A special meeting of the Petlauma City Council was
called to order by Mayor Patty Hilligoss at 4:00 p.m.
Present: Councilmen Balshaw, Bond, Cavanagh, Daly,
Harberson, Perry, Mayor Hilligoss
Absent: None
Moved by Councilman Perry, seconded by Councilman
Balshaw.

Resolution No. 8427 N.C.S. approving Claims and Bills
audited by the City Auditor and approved for payment by
the City Manager.

Mayor of the City of Petaluma and newly elected Super-
visor of District 2.
Resolution No. 8429 N.C.S. extending time within which
to file final map of North San Francisco Bay Industrial
Park Subdivision Unit 2 -B to December 20, 1979.
Resolution No. 8430 N.C.S. ordering reorganization
without notice or hearing of territory designated as
Denman Annexation Number 10.
Resolution No. 8431 N.C.S. denying application for
permission to file late claims of floyd Streeter and

REGULAR MEETING The Regular meeting of the Petaluma City Council was
called to order by 'Mayor Patty Hilligoss at 7:10 p.m.
ROLL CALL Present: Councilmen Balshaw, Bond, Cavanagh, Daly,
Harberson, Perry, Mayor Hilligoss
PLEDGE OF ALLEGIANCE Virginia Kline led the Pledge of Allegiance.
MINUTES The minutes on Page 3 of Val -ley Oaks Subdivision were
JANUARY 15, 1979 amended by adding: Council added a final condition
that no building will be allowed on any lots that drain
into Thompson Creek until the creek is upgraded.
DISCUSSION OF SMALL Mayor Hilligoss abstained from.the discussion and left
CRAFT HARBOR LOCATION the Council table. Vice -Mayor Harberson chaired the
meeting for this discussion.
John Bus from the firm Hart, Krivatsky and Stubee (HKS)
reviewed the sites that they have been looking at in their project which is
sponsored by the Army Corps of Engineers. HKS was asking the Council for their
feelings on the sites and which one should receive more intensive study by HKS.

ORD 441348 NCS Agriculture to R- 1- 20,000 located on the east side of
Mt. View Avenue south of Canyon Drive.
The public hearing was opened and there being no comments,
the public hearing was closed.

The Cit.y.Engneer noted the sewer line west of Lake-
ville at a line extending from Frates Road is sized to service only the area
west of Lakeville Highway, so , a new, sewer line will be needed to service any
homes built on the south side of Adobe Creek.
The hearing was opened. There :being no comment from
the audience, the hearing was closed and a vote was taken on the resolution
which was introduced by Councilman Perry and seconded ly. Councilran Daly.

ABAG ENVIRONMENTAL Resolution No. 8442 N.C. establishing criteria for
MANAGEMENT PLAN funding and implementation of local tasks as described

This supports the plan, provided that federal or state funds ar-e available to"
fully pay for all local agency costs for implementation of: such programs as may
be mandated.

Fire Chief Sharps reviewed the proposed ordinance
