BUS SERVICE Council heard from representatives of the County
RUSSIAN RIVER Public Works Department (Don Head, Hal Wood), Supervisor
RESO #8589 NCS Helen Putnam and staff regarding the County request for
contracting with the City of Petaluma to provide transit
service to Monte Rio, Guerneville, Forestville, Graton, Sebastopol, Santa Rosa.
This is a one -year contract with the funds furnished by the County. The City
will charge 7% administrative overhead fee. Resolution No. 8589 NCS authorizing
the City Manager to execute an Agreement with the County of Sonoma to provide
bus service for Russian River area. Introduced by Councilman Perry, seconded
by Councilman Cavanagh.

HILLCREST HOSPITAL The Mayor suggested a special meeting be called to
USE enable the Council and hospital Board of Directors to
discuss the medical needs of the City(subsequently, a
meeting was scheduled for Monday, July 9).
RESIDENTIAL DEVELOP- The City Manager asked Council for direction on Amend -
MENT SYSTEM ments to the Residential Development Control System.
Consensus was multiple dwellings would be re- defined,
builders would be brought in to respond to a draft ordinance to be developed by
staff, and Council would be able to award bonus points after the Allocation
Board had taken their action.

SENIOR COALITION
Mrs. Reichek, representing the Petaluma Senior Coalition,
thanked the City Council for its support and indicated
they were looking forward to working with this new administration.
BUILDING MORATORIUM
Resolution No. 8592 NCS declaring a building and

grading permit moratorium for flood way and flood plain
lands. Introduced by Councilman Perry, seconded
by Councilman Bond.
Planning Director Freitas reviewed the history of the
flood plain management regulations developed and administered by the Federal
Flood Insurance Administration. Planning Commissioners Rogers Hoffman and
Lawrence Tencer explained their "yes" and "no" votes at the Planning Commission.

ABANDONMENT LAKEVILLE Resolution No. 8594 NCS ordering the vacation and
HIGHWAY STRIP abandonment and closing to the public use a portion of
RESO #8594 NCS Lakeville Street adjacent to Assessor's Parccel 'No.. 7-
072 -31. Introduced by Councilman Perry, seconded by
Councilman Battaglia. The Mayor opened the Public
Hearing. City Clerk read a letter from George Weiner of Sonoma Woodworks
supporting the abandonment. There being no further written or oral testimony,
the Hearing was closed and a vote was taken on the resolution.

STREET AND PRIVATE Ordinance No.'1372 NCS amending Title 20 of the Petaluma
DRIVE STANDARDS Municipal Code (the Subdivision Ordinance) to provide
ORD. #1372 NCS for minimum public street and private drive standards
for- certain difficult -to- develop properties. Introduced
by Councilman Perry, seconded by Councilman Cavanagh.
