many signatures are required on occupancy permits.

have not even construction phase. Council sug-
gested in the future we receive a request from the proposed occupant not just
the developer of industrial property. City Engineer Hargis expressed the
feeling of the staff that they recommend improvements be completed prior to
occupancy of any buildings. Council agreed to allow occupancy on the one unit
which is most nearly completed.

COMARC STATUS REPORT Planning Director Freitas presented the status report.
and recommendations on development of a computer assisted
preliminary environmental impact reviewing system and master environmental
impact report on the Petaluma General Plan. (This discussion was continued
after the public hearings.)

(location 669 Paula Lane). The Mayor opened the Public Hearing. Planning
staff recommended approval of the prezoning: On behalf of the property owners,
Attorney Matthew Hudson presented himself to the Council for questions. ,There
being no questions and no'oral or written testimony offered, the hearing was
closed and a vote was taken to adopt the ordinance.

E.I.R. /E.I.S. This is a Public Hearing on the final Environmental.
WASTEWATER MANAGE- Impact Report /Environmental Impact Statement (E.I.R./
MENT PLAN E.I.S.) for the Petaluma portion of the Eastern Marin
Southern Sonoma Wastewater Management Plan. Margaret.
Kullberg noted a discrepancy which they felt existed between the Planning.
Commission tape and the Planning Commission November 6 minutes. It was recommended
that she attend the Planning Commission meeting and address that body with her
findings. The Mayor read the following letters for the record: from Brown and
Caldwell, Consulting Engineers, Environmental Engineering Division, November
19, 1979, letter to City Engineer Hargis as response to comments on E.I.R. (the
letter was written by William 0. Maddaus, Project Manager);. November 18, 197 -9,
letter from Concerned Citizens for Agriculture, Rita M. Cardoza, Chairperson;
November 15, 1979, letter to Mayor Mattei from Dan W. Si_lacci; November - 19,
1979, letter to Mayor Mattei signed by Ralph Bettinelli, Manuel Gonsalves, Don
Moreda, Dan Silacci-, and John Zimmerman; November 19, 1979, letter to City
Engineer Hargis from United States.Envi-ronmental Protection Agency, Region #9,
signed by David B. Jones for Richard A. Coddington, Chief, California Branch
Water Division. -The hearing was opened and the Clerk was asked to note those
letters in the record. The hearing was closed and continued to 8:30 p.m. -
December 3.

COMARC (Continued) Council resumed di- scussi -on of the computerized E.I.R.
project. Staff recommended that the COMARC project
be transferred to ABAG for further work. After more discussion, the following
action was taken:
ABAG COMPUTER -BASED Resolution No. 8721 N.C.S. authorizing execution of
E.I.R. Memorandum of Understanding with Associated Bay Area of
RESO 48721 NCS Governments for development of a computer -based
Environmental Impact Reviewing system and authorizing
City Manager Meyer to proceed with steps necessary to implement the Memorandum
of Understanding (per written proposals from ABAG, subject to approval by the
City Attorney as to form,) and authorizing the City Manager to hire a planning
technician. Introduced by Councilman Battaglia, seconded by Councilman Balshaw.

TRANSFER OF Introduction of Ordinance No. 1389 N.C.S. amending
. ALLOTMENTS Chapter 17.26 of the Municipal Code to add Section
ORD. 41389 NCS 17.26.12'0 to provide regulations for transfer of
allotments. Introduced by.Councilman Harberson,
seconded by Councilman Perry.

SIGN ORDINANCE Chamber representative, JoAnn Pozzi, addressed the
Council in answer to the City Council Sign Ordinance
Revision Committee Report. There was a very long discussion about window signs
and pennants. Motion by Councilman Perry, seconded by Councilman Battaglia to
refer the following revisions to the Planning Commission: added the definition
of window signs to Section 21 -204.2 "Y" of the Zoning Ordinance; amend 21.204.11
(B -9) exempting window signs in businesses located in Commercial and Industrial
districts; to allow pennants for a period or periods not exceeding an aggregate
of 21 days per year on the site of businesses located in C -H, C -C and C -N
districts; and to amend the appeal process.

abandonments and asked that all the paperwork be
completed.on these abandonments by the next City Council meeting.

Church and expressed his intention to abstain since he is the Minister of that

CITY MANAGER REPORTS Mayor read a letter from .Abel Deluna, Mayor of Healds-

GUIDELINES noted they did not wish to be held responsible for
housing for those whose jobs are generated by.new.
businesses in'another community. Councilman Balshaw.agreed to travel to Sacramento
when necessary with the Mayor to lobby for the City on this.
ANNEXATIONS It was Council consensus to authorize the Manager to
negotiate and create an agreement with the County on
tax apportionment for annexations already in the mill for a one -year trial with
a proviso that no annexation be forced upon the City.

Council authorized City Attorney to prepare the Flood -
plain Ordinance for referral to the Planning Commission.
Council agreed to set aside 4:00 p.m. December 10 for
a meeting with the local developers.
Planning Director Freitas pointed out the proper
placement of buildings and walkways on the correct
tentative map for Liberty Meadows. Resolution No. -8725,
N.C.S. approving the amended tentative map for Liberty
Meadows. Introduced by Councilman Battaglia, seconded
by Councilman Bond.

Councilman Balshaw asked if Council would.like the
Traffic Committee to update existing but old downtown traffic studies or to
develop spot solutions to traffic problems downtown. He also asked Council if
they wished the Traffi_c'Commi.tt.ee to take a position on the intersection of
Kentucky and Western. Council consensus was t.o have this as an agenda item.
ENERGY SITUATION The Mayor said that there would be a report on the
energy situation at the next Council meeting.
ADJOURNMENT The meeting was adjourned at 11:30 p.m.
