Present: Councilmen Balshaw, Vice —Mayor Bond, Cavanagh, Perry, Mayor Mattei Absent: Councilmen Battaglia, Harberson MARINA Assistant City Manager Scharer reported on the preliminary Hart, Krivatsky & Stubee (H.K.S.) report which was prepared for the Army Corps of Engineers. Al Alys, Chairman of the Council Marina_Committee, addressed the Council and expressed his feeling that the project should not be aborted at this time,, even though the financing picture is not good. He suggested we communicate with our Legislators to see if we can cause the interest rate on a State loan to be rolled back from the current rate of 8 %. Staff advised they would be working on reduction of the restrictive BCDC permit requirements, the possibility of using aerators in the Marina, and determination of responsibility for downstream erosion. The City Manager noted the City should send comments back to H.K.S. by December 1, and the Marina Committee was asked to give its input to the Army Corps of Engineers as quickly as possible. Mr. Bob McLaughlin addressed the Council in support of the Marina. Morgan Nobel's November 5 letter, proposing that he do temporary in—house work to aid the City in development of the Marina, was determined to be premature. Council agreed to discuss that proposal after the H.K.S. final report has been issued. ADJOURNMENT The meeting was adjourned at 5:40 p.m. Mayor Att City Cle - rk 1 1 1
