Richard McMillan, Christian Missionary Alliance. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Martin Brody the newspaper reporter from the Argus Courier CONSENT CALENDAR Moved by Councilman Perry, seconded by Councilman Daly. CLAIMS & BILLS Resolution No. 8475 N.C.S. approving claims and bills RES #8475 NCS audited by the City Auditor and approved for payment by the City Manager. REZONING Introduction of an ordinance amending Zoning Ordinance LIBERTY MEADOWS No. 1072 N.C.S. by reclassifying and rezoning the ORD #1356 NCS property located between Keokuk Street -and Liberty Street Extension (A.P. #6- 030 -31) from Garden Apart- ments to Planned Unit District — Liberty Meadows. SET HEARING Resolution No. 8476 N.C.S. setting hearing date of RES #8476 NCS April 2 on General Plan amendment for Liberty Meadows. UTILITY TAX Resolution No. 8477 N.C.S. amending Resolution No. MEASURE RESOLUTION 8473 N.C.S. by deleting Section 5 which relates to AMENDED Charter amendments only. RES #8477 NCS TIME EXTENSION Resolution No. 8478 N.C.S. extending time for Steiny & TRAFFIC SIGNALS Company to install traffic signals at Stony Point & RES #8478 NCS Petaluma Blvd. North to March 30, 1979. RES 48480 NCS SETTING HEARING Resolution No. 8481 N.C.S. setting hearing on April 2 DEBRA HOMES on General Plan amendment as it relates to Debra Homes RES 48481 NCS (Westridge Units 4 & 5). APPOINTMENT OF Resolution No. 8482 N.C.S. appointing Thomas S. Hargis CITY ENGINEER City Engineer effective April 16, 1979. RES-#8482 NCS DIKE BREACHING Resolution-No. 8483 N.C.S. authorizing change of bid RES 468483 NCS opening date and advertising date on dike breaching project in accordance with State regulations. NORTH SAN FRANCISCO Resolution No. 8484 N.C.S. approving final subdivision BAY INDUSTRIAL map for North San Francisco Bay Industrial Park 462 -B. PARK 4f' 2 -B RES 468484 NCS' ** 133 March 19, 1979 PARKLAND FEES Resolution establishing parkland fees per Ordinance No. 1352. Moved by Councilman Balshaw, seconded by Councilman Daly. AYES: BALSHAW /DALY /MAYOR HILLIGOSS NOES: BOND /CAVANAGH /PERRY ABSENT: VICE -MAYOR HARBERSON Motion failed. RECONSIDERATION Moved by Councilman Bond, seconded by Councilman Balshaw to reconsider this item at the April 2 Council meeting. AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON SCENIC PROPERTIES Council heard Mr. Thomas Gamboa request confirmation MCNEAR HILL of previous Council action as stated in Resolutions 1051 PETALUMA BLVD. 8364 N.C.S. and 8102 N.C.S. Mr. Gamboa specifically SOUTH requested Council to reaffirm their previous statements and action that this site be earmarked for residential use. The City Attorney advised the"Council that the "residential" designation remains until the Council acts on an application to change it. ALLOTMENT AMENDMENT S & M CONSTRUCTION VALLEY OAKS RES #8485 NCS tion and Jack Harte seconded by Councilor Mr. Jack Harte requested that Council either transfer the allotments on this project to his name or to both S & M Construction and Jack Harte. Resolution No. 8485 N.C.S. transferring 50 residential development allocations from S & M Construction to S & M Construc- - Valley Oaks Subdivision introduced by Councilman Cavanagh, an Perry. AYES: BOND /CAVANAGH /DALY /MAYOR HILLIGOSS NOES: BALSHAW /PERRY ABSENT: VICE -MAYOR HARBERSON Council requested the City Attorney develop a mechanism whereby allotments could be from one property owner to a subsequent owner of the same parcel. LETTER FROM Council heard Fred.Robinson, representing Paul Anglade, PAUL ANGLADE detail various alleged deficiencies in a house purchased by his client ;from Young.America Homes. Council referred the question to staff for investigation and a report. PUBLIC HEARINGS: GREEN MILL SIGN The Mayor opened the public hearing. Council con - RES 48486 NCS sidered the request of Nancy Biancalana, owner of the Green Mill, that the sign be designated an Historic sign in order to save.it from demolition by devel,opers.. The sign currently is on private property located at the end.of Holm Road. The staff had previously told the owners of the Green Mill restaurant that this was the only way the sign could be preserved. There being no further comment from the public, the hearing was closed. Resolution No. 8486 N.C.S. directing the City Attorney to prepare legislation designating the Green Mill sign an Historic Landmark. The resolution was introduced by Councilman Balshaw, seconded by Councilman Cavanagh. AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS 1 ABSENT: VICE -MAYOR HARBERSON March 19, 1979 VALET PARKING ORD #1353 NCS RECESS Ordinance No. 1353 N.C.S. amending Ordinance No. 1072 N.C.S. (the Zoning Ordinance) to provide for a valet parking exception to ordinary parking requirements. Vote on adoption of the ordinance: AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON The meeting was recessed from 8:40 to 8:50. FIRE CODE Ordinance No. 1354 N.C.S. amending Chapter 17.20 of ORD #1354 NCS the Petaluma Municipal Code and the Fire Code adopted thereunder, to provide special fire protection regu- lations, and to provide for revisions to organization structure in the Fire Protection Bureau. Council continued deliberation on the proposed fire regulations. Council heard from Fire Chief Robert Sharps; representative of the Independent Insurance Agents Mr. Stimpson; JoAnn Pozzi and Jake Gray from the Chamber of Commerce; Richard Yonash, businessman; Skip Sommer, developer; Mr. Coombs, and Ernie Curtis. Council was asked to postpone final decision on the ordinance until April 16. Motion by Councilman Daly, seconded by Councilman Cavanagh to take a vote on the ordiriance'mmediately. AYES: CAVANAGH /DALY NOES: BALSHAW /BOND /PERRY / HILLIGOSS CONNECTION FEES FOR PRIVATE FIRE PROTECTION ORD X61355 NCS WESTRIDGE NEIGHBOR- HOOD PARK RES X68487 NCS ABSENT: VICE -MAYOR HARBERSON Motion lost. The ordinance was continued to April 16th. Council continued final action on this to April 16th. Accepting the Westridge Neighborhood Park Landscape Channel Master Plan and authorizing commencement of Phase I construction drawing plans for said project. Introduced by Councilman Bond, seconded by Councilman Balshaw. Recreation Director Raymond and landscape architect Phil Singer addressed the Council describing the project. SUMMER RECREATION PROGRAM 1979 AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON Recreation Director Raymond answered Council's ques- tions regarding the proposed recreation program which was designed to be self- supporting for the most part. It was Council consensus to approve the program. BUSINESS LICENSE Council considered the request of California Music .FEES MECHANICAL Merchants Association to reduce the Business License AMUSEMENT DEVICES fee to the level that existed last fiscal year. Council directed the staff to prepare an ordinance ,accomplishing this. VALLEY OAKS Council considered Larry Jonas' request for clarif ica- SUBDIVISION UNIT II tion of the Thompson Creek drainage policy. Staff was directed to prepare an amendment to the policy for them to consider at the next Council meeting. 1 36 March 19, 1979 PROTEST,HEARING Resolution No. 8488 N.C.S. confirming the report of RES #8488•NCS the Director of Public Works relative to the demolition of the structures on the certain real property known as 719 Petaluma Blvd. North and also known as A.P. #6- 092 -17. City Attorney Klose advised the Council that City has received no written protest to the hearing. He advised the Council to proceed by adopting this resolution. The resolution was introduced by Councilman Daly and seconded by Councilman Perry. AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON STATUS REPORT Council learned the Lucchesi Park soccer field lighting PARKS ,& RECREATION project is going out to bid; on the Five Corners PROJECTS Community Center permanent seating, vendors have been contacted but no iristallation d "a is ,te available; and on.the Casa Grande lighted softball -- field, the project will not be ready until next year. LUCCHESI PARK - Council consensus was that staff should not schedule PROPOSED use of the entire facility at one time and if additional PERFORMING ARTS parking is necessary, perhaps grass could be removed THEATER - PARKING later on. AIRPORT COMMITTEE Councilman Bond suggesfted the City should urge the Board of Supervisots to develop an airport plan for the county. HIGH OCCUPANCY Resolution No. 8489 N.C.S. encouraging the Metropol- VEHI_CLE LANE itan Transportation Commission to set high priority SAN RAFAEL AREA for funding for both north and southbound high- occupancy RES #8489'NCS vehicle lanes between the'Greenbrae Interchange and Manuel Freitas Parkway on U.S. Highway 101 north of San Rafael introduced by Councilman Balshaw, seconded by Councilman Daly.
