ROLL CALL Present: Councilmen Balshaw, Bond, Cavanagh, Harberson, Perry, Vice -Mayor Hilligoss (one Council seat is vacant) INVOCATION The invocation was led by Reverend Marvin Barbee from the Assembly of God. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Planning Commission Chairman. Mary Shearer. STATE OF THE CITY Vice -Mayor Hilligoss read the State of the City address. ORD #1343 NCS Ordinance No. 1343 N.C.S. amending Chapter 17.26 of RESIDENTIAL the Municipal Code to provide for an increase of ALLOTMENTS reservations for allotments in certain extraordinary circumstances. Speakers: Acting Planning Director Fred Tarr reviewing the ordinance, and Mr. Gallagher of McBail Company said he had not had an opportunity to read Ordinance No. 1343. Council indicated they would reconsider the ordinance at the next Council meeting. RES #8409 NCS SONOMA COUNTY -WIDE INDUSTRIAL AND COMMERCIAL STUDY appointed to serve on by Councilman Balshaw, RECESS PUBLIC HEARINGS Resolution authorizing City Manager to execute agree- ment on proposed county -wide industrial and commercial study. Richard Lehtinen from the County of Sonoma addressed the Council requesting support of the study in the amount of $750, and he asked that a person be the steering committee. The resolution was introduced seconded by Councilman Bond. There being no representative of the McBail Company in the audience at this time, Council continued the matter to January 15. PETALUMA VILLAS Council reconsidered Condition #2 of Site Design SUBDIVISION Approval for the Petaluma Villas Subdivision which LANDSCAPING relates to landscaping along the freeway side of the masonry wall.. By motion made by Councilman Balshaw, seconded by Mayor Hilligoss, Council rescinded the lands'c'aping requirements of their original Site Design approval.. Motion was adopted unanimously. PUBLIC SAFETY Fire Chief Sharps presented information relating to DEPARTMENT response time from the Main Fire Station.4:1 to various RESPONSE TIME proposed developments on the perimeter of the com- munity. Council consensus was as follows: For ,plan- ning purposes we accept the recommendation of Fire Chief ;Sharps establishing a four- minute acceptable time response, and we ask the City Manager if he :would have the Fire Chief undertake a study regarding the location of future fire stations in accordance with the EDP and General Plan. It was moved by Councilman Cavanagh, seconded by Councilman Balshaw that the Petaluma City Council recommend that Mr. Bill Lucius be reappointed. Motion carried unanimously.
