PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Brad Jones. MINUTES The April 23 minutes were approved as amended - on Page .2 at Adjournment add "and Adjourned to a Regular Meeting, May 7 ". The May 7 minutes were approved as amended - Page 3, 12th line down, delete the word "area" and replace it with "City "'. CONSENT CALENDAR The Consent Calendar was introduced by Councilman Perry, seconded by Councilman Daly. AYES: BALSHAW /DALY /HARBERSON /PERRY /MAYOR HILLIGOSS ABSENT: BOND /CAVANAGH CLAIMS & BILLS Resolution No. 8536 N.C.S. approving claims and bills RESO #8536 NCS audited by the City Auditor and approved for payment by the City Manager. COMMUNITY SERVICES Resolution No. 8537 N.C.S. establishing the classification OFFICER title,,specification and salary range for Community RESO #8537 NCS Services Officer. CLAIM Resolution No. 8538 N.C.S. denying claim of Robert RESO #8538 NCS Oberbruner. SONOMA -MARIN Resolution No. 8539 N.C.S. authorizing the Chief of FAIR AGREEMENT Police to execute a contract with the State of California RESb #8539 NCS to provide security services for the Sonoma -Marin Fair. VETERINARY CLINICS Introduction of Ordinance No. 1365 N.C.S. amending ORD #1365 NCS Ordinance No. 1072 N.C.S., the Zoning Ordinance, as from time to time amended, by permitting Veterinary services in the certain commercial and residential zones with a conditional use permit. 1 1 ...... .... APPROPRIATION ORD 11364 NCS KIPCO AGREEMENT RESO 18540 NCS ART HISTORIC MUSEUM RESO #8541 NCS Adoption of Ordinance No 1364 N.C.S. appropriating certain available revenues.not -- included in the 1978 -1979 budget., Resolution No. 8540 N.C.S. authorizing Mayor to sign agreement for public construction between City of Petaluma and KIPCO (Big "R" Country infest) . ° e Resolution No. 8541 N.C.S. refers letter of Anita Smith and Wilma Harris to Petaluma Historical Library and Museum Committee. DISCUSSION MEASURE A Council agreed to continue this item to the June 4 FUNDS Council meeting. TRUCK ROUTES Resolution No. 8542 N.C.S. designating certain streets RESO #8542 NCS to be truck routes in the downtown area of Petaluma, barring trucks from certain streets therein, and repeal- ing Resolution No. 8518 N.C.S. Introduced by Councilman Perry, seconded by Councilman Daly. City Engineer Tom Hargis reported this compromise was worked out with the truckers with a change in hours of restriction on Petaluma Boulevard from 8:00 a.m. - 6:00 p.m. to 10:00 a.m: - 6:00 p.m. and the route now allows the use of "C" Street. The truck route becomes effective after the signs have been posted and will expire 90 days from the date it becomes enforceable if not re- adopted. AYES: DALY /HARBERSON /PERRY /MAYOR HILLIGOSS NO: BALSHAW ABSENT: BOND /CAVANAGH Councilman Balshaw asked for a count of the trucks using Petaluma Boulevard. SIDEWALK ENCROACHMENT Introduction of Ordinance No. 1366 N.C.S. adding Section ORD #1366 NCS 13.04.1052, and amending Section 13.04.110 of the Petaluma Municipal Code to prohibit utilization of sidewalks for access unless an encroachment permit is obtained. Introduced by Councilman Perry, seconded by Councilman Daly. Council request that the Ordinance be published. AYES: BALSHAW /DALY /HARBERSON /PERRY /MAYOR HILLIGOSS ABSENT: BOND /CAVANAGH BURLINGTON /ARLINGTON Council considered alternatives that had been discussed MAP for circulation in this area. Emil Mogel, Engineer for RESO X18543 NCS the property owner, and Merton Smith, the property owner, spoke for the proposed map. Resolution No.8543 N.C.S. denying the tentative Subdivision Map for Burlington Estate Subdivision without prejudice (Merton and Alice Smith). Introduced by Councilman Perry, seconded by Vice -Mayor Harberson. AYES:. DALY /PERRY /MAYOR HILLIGOSS NOES: BALSHAW /HARBERSON ABSENT: BOND /CAVANAGH LOT SIZE APPROVALS Introduction of Ordinance No. 1367 N.C.S. adding ORD #1367 NCS Section 20.40.075 and_ amending Section 20.40.080, Petaluma-Municipal Code, to revise standards for approval of modifications to subdivision requirements re lot sizes. Introduced by Vice -Mayor Harberson, seconded by Councilman Daly. AXES: BALSHAW /DALY /HARBERS /PERRY /MAYOR HILLIGOSS ABSENT: BOND /CAVANA ° GH MERGERS CONTIGUOUS Introduction of Ordinance No. 1368 N.C.S. amending PARCELS Chapter 20.04 of the Petaluma Municipal Code (a portion ORD #1368 NCS of the Subdivision Ordinance) by adding Section 20.04.140 thereto to regulate mergers of contiguous parcels held by the same owner, and by adding Section 20.04.150 thereto, provide for the automatic conformance of the Subdivision Ordinance to the State Subdivision Map Act. Introduced by Councilman Perry, seconded by Councilman Balshaw. ELECTION OFFICERS Resolution No. 8545 N.C.S. designating the precincts AND POLLING PLACES and polling places for a municipal election of June RESO #8545 NCS 12, 1979 and appointing election officers. Introduced by Councilman Perry, seconded by Councilman Daly.
