HomeMy WebLinkAboutMinutes 08/28/1978APPROVED BY THE PETALUMA CITY COUNCIL 7 MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA AUGUST 28, 1978 SPECIAL MEETING ROLL CALL The Special Meeting of the Petaluma City Council was called to order by Mayor Helen Putnam at 7:05 p.m. Present: Balshaw, Bond, Cavanagh, Jr., Hilligoss, Mayor Putnam. Absent: Harberson, Perry, Jr. Agenda Item 462 Councilman Balshaw requested the Council receive a COUNCIL, COMMISSION verbal summarization regarding the Planning Commission & BOARD REPORTS Meetings pertaining to an ordinance setting park and land dedication for standard or in -lieu fees at the Council Meeting of September 5, 1978. Agenda Item 464 The Council requested a telegram be sent to the Governor LEGISLATION opposing SB 1757 CATV "Damages ". This legislation is AFFECTING CITIES aimed at forcing rate increases upon the consumers of CATV services throughout California without even setting forth a minimum standard for justification of such increases. Agenda Item 465 Chief Sharps and Chief Murphy both verbally addressed QUOTAS & APPLICATION their written reports on projection of their personnel DEADLINE FOR RESI. needs in the Fire and Police Department for FY 1978 -80 DEVELOP. CONTROL and 1978 -81. The Council directed the staff to write a letter to the three school districts asking them if they will be able to accommodate new students resulting from the allotments already allocated for new homes and those to be allocated over the next two fiscal years. Resolution Establishing Quotas and Application Deadline for the Residential Development Control System of the City of Petaluma for the 1979 -1980 Construction Year. (Held until 9/18/78.) RESIDENTIAL ANNEXATION POLICY Agenda Item #6.a Councilman Balshaw made the motion to Proceed with the QANTAS DEVELOPMENT Qantas Annexation with a Statement that any annexed REQUEST FOR ANNEX. Lands when developed, will receive the same level of Police and Fire protection as are afforded other developed areas of the community. BY BALSHAW 2nd HILLIGOSS AYES: 5 ABSENT: HARBERSON /PERRY Agenda Item 467 Councilman Balshaw approved the ordinance that currently CITIZENS COMMITTEE shows one member of the Council, one member of the RESIDENTIAL DEVELOP. Planning Commission, etc. If the school districts do CONTROL EVALUATION not respond, he recommended that we eliminate the school districts as members of the committee and include those as Citizens -at -Large also.
