HomeMy WebLinkAboutMinutes 03/05/1979MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA MARCH 5, 1979 REGULAR MEETING ROLL CALL TMX1n 'ATTnN PLEDGE OF ALLEGIANCE NOT OFFICIAL UNT A regular meeting of the Petaluma City Council was called to order by Vice -Mayor Harberson at 7:10 p.m. Present: Councilmen Balshaw, Bond, Cavanagh, Daly and Vice -Mayor Harberson Absent: Councilmen Perry and Mayor Hilligoss The invocation was led by Vice -Mayor Harberson. The Pledge of Allegiance was led.by Councilman Roland Bond. MINUTES The minutes of the February 5 special meeting 4:00 p.m. were approved as submitted. 2/5/79 The minutes of February 5 evening meeting were corrected as follows: under Pledge of Allegiance, correct spell ing of Kline to Cline; at the bottom of the page at Resolution No. 8441, add Mayor appointed Councilmen Cavanagh and Bond as a subcommittee to meet with the Corps. of Engineers and to,report back to the Council. 2/12/79 The February 12 minutes were approved as submitted. 2/20/79 The February 20 minutes were approved as corrected: Page 2, Airport Advisory'Commiitee, strike the word Reverend in the end of the third line and replace it with the word Councilman; on page 4 at the top, Tentative Map Creekside Oaks Resolution No. 8463, add the following: After the word "improvements" make a comma, then put: " with the condition that no building permits will be issued for development for which a tentative map has not been heretofor approved in the Thompson Creek drainage basin, upstream from Sunnyslope Avenue until such time as construction is commenced upon the improvements planned by the Sonoma County Water Agency." Continuing the corrections, on "Legislation" at the bottom of page 4 add: "AB- 201 currently pending in the Legislature." CONSENT CALENDAR CLAIMS & BILLS Resolution No. 8466 N.C.S. approving claims and bills RES 468466 NCS audited by the City Auditor and approved for payment by the City Manager. VALET PARKING Introduction of Ordinance No. 1353 amending Ordinance ORD 461353 NCS 1072 (zoning_) to provide for a valet parking exception to ordinary parking requirements. SUBDIVISION Resolution No. 8467 N.C.S. granting certain modifica- MODIFICATIONS tions to the requirements imposed by the subdivision 505 -509 FOURTH ST. ordinance relating to the property at 505 -509 Fourth RES 468467 NCS Street, Petaluma (Schoenlein). PROTEST HEARING 719 PETALUMA BLVD. N. At the request of the attorney for the property owner, Council expressed no objection to continuing the hearing to March 19. City Attorney stressed that a written protest will be required. 1 LJ SENIOR CITIZENS/ Council received a petition with 3,147 signatures of HILLCREST HOSPITAL persons who are requesting that Hillcrest Hospital be converted into a multi - purpose center for senior citizens. Speakers representing the senior citizen group were: Warren Hopper, Mary Isaak,'Laura Reichek. It was requested that the Council continue this discussion to 4:00 p.m. Monday, March 12, at which time both Mayor Hilligoss and Councilman Perry will have returned from the Nation's Capital with information on possiblities of funding for senior citizen programs. RECESS 8:00 to 8:05 p.m. March 5, 1979 NEIGHBORHOOD PARKING Council considered a February 24 letter from Michael W. Reno, 1168 Ponderosa Drive, requesting that Council take some action to require the parking of recreational vehicles in places other than neighborhoods. Council referred this matter to the Planning Com- mission for consideration at their March 20th meeting. SCHOOL DISTRICT FACILITIES approvals. Council was of the League of Califo item until such time as ordinance. Council had a letter from Old Adobe Union School District requesting establishment of an ordinance providing new school facilities and a moratorium on tentative map advised the school district had been furnished copies rnia Cities' model ordinance. Council continued the the school district forwarded comments on the model PARKLAND Ordinance No. 13.52 N.C.S. amending Section'17.`12,,.030 ORD X61353 NCS and Chapter 20.34 of the Municipal Code to provide a revised method of computing the amount of parkland required to be dedicated in subdivisions or the amount of fees in lieu thereof. AYES: BALSHAW /BOND /C'AVANAGH /DALY /VICE -MAYOR HARBERSON ABSENT: PERRY /MAYOR HILLIGOSS AMENDMENTS TO Introduction of Ordinance No. 1,354 N.C.S. amending FIRE CODE Chapter 17.20 of the Municipal Code and the Fire Code ORD #1354,NCS adopted thereunder to provide special fire protection regulations and to provide for revisions to organization structure in.fire protection bureau. Chief Sharps addressed the Council about the proposed ordinance. Doug Robinson, Vice- Chairman of the Chamber of, Commerce, expressed the Chamber's opposition to the proposed ordinance. Bob Stimpson, representing the Independent Insurance Agents of Petaluma, discussed' the pro - posed fire flow capacity of 1,500 gallons per minute. Messrs. Stuart and:Ernie Curtis spoke in opposition to the sprinkler system requirement for new build- ings. Council discussed their hope to increase fire protection without adding more men to the department. The ordinance was introduced by Councilman Balshaw,, seconded by Vice -Mayor Harberson. The vote on first reading of the ordinance is: AYES: BALSHAW /BOND /DALY. /VICE -MAYOR HARBERSON NOES: CAVANAGH ABSENT: PERRY /MAYOR HILLIGOSS CONNECTION FEES Introduction of Ordinance No. 1355 N.C.S. amending PRIVATE FIRE Section 15.08.050 of the Municipal Code to eliminate PROTECTION connection fees for private fire protection service. ORD X613'55 NCS Introduced by Councilman Bond, seconded by Councilman Daly. AYES: BALSHAW /BOND /CAVANAGH /DALY /VICE -MAYOR HARBERSON ABSENT: PERRY /MAYOR HILLIGOSS RECESS- The Council recessed from 10:00 to 10 :05. TENTATIVE MAP Resolution No. 8468 approving tentative subdivision map PETALUMA INDUSTRIAL of Petaluma Industrial. Park No. IV, A.P.. #7- 413 -19 & - PARK IV 21, introduced by Councilman Bond, seconded by Councilman RES #8468 NCS Daly. AYES: BALSHAW /BOND / CAVANAGH /DALY /VICE -MAYOR HARBERSON ABSENT: PERRY /MAYOR HILLIGOSS n 1 March 5, 1979 TENTATIVE MAPS Council requested that staff furnish tentative maps that were 8z x 11 rather than the larger blueprint size they have been getting in their agenda back -up material. CITY MANAGER City Manager reported having received a denial from the REPORT State of California of parks grant applications for lighted fields Lucchesi Park and Casa Grande High School. The Manager called the Council's attention to a letter forwarded by Dr. Lawrence Jonas requesting Council reconsider their action denying building permits for four homes on Jonas Lane. Council agreed to consider that at their next meeting. Councilman Bond agreed to communicate with Bill Lucius, the Sonoma County representative on Metropolitan Transportation Commission, and the Sonoma County Supervisors regarding funding for Petaluma Airport. JUNE 12TH GENERAL City Manager called Council's attention to the fact the MUNICIPAL ELECTION filing period for candidates for Council and Mayor begins March 15. PROPOSED MARINA Councilman Cavanagh reported on meetings held with Robert Hall from the Army Corps of Engineers. He noted that HKS is studying Site 2 for the future marina and they plan to have another meeting March 15 in Sacramento. Staff noted the Petaluma River is scheduled for dredging in the Spring of 1980. ADJOURNMENT At 10:35 Council adjourned in memory of Leroy Lounibus.
