The Consent Calendar was introduced by Councilman
Perry; seconded by Councilman Balshaw.

Resolution No. 8630 N.C.S. awarding contract- for7
purchase of one 76" Yazoo Ride -on Lawn Mower
Parks Division for $4,611.00. $6,000.00 was budgeted
for the lawn mower. The remaining $1,389.00 will be
used to purchase a trailer for the mower.
Resolution No. 8631 N.C.S. authorizing the Mayor to
enter into an agreement for transit services with the
County of Sonoma, City of Rohnert Park and City of
Cotati for the fiscal year 1979 -80.
Resolution No. 8632 N.C.S. appointing members to the
Historical and Cultural Preservation Committee. Intro-
duced by Councilman Perry; seconded by Vice -Mayor Bond.

HISTORIC LIBRARY Resolution No. 8633 N.C.S. appointing 3 at -large members
AND MUSEUM COMMITTEE to the Historic Library and Museum Committee. The
RESO 448633 NCS following persons addressed the Council expressing
their wishes to serve on that Committee: Lewis Baer,
James E. Wilen, Harriett Boysen, and Joan M. Honnen.
Jacqueline Smith and Jane Adams had'also sent letters requesting consideration
for this appointment. Council selected by paper ballot.

OARD OF APPEALS The Mayor continued this to the next Council meeting.
PERSONNEL BOARD Resolution No. 8634 N.C.S. appointing member to the
RESO x{8634 NCS Personnel Board. Introduced by Vice -Mayor Bond,;'seconded
by Councilman Battaglia to re- appoint Father Hartzell
to the Personnel Board.

RE- SIGNATION Council noted receipt of a letter of resignation from
MOSQUITO ABATEMENT Robert Koenitzer from the Marin- Sonoma Mosquito Abate -
BOARD ment District Board (he was recently re- appointed to
the Recreat =ion, Music and Parks Commission) . ..Council..
asked staff to advertise for candidates for considera
tion to fill this seat on the Board and continued the matter to September 4
Council meeting.
WATER COMMISSION Ordinance No. 1376 N.C.S. repealing Chapter 2:16 -of -the.
REPEAL Municipal Code to abolish the Water Commission. Intro -
ORD. 41376 NCS duced by Councilman Perry; seconded by Councilman
Cavanagh. It was noted the last time the City required -
a meeting of the 'Water Commission was September 1977.

CREEKSIDE OAKS The Council discussed the matter of previous compliance
SUBDIVI'S ^ION by the subdividers. Repeated verbatim here are the
significant comments bearing on the discussion.

Vice -Mayor Bond: "This particular development has been nibbling at the edges
of our restrictions for years. We ought to ask him to clean up this project
and make it look right."
Councilman Perry: "This project has been substandard... every project should be
standard."
City Attorney: "We have approved the plans and specifications, and if he can
get the asphaltic concrete sidewalk to perform well enough so it doesn't have
the cracks and weeds growing through it, we have to accept it pursuant to the
approved plans and specifications. If he can't get that he is either going to
replace it until it does conform and we accept the improvements or he can take
some other means which would be he can upgrade it to concrete."
Vice -Mayor Bond: "What was allowed was a compromise between what he actually
asked for and concrete sidewalks (which he had a right to do) and his request
that there be nothing. And so what we did was compromise and said 'okay' to
create this meandering pathway and to make it decorative and to make it nice.
And that was the agreement teat night. And then he sticks in what is out there
now, which is neither decorative nor nice. That was not either the spirit or
the intent of the decision that was made by this body."
Councilman Balshaw: "I wouldn't care to act on the second variance until I get
a resolution'on the first (variance) one - - -how it's going to turn out."
Council directed their comments be sent to the Planning Commission.
SIGN ORDINANCE
The Mayor noted,the_Chamber of Commerce is holding a
meeting at 7:30 p.m. on Wednesday night, regarding the
Sign Ordinance. Council asked that one member of the
staff be present at that meeting.
RECESS The meeting recessed at 5:25 p.m. to an Executive
Session.
