MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
NOVEMBER 13, 1978, 7:00 P.M.
The Adjourned Meeting of the Petaluma City Council was
called to order by Mayor Putnam at 7:05 p.m.
Present: Councilmen Balshaw, Bond, Cavanagh, Harberson,
Hilligoss, Perry and Mayor Putnam.
Absent: None.
The minutes of the Regular Meeting of November 6, 1978
were approved as corrected.
PARK LAND: Council reviewed John Scharer's October 26 memorandum
DEDICATION OF outlining financial impacts. The following represent -
LAND OR IN LIEU FEES atives of the business community spoke against park
development requirements as part of the ordinance,
Larry Smith, Construction Industry; Phillip Raffalo, South San Francisco
Latino Housing; Fred Strong, Sonoma County Alliance; and JoAnn Pozzi, Chamber
of Commerce. The following persons spoke in favor of park development require-
ments as part of the ordinance, Joe Rappaport, George Thut, Marian Hodges,
Richard Parker, Larry Jonas, Ernie Vivas, and Doug McCabe.
Council direction to staff was to meet with represent -~
atives of the construction industry between now and next Council meeting in an
attempt to develop standards and criteria for park development in subdivisions.
It was the unanimous consensus of the Council that staff prepare two ordinances
for consideration at the November 20 Council meeting, one addressing require-
ments for parkland and street. improvements, the other adding requirements that
developers develop the parkland or pay an in lieu fee.

Council members were present and Mayor Putnam presided
when the Council reconvened.
