RESOLUTION Council continued the Resolution of Appreciation for
APPRECIATI - ON Doris L. Cole, City Librarian, to a time when she
could attend the Council meeting.
WCTU DONATIONS City Clerk read a letter from a Women's Christian
Temperence Union of California outlining their plans
to place a bench in Walnut Park. The letter also referred to their attempts
to arrange for the cleaning of the historical.WCTU Water Fountain erected in
1891 at Petaluma Boulevard and Western Avenue. Council continued this item to a
future meeting so that questions of staff may be answered by the WCTU.
ADMINISTRATION Some Councilmen noted there has been some discussion
FUNDS - MEASURE A throughout the City of administration of funds
should the Measure receive adequate votes on the
June 12 election. Council noted those comments are premature and those
procedures are not authorized nor do they have the approval of the City Council.
Vice -Mayor Harberson arrived at 7:30 p.m.
STREET RESURFACING Resolution No. 8553 N.C.S. authorizing the City Engineer
RESO X18553 NCS to prepare plans and specifications for resurfacing
certain streets and calling for bids. Introduced by
Councilman Perry. Seconded by Vice -Mayor Harberson.

PAR COURSE Resolution No. 8544 N.C.S. :aj+thorizing Mayor to sign
EXERCISE TRAIL agr-ement with J.C. Penney and the Rotary Club of
RESO #8.554 NCS Petaluma Valley for an exercise trail on public
lands in the City of Petaluma (Westridge Park). Mr.
Charles L. Lewis, Manager of J.C. Penney in Petaluma and representative of the
Rotary Club of Petaluma Valley, addressed the Council and explained that the
J.C. Penney Corporation has a program of installing Par Courses in various areas
that they serve. The resolution was introduced by Councilman Daly.and seconded
by Councilman Perry.

SIDEWALK USE Ordinance No. 1366 N.C.S. adding Section 13.04.105, to
ORD. #1366 NCS and amending Section 13.04.110 of the Petaluma Municipal
Code to prohibit utilization of sidewalks for access
unless an encroachment permit is obtained. City Engineer Hargis explained the
reasons for requesting the removal of unused driveways include: the safety of
pedestrians and the addition of parking spaces on the street. Council discussed
amending the Ordinance requiring restoration of sidewalks, curbs and gutters in
certain circumstances only. M/s Harberson /Perry to amend the Ordinance.

Ordinance No., 1366 N.C.S. adding Section 11.04.105
to the .Petaluma Municipal Code to require restoration of sidewalks curbs, etc.
in certain circumstances. Amended ordinance introduced by Councilman Perry.

PUBLIC HEARINGS
VETERINARY SERVICES Ordinance No. 1365 N.C.S. amending Ordinance No.
IN COMMERCIAL ZONES 1072 N.C.S., the Zoning Ordinance, as from time to
ORD. 41365 NCS time amended, -by permitting veterinary services in
certain commercial and industrial zones with a
conditional use permit. The hearing was opened. Neither oral nor written
testimony was presented. The hearing was closed and a vote was taken to
adopt the Ordinance.

TAXI CAB RATES Council considered a letter from Margaret L. Flud of
the Yellow Cab Company requesting a change in taxi
cab rates. After hearing Mrs. Flud's presentation, it was moved /seconded
Bond /Perry to direct staff to prepare a resolution in favor of granting Mrs.
Flud's request for increased taxi cab rates.

Council asked staff to schedule for an Idea Session
discussion of the establishment of a utility commission which would consider
this type of question prior to Council consideration.
ALLOCATION SYSTEM Council heard Mr. Ray Peterson, Chairmaa of the
1980 -81 CONSTRUCTION Allocation Board, urg them not to reduce the
YEAR point system. He presented the following recommenda
RESO #8555 NCS tions from the Committee: that the Council modify
the Environmental Design Plan to exclude small
(15 - 20 unit multiple - family projects) from the Allocation System, to allow
extra points for single - family projects which include multiple- family units
in them, and that the Environmental Design Plan Maps include the School District
boundaries (since certain school districts are close to capacity and others
have room fbr additional students). He also recommended that the Council
use new criteria for selecting Board members in that at least four members of_the
Allocation Board have previous experience on that Board. The following resolution
was defeated. Resolution denying appeals and declaring intention to award
allotments and reservations for the 1980 -81 construction year pursuant to
Petaluma Municipal Code Chapter 17.26. Introduced by Councilman Harberson
and seconded by Councilman Perry.

After more discussion,'staff requested the opportunity
to work on the ordinance revisions. Council consensus was this is a first
priority item. , The appeals were continued.
EXCAVATIONS AND Ordinance No. 1369 N.C.S. repealing and reenacting
PERMITS Chapter 13.12 of the Municipal Code to revise City
ORD. 1369 NCS requirements for excavations and permit therefore.
Introduced by Councilman Perry, seconded by Councilman
Daly.

SCHOOL FACILITY City Attorney Klose reported the status of the School
ORDINANCE Facility Ordinance. Council requested that this be
referred to the School Committee which is chaired
by Vice -Mayor Harberson.
COUNCIL REPORTS Councilman Bond reported on the League of California
City's Legislative Program in Sacramento.
ADJOURNMENT The meeting was adjourned at 1 5 p.m. to an Adjourned
