The Regular Meeting of the Petaluma City Council was called to order by Mayor Helen Putnam at 7:20 p.m. Present: Councilmen Bond, Cavanagh *, Harberson, Hilligoss, Perry and Mayor Putnam. *Councilman Harberson arrived at 7:45 p.m. Absent: Councilman Balshaw. William Lucius led the Pledge of Allegiance to the Flag. APPROVAL OF MINUTES Vice -Mayor Hilligoss requested that the City Clerk also note whether the speaker is for or against the issue at a Public Hearing. The Minutes of the Adjourned Meeting, October 2, 1978 at 4:00 p.m. and the Regular Meeting of October 2, 1978 at 7:30 p.m. were approved as mailed. CONSENT CALENDAR Assistant City Manager John Scharer requested Item No. 14, Resolution awarding Contract for "C" Street Storm Sewer Installation be removed and added on the Agenda under Item 22a. A motion was made by Councilman Bond, seconded by Councilman Perry to adopt the resolutions for Items 1 through 13 and introduce the ordinances for Items 15, 16 and 17 and were approved by 5 affirmative, Absent: Balshaw and Harberson. Agenda Item 461 Resolution No. 8332 N.C.S. Accepting Completion of Sanitary Sewer Installation'- "B" Street from Second Street to Post Street and Post Street from "B" Street to Bassett Street - Project No. WP 1 -76 (4002 - 9115). Agenda Item 462 Resolution No. 8333 N.C.S. authorizing Mayor to Sign Amendment to Agreement for Computer Services with the County of Sonoma. Agenda Item #3 Resolution No. 8334 N.C.S. Declaring Certain Property Surplus and Authorizing Sale thereof. Agenda Item 464 Resolution No. 8335 N.C.S. Awarding Contract for 3/4 Ton Pickup Truck for Fire Department. Approving Final Subdivision Map of Shelter Hill Subdivision. Agenda Item #15 Introduced Ordinance No. 1329 N.C.S. Amending Zoning Ordinance No. 1072 N.C.S. by Reclassifying and Rezoning the Property located off North McDowell Blvd., Adjacent to Park Place Unit 2 (AP 136 -11 -38 and 136- 11 -39) From PCD (Planned Community Development) to PUD (Planned Unit Development) - Qantas Development /Park Place Multi- Family Phase 1. Agenda Item 416 Introduced Ordinance No. 1330 N.C.S. Amending Zoning Ordinance No. 1072 N.C.S. by Reclassifying and Rezoning the Property located near the Intersection of McNear Avenue and Country Club Drive (approximately 18 acres) from R -1 -6,500 to PUD (Planned Unit Development.) for 60 Condominium Units (Global Homes., Inc., Country Club Estates Phase I). Agenda Item #17 Introducing Ordinance No. 1331 N.C.S. amending Zoning Ordinance No. 1072 N.C.S. by and rezoning the property located at Ellis and East Washington Streets (AP 007- 360 -03 and 007 - 360 -16) from R -M -G (Garden Apartments) to C -0 (Administrative and Profes- sional Office) - William and Robert Con was with- drawn following the Council meeting when it. was de- termined that the Planning Commission hearing had not been properly noticed. The ordinance will be reintroduced'at a later date and with a different number, after the hearing before the Planning Commission. The Mayor announced that the three items under the Public Hearing for 8 :30 p.m. will not be heard this evening. The two items regarding the Proposed Petaluma Sky Ranch Relocation wi_1,1 be held over ,to the meeting of November 6, 1978. The Appeal of Planning Commission recommended Denial of Proposed Rezoning - Scenic Land Properties, Inc. will. "be continued at the request of the appellant. EXECUTIVE SESSION The Council adjourned to an Executive Session. WILLIAM LUCIUS William Lucius, Vice - Chairman of Metropolitan .Trans- VICE - CHAIRMAN OF portation Commission of Sonoma County presented Mayor MTC,_SONOMA,CO. Helen Putnam with a piece of cable from the Golden Gate Bridge for serving as past President of the League of California Cities. He also presented documents on County of Sonoma FY 1978- 79..TDA Claims and Allocations and The Nine - County_,San Francisco Bay Area,,Regonal Transit Directory for June 1978, Revised on August 1, 19.78 by Metropolitan Transportation Commission to the Council. HOMEOWNERS COMPLAINT The letter dated October 2, 1978 from Steve Green, 253 MCBAIL COMPANY Redwood Circle was read with the names and, addresses ALDERWOOD 'SUBDIVISION of petitioners complaining of repairs - needed on their homes. The City Attorney's letter of October 3, was also read which answered the request to deny approvals of subdivision maps, issuance of building permits, etc. The Council was in concurr.ence`with the City Attorney's letter_ SPEAKERS: Steve and Vickey Green, 253 Redwood Circle (Homeowner- Complainant) Jan Farris, Homeowner - Complainant Michael Gallagher, McBail Company Councilman Harberson requested the City Manager ask the staff to give a report on the building material that was used in this flooring to see if it is up to code. He also asked that letters to - the Coun- cil should be delivered to the Council prior to being answered by staff. October 16, 1978 AB -103 COMMITTEE The letter of October 12, 1978 . was read giving a list of names of people who would like to be on the AB -103. Committee submitted by E. Clark Thompson, Vice President of the AB -103 Com- mittee. The letter of October 12, 1978 referencing Business License fees was also read. The Staff was asked to report back on these two items. MARY STREET The letter of September 28, 1978 referring to a request PARKING METERS for a change in the two hour parking meters on Mary Street to ten hour limits signed by 32 individuals was read. The Assistant City Manager John Scharer will have this letter referred to the Petaluma Community Development Commission, the Project Area Committee and the AB -103 Committee. TRANSFER OF 55 UNITS The letter of October 4, 1978 regarding the transfer FROM FORMAN TO LEE of 55 units from Forman to Lee submitted by Richard S. Lieb of Lieb & Quaresma A.I.A. was read. (Held until 11/6/78 with legislation requested.) Agenda Item 414 Resolution No. 8345 N.C.S. Awarding Contract for "C" "C" STREET STORM Street Storm Sewer Installation - Project 49252. SEWER INSTALLATION RES 48354 NCS BY: PERRY 2nd: BOND AYES: 6 ABSENT: BALSHAW 1 RECESSED RECONVENED ADD ITEM TO AGENDA PETALUMA VILLAS FINAL MAP BY: HARBERSON PETALUMA VILLAS FINAL MAP RES 48346 NCS 8:45 p 9:00 P.M. The Council agreed to add the request for approval of the Final Map for Petaluma Villas Subdivision to the Agenda. 2nd: HILLIGOSS AYES: 6 ABSENT: BALSHAW Resolution No. 8346 N.C.S. authorizing Mayor to enter into a Subdivision Agreement, and approving the Final Map for Petaluma Villas Subdivision (MacKay & Somps). BY: PERRY 2nd: HILLIGOSS AYES: 6 ABSENT: BALSHAW COUNCIL COMMITTEE Vice -Mayor Hilligoss chaired a special committee to REPORT review the applicants for the City Clerk's position. Out of 56 candidates, 8 applicants were interviewed. Resolution No. 8347.N.C.S. Appointing Patricia L. Bernard as City Clerk. BY: HILLIGOSS 2nd: HARBERSON AYES: 6 ABSENT: BALSHAW CITIZENS COMMITTEE Councilman Bond asked Larry Smith to give his feelings RESIDENTIAL DEVELOP. on the possibility of more Planning Commissioners on CONTROL EVALUATION the Citizens Committee for the Residential Development RES 448348 NCS Control Evaluation. Larry Smith, Executive Director, C.I.A.., was in favor of having more Planning Commis- sioners on the Committee. Resolution No. 8348 N.C.S. establishing the Citizens Committee for the purpose of Residential Development Control Evaluation will consist of the following: 1 member from the City Council. 6 members from the Planning Commission. 2 citizens from either a business or profession, divided between the river and the valley sectors. 1 member from each of the local school districts or other school systems: 1 from the Petaluma Elementary School District, 1 from the Old Adobe Union School District, 1 from the Cinnabar School District, and 1 from the St. Vincent School System. 6 citizens at large, river and valley sectors. REQUEST FOR PETALUMA The Assistant City Manager John Scharer had met with LIBRARY'BOOK BUDGET Mrs. Dorothy Bertucci of the Sonoma County Library Commission. He could not recommend that we fund any portion of this request. SPEAKER: Dorothy Bertucci - All input received from those concerned requested the Library remain open as much as possible, thus the book budget was cut. Mayor Putnam requested an answer be sent stating we are unable to fund this request. OUTSIDE WATER Resolution No. 8349 N.C.S. modifying Resolution No. CONNECTIONS 6617 N.C.S. Establishing a Policy for the Extension of RES 48`34'9 NCS Water Service to Areas Outside the Corporate Limi -ts of the City of Petaluma to Amend Exhibit.A to Include that Area Around'the Mt. Adding Section - ' ll k "` arid' "1" REGULATING SPEED to Section 13.24.020 of the Petaluma Municipal'Code to ON PETALUMA RIVER Establish the Permitted Speed of Boats Operated upon ORD #13'28.NCS the Petaluma River, at a Speed of not greater than Five (5) Miles per` hour. Chamber of Commerce AYES: 6 ABSENT: BALSHAW USE OF SCHOOLS OPEN Vice -Mayor Hilligoss noted that the Petaluma School GYM/BASKETBALL COURTS District is now charging $11.00 an hour'for the use of the gym by the Recreation Department.., The staff is requested to look into this matter for possible reduction for the City Recreation Department use. .
