely Blvd. South between Capistrano Drive and
Caulfield Lane (Shelter Hills Subdivision) from PCD
(Planned Community Development) to a Planned Unit
—Development (PUD) - Duffel Financial was introduced and
ordered published.
Ordinance No. 1314 N.C.S. designating the Andresen
Building .located at 19 Western Avenue in the City of
Petaluma a historic landmark was adopted. Effective
date of Ordinance August 23, 1978.
Ordinance No. 1315 N.C.S. designating the Old Petaluma
Opera House at 147 -149 Kentucky Street in the City of
Petaluma a historic landmark was adopted. Effective
date of ordinance August 23, 1978.

4TH DIST. AGRICULTURAL Present from the Fourth District Agricultural Fair
FAIR BOARD AND CITY Association were: Henry Tomasini, President; Board
COUNCIL Members Jim McNern, Novato; Audrey Sterling, Sebastopol;
Sally Parks, Tomales; Lesley Meyer, Petaluma; Stanley
McDonald, Petaluma; and Beverly Wilson, Secretary/
Manager.

4TH DIST. AGRICULTURAL Discussion centered on the use of the Fairgrounds by
FAIR BOARD AND CITY the Fourth District Agricultural Fair, and the conditions
COUNCIL placed upon these uses by the Petaluma Planning Commission.
(Continued) Mr. T,omasini was the spokesman for the Board. They
were satisfied with the list of permitted uses, however,
felt some concern regarding the conditions 5 and 6 incorporated in Planning
Commission Resolution No. U -16 -77 adopted August 16, 1977. The Council and the
Board felt the differences could be resolved by a clarification by the City
Council of the cited conditions. A letter is to be forwarded to the Board to
clarify these conditions.
APPROVE CALL FOR Beverly Wilson, Secretary /Manager of the Fourth District
BIDS, PAVING FAIR- Agricultural Fair advised approval has been received
GROUNDS PARKING LOT from the State. City Engineer David Young advised the
PROJECT 9399 specifications and plans are ready for the printer. If
RES 16;8267 NCS the project is advertised for bid, work can probably be
completed in this construction year.
Resolution No. 8267 N.C.S. approving plans and specifications for Fairgrounds
Parking Lot Paving Project No. 9399 and calling for bids August.29 1978,.,was
introduced by Councilman Harberson, seconded by Councilman Bond and approved by
six affirmative votes. Councilman Hilligoss was absent.
DISCUSSION REGARDING Discussion was held by the Council regarding the
SECTION 2.04.010 - reorganization of the conduct of Council meetings.
2.04.310 OF PETALUMA Council determined to establish new procedures for the
MUNICIPAL CODE RE August 7, 1978 . Council Meeting. First, the meeting is
COUNCIL MEETINGS to begin at 7:00 p.m.; public hearings would be held
promptly at 8:30 p.m.; uncontested .public hearings will
be held first. Meetings are to adjourn by 11 c'00 p.m., if possible, and no new
items are to be introduced after 11 :00 p.m. unless by majority vote of. the
Council. City Attorney Larry Klose advised, in order for the'Council to meet
at 7:00 p.m., August 7, 1978, it would be necessary to suspend the rules of the
Council for that meeting. Motion to suspend was made by Councilman Perry,
seconded by Councilman Bond and adopted unanimously.
APPOINT REPRESENTATIVE Resolution No. 8268 N.C.S. appointing James L. Harberson,
AND ALTERNATE - SONOMA Representative and William A. Perry, Jr., Alternate, to
COUNTY WASTEWATER serve on Technical Advisory Committee Sonoma County
RECLAMATION STUDY Wastewater Reclamation Study was intro,duced.by Councilman
RES 66826.8'NCS Bond, seconded by Councilman Cavanagh and approved by
six affirmative and one absentee votes.
WATER COMMISSION Council took no action regarding the disbanding of the
Water Commission.
City Clerk was to determine if Mr. Bud Abi- Nader, who had expressed an interest
in serving of the commission, was eligible.
REPORTS OF CITY OFFICIALS
REDWOOD EMPIRE Both Mayor Putnam and Councilman Cavanagh reported

1978. New officers of the Division were William Carroll, Vacaville; Wesley
Chesbro, Arcata; and, Lowell Smith, St. Helena.

RENT COMPLAINTS Mayor Putnam asked citizens who felt they were having
problems with rents to write letters to her. The
problem seems to be statewide; however, she was not aware of the problems
within the community. The letters may not necessarily initiate any action, but

AMEND SECTION Ordinance No. 1317.N.C.S. amending Section 11.56.170 of
11.56.,170 P.M.C. the Petaluma Municipal Code to increase fines and
RE PARKING METER penalties stated therein .(parking meters) was adopted
FINES by four affirmative, two negative and one absentee
ORD #1317 NCS votes. Councilmen Cavanagh and Perry voted "no ".

ADJOURNMENT There being no further business to come before the
Council, the meeting was adjourned at 10:15 p.m. to
Monday, August 7, 1978 at 7:00 p.m.
