The August 20 Mnutes were approved as submitted. The Consent Calendar was introduced by Councilman Perry, seconded by Vice -Mayor Bond. AYES: BALSHAW /BATTAGLIA /BOND /CAVANAGH /HARBERSON/ PERRY /MAYOR MATTEI Adopt Ordinance No. 1378 N.C.S. establishing a 20 mile per hour speed zone on Elm Drive between Cherry Street and 350 feet southerly of Birch Court. SUNRISE SUBDIVISION Resolution No. 8663 N.C.S. approving modification to RESO #8663 NCS subdivision standards`Sunrise Subdivision, Unit I, improvement'plans,'tentative and final maps. INTENT TO CLOSE Resolution 8664 N:C.S. Notice of Intention to PORTION OF ALLEY abandon and close to public use a portion of an alley RESO #8664 NCS in the City of Petaluma (located in the block formed by Fair, English', Dana and Sheldon Streets- at the southerly end of the alley). SURETY /SECURITY SUBDIVISION AGREEMENTS ORD. 41379 NCS Ordinance No. 1379 N.C.S. amending Sections 20.24.370 and 20.24.380 the Municipal Code to permit security for public improvements in subdivisions to be any kind of security permitted by the *Subdivision Map Act of the State of California. LIBERTY MEADOWS Resolution No. 8665'N.C.S. authorizing grading of GRADING Liberty Meadows Subdivision and authorizing Mayor to RESO 48665 NCS sign agreement therefor. Architect Dick Lieb addressed the Council in support the request. The City Attorney, City Engineer, and Planning Director recommended that the Council require the usual procedure of waiting until the Final Map has been approved. The City Manager supported the developer's request. After considerable dis- cussion, it was moved by Councilman Perry, seconded by Vice -Mayor Bond to adopt the resolution. GAS MAINS at which time the June, and the City will cause City Engineer Hargis advised the Council, in view of the present schedule for the 1979 dike work and 1980 filling of the disposal area, P.G. & E. will defer any relocation work on the two gas mains until 1981, 1975, Consent to Common Use Agreement between P.G. & E. the City to pay the cost of raising the pipe lines. SPOILS SITE DIKE Resolution No. 8666 N.C.S. awarding bid for the CONSTRUCTION CONTRACT Petaluma River Dredging Spoils Disposal Area and Dike RESO 4k8666 NCS Construction, Project No. 9682, to Ghilotti Brothers, Inc., for a total bid of $149,400 and declaring the apparent low bidder, Mel Weir, to be relieved pursuant to Section 4203 of the California Government Code. Introduced,by Councilman Battaglia, seconded by Councilman Perry. Councilman Harberson abstained from the discussion because Ghilotti Brothers, Inc., is a customer of his. Mel Weir requested relief from the contract because of an- error. in estimating costs of approximately $60,000. The vote was taken on the resolution. AYES: BALSHAW /BATTAGLIA /BOND /CAVANAGH /PERRY/ MAYOR MATTEI ABSTAIN: HARBERSON LUCCHESI PARK GRANTS Resolution No. 8'667 N.C.S. approving the application RESO #866.7 NCS for Land Water Conservation Funds for the Lucchesi Park project and appointing the City Manager as agent for the City to conduct negotiations and execute documents for said application. Introduced by Councilman Harberson, sec by Councilman Balshaw. Total financing for this phase of the project would be:' $150,000 - Land and Water Conservation Grant, $62,247 - 1976 State Park Bond Act, and $405,363 a's a loan from the..Water Fund for a total of $61:7, The loan would be repaid from future park fees at a minimum rate.of $100,'000 per year, plus interest at 7 %. The work would include Site Work .- clearing and grading, drainage; lake drainage, well protection - $, 204,90.0; Lake Development - lake sealant (5.5 acres), fountains and water circulation - $41,000; Park Landscaping and Irrigation - seeds and turf (8.6 acres),, turf irrigation, pumps and pressure tank - $269,200 and 10% contingency, engineering and inspection - $102,510,. Vote on resolution.. AYES: BALSHAW/ BAT: TAGLIA /'BOND /CAVANAGH /HARBERSON/ PERRY /MAYOR MATTEI Park improvement work specifically excluded from these estimates includes ,parking facilities., landscaping around the buildings, pathways, lighting, trees:, playground equipment, park maintenance equipment, and multi - purpose courts. It was estimated that the mainte costs would probably be one full -time man per year. SIGN ORDINANCE Council asked staff to prepare a documentary listing the history of the development of the Sign Ordinance, including,dates of all correspondence with the Chamber of Commerce. �p,Q,g�nOtu� SLOPE DENSITY MAP Council / s� sked staff when the Slope Density Ordinance _Map would be ready for Council perusal.
