SIGN ORDINANCE After hearing concerns expressed by the Chamber of Commerce relating to enforcement of Sign Ordinance provisions, the Council referred the matter to staff and continued discussion for sixty (60) days (to November 5). Mayor Mat,te,asked that a committee of the Council work with the Planning Director on any problems that may arise, asked staff to contact the Chamber of Commerce when the revisions to the Sign Ordinance are completed, and asked the Manager to determine the legality of waiving appeal fees during this�60 day period. COUNTRY CLUB ESTATES Resolution No. 8653 N.C.S. declaring Council intent to SEWER enter into a Sewer Construction Cost Payback Agreement RESO 48653 NCS for oversize and off -site sewers being constructed as shown on the Country Club Estates Unit I improvement plans. Introduced by Councilman Battaglia, seconded by Vice -Mayor Bond. ' ABSENT: BALSHAW / - 1 LIBERTY MEADOWS Liberty Meadows" request for rough grading prior to acceptance of maps was continued to September 10 at 4 p.m. when the developer's representatives said maps would be all done (the maps are required prior to such approvals). There being no comments either oral or written, the hearing was closed and a vote was taken to adopt the resolution. -2- ro r L�J SEPTEMBER 4, 1979 AYES: BATTAGLIA /BOND /CAVANAGH /PERRY /MAYOR MATTEI ABSENT: BALSHAW /HARBERSON WESTRIDGE PARK RESO #8656 NCS Resolution No. 8656 N.-C.S. awarding contract .for the first phase of Westridge Park to Munkdale Brothers for a base bid of $48,550, plus additive No. 2 of $21,000. Staff noted there are not park development funds derived from projects in this area to pay the entiie' cost of this contract. Staff also noted that no additional personnel will be required to maintain this after completion. ABANDONMENT OF ALLEY City Attorney reported there are three property owners (BETWEEN FAIR AND who have declined to,participate in the alley closing. AYES: BATTAGLIA /BOND /CAVANAGH /PERRY /MAYOR MATTEI ABSENT: BALSHAW /HARBERSON CHERRY VALLEY PARK Recreation Director Raymond reported on discussions with the school regarding a proposed neighborhood Cherry Valley Park and requested from the Council on whether or not to pursue this idea. It was Council consensus ihe'Director should go to the Parks and Recreation Commission to begin the planning process. SENIOR HOUSING PERMIT Ordinance No. 1383 N.C.S. amending Chapter 17.12 (by FEE WAIVER adding Subsection C to Section 17.12030), Chapter 17.14 ORD. 41383 NCS (by adding Section 17.14.090), Chapter 20.34 -(by adding Section 20.34.240) and Chapter 20.36 (by amending Section 20.36.010) of the Petaluma Municipal Code to exempt charitable, non- profit organizations which own and develop low and moderate income Senior Citizen housing projects from the development permit and inspection fees imposed by said Chapters - Urgency Ordinance. The matter was referred to Councilman Cavanagh for additional input at the September 17 Council meeting. Staff -was, asked to ,find out how many cities had adopted this. AHOP resolution. CITY MANAGER REPORTS WATER QUALITY CONTROL BOARD PERMIT WARM SPRINGS DAM MOSQUITO ABATEMENT APPOINTMENT RESO X68661 NCS ADJOURNMENT Manager requested Council let him know who planned to attend the League of California Cities meeting in San Francisco. Staff reported the permit was extended to December 1979 and no further orders would be issued until that time. Mayor Mattei asked that this be placed on the Agenda when there will be a seven man Council. Resolution No. 8661 N..C.S. appointing Barbara Lind to the Mosquito Abatement Board to replace Robert Koenitzer recently appointed to the Parks and Recreation Commission.
