CONSENT CALENDAR Introduced by Balshaw, seconded by Cavanagh.
5 -YEAR TRANSPORTATION Resolution No. 8469 N.C.S. supporting the 5 -year
FOR ELDERLY transportation plan for Sonoma County relating to
RES 48469 NCS services for elderly and the handicapped.
APPRECIATION TO Resolution No. 8470 N.C.S. of appreciation to Northbay
NORTHBAY CONSTRUCTION Construction, Inc., for purchase of trees for "C"
FOR TREES Street Pump Station on the Turning Basin.

RESIGNATION FROM Resolution No. 8471 N.C.S. accepting the resignation of
RECREATION, MUSIC & Glade E. Giles as member of the Petaluma Recreation,
PARKS COMMISSION Music and Parks Commission and noting the vacancy on
RES 48471 NCS that Commission.
RESOLUTION CALLING Resolution No. 8472 N.C.S. calling and providing for a
ELECTION regular municipal election to be held in the City of
RES 48472 NCS Petaluma, including Petaluma High School District, June
12, 1979, for the purpose of electing public officers;
providing for the designation of precincts and polling places for said election;
appointing election officers and providing for notice thereof. Introduced by
Bond, seconded by Balshaw. This covers an election for Mayor for a two year
term; three four -year term Council seats; two four -year term School Board
seats; one two -year term School Board seat.

REFERENDUM ON Resolution No. 8473 N.C.S. proposing to submit to
UTILITY TAX FOR election the question of the addition of Chapter 4.28
SENIOR CITIZENS to the Petaluma Municipal Code to impose a utility
RES 48473 NCS users tax, the proceeds of which would be used to
provide housing, services and facilities for senior
citizens, calling for said election to be held with the regular election of
municipal officers on June 12, 1979, pursuant to Section 4 of the City Charter,
and providing that said election be held with said general municipal election
on June 12, 1979. Introduced by Councilman Balshaw, seconded by Councilman
Bond. Council heard from the following people who are in support of placing
this measure before the voters: Mary Isaac; Joan Dickerson, Representative of
Senator Barry Keene; Sandy Brians and Ernie Bennett. Council also heard from
Pacific Telephone Company regarding certain provisions of the resolution.

REFERENDUM LOW Resolution No. 8474 N.C.S. proposing a referendum
INCOME SENIOR pursuant Article XXXIV of the California Constitution,
CITIZEN HOUSING on the motion of the City Council, and directing that a
RES 48474 NCS measure be submitted to the electors of the City of
Petaluma as a part of the regular municipal election to
be held on Tuesday, June 12, 1979. This is a question that must be decided by
the voters before any funds can be used for low income housing in the City.
Moved by Councilman Balshaw, seconded by Councilman Bond.

ADJOURNMENT At 6:00 p.m. Council adjourned and at 7:20 p.m. the
Council reconvened. All members of the Council were
present. They heard the subcommittee report stating parkland fees have been
settled at $1,300; that ABAG is looking for a new site and will be moving from
the Claremont Hotel in Berkeley; that ABAG is presently in difficulty with
their 20.8 activities; and the Manager asked the Council to check Site 3, the
Marina area, with the thought of installing a soccer. At 7:35 p.m. the Council
