HomeMy WebLinkAboutMinutes 03/26/1979MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA MARCH 26, 1979 REGULAR ADJOURNED MEETING ROLL CALL COUNCIL ROLL CAL PLANNING COMMISSION LOYALTY OATH JOINT MEETING COUNCIL AND PLANNING COMMISSION Present: Balshaw, Bond, Cavanagh, Daly, Perry, Mayor Hilligoss. Absent: Vice -Mayor Harberson Present: Mary Shearer, Lawrence Tencer, Donald Waite, William Perry Absent: Rogers Hoffman, Michael Lavin, Lester Popp The City Clerk administered the Loyalty Oath to the new Planning Director Gregory C. Freitas. . Mr.. Dale Peterson of the U.S. Department of Housing and Urban Development /Housing Administration presented an overview of the flood plain management map and program developed by his federal department. He noted that some- time in July the revised study will be forwarded to the City for further action relating to restrictions and building in identified flood zones. Council asked staff to determine how much acreage is developable in the floodway area. Mr. Peterson noticed that there is an executive order effective in the State of California that state agencies must comply with these particular federal regulations. He indicated that any institution that is federally controlled in any way will not be allowed to lend any monies where cities have not de- veloped flood control ordinances. MINUTES The February 26, March 5, and March 12 minutes were approved as submitted with the exception of the addition on Resolution No. 8474 N.C.S. on March 12 add: Moved by Balshaw and seconded by Bond. CONSENT CALENDAR OUTSIDE SEWER CONNECTION RES #849.0. NCS .. WASTEWATER RECLAMA TION AGREEMENT /Matteri RES #8491 NCS RESIGNATION RESIDENTIAL DEVELOP- MENT CONTROL BOARD RES #8492 NCS ACCEPTING PHASE III RECORDS SYSTEMS - ASSOCIATES CONTRACT RES #8493 NCS Introduced by Councilman Perry and seconded by Councilman Daly. Vote on the Consent Calendar was: AYES: BALSHAW /BOND'' /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE /MAYOR HARBERSON Resolution No. 8490 granting the application of Anthony Lemos for one residential outside sewer connection at 101 McDonald Drive. Resolution No. 8491 N.C.S. author:iz.i.ng Mayor to sign agreement for wastewater reclamation between the City of Petaluma and Charles L. and Evelyn M. Matteri Resolution No. 8492 N.C.S. accepting the resignation of Joe Milner from the Residential Development Evaluation Citizens' Committee Resolution No. 8493 N.C.S. accepting work performed for Phase III of Records Systems Associates,`I'nc., agreement of August l5, 1978 relating to the City files. 138 T March 26, 1979 PUBLIC CONSTRUCTION Resolution No. 8494 N.C.S. authorizing the Mayor to sign AGREEMENT /LEIS an agreement for public construction with Joseph Leis CONSTRUCTION for the Wimberly Parcel Map No. 140. RES #8494 NCS BUSINESS LICENSE Introduction of Ordinance No. 1357 N.C.S. amending FEES COIN OPERATED Section 6.08.090 and 6.08.120 of the Municipal ` DEVICES Code to reduce the business license fees levied for coin ORD # 1357 NCS operated mechanical devices and mechanical musical devices. WEED ABATEMENT Resolution No. 8495 N.C.S. awarding contract to remove RESO #3495 NCS weeds within the City of Petaluma (to Robert Crandell). Introduced by Councilman Balshaw, seconded by Councilman Daly. AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON BUS RENTAL Petaluma Sea Scouts request to rent a bus at $12.00 per SEA SCOUTS hour for a minimum of six hours on the evening of April 21 was approved on the motion of Councilman Bond, seconded by Councilman Balshaw. AYES: BALSHAW /BOND /CAVANAGH /DALY /PERRY /MAYOR HILLIGOSS ABSENT: VICE -MAYOR HARBERSON SCHOOL SITES ADJOURNMENT Council asked the School District to determine t , ihat sites would be acceptable for schools and under what conditions those sites would be acceptable. The Mayor said she would appoint a committee to work with -the schools on school sites. The Mayor adjourned -the met ng in memory of Reverand Gans. Mayor Attes City Clerk
