REGULAR MEETING
ROLL CALL Present: Councilman Battaglia, Vice -Mayor Bond,
Cavanagh, Harberson, Perry, Mayor Mattei
Absent: Councilman Balshaw
INVOCATION The prayer was led by Rev. Herb Bauck
PLEDGE OF ALLEGIANCE The Pledge.of Allegiance was led by Bill Gavin.
MINUTES The November V Minutes were approved as submitted.
The November 19 Minutes were continued to the next
meeting.
CONSENT CALENDAR The Consent Calendar was introduced by Councilman
Battaglia, seconded by Councilman Perry.

CLAIMS & BILLS Resolution No. 8727 N.C.S. approving Claims and Bills
RESO #8727 NCS audited by the City Auditor and approved for payment by
the City Manager.
DUMP TRUCK Resolution No. 8728 N.C.S. awarding bid for Water Utility
. - RESO #8728 NCS 2 =ton- Dump Truck (to be purchased from Western Motors for
$15,800.67).
FLOOD PLAIN MANAGE Note receipt of November 15, 1979, Federal Emergency
MENT MEASURES Management Agency letter advising the deadline for the
City of Petaluma to adopt measures is February 15, 1980.

OUTSIDE SEWER /WATER The November 21, 1979, Church of Christ request for

SPRING MEADOW UNIT I Resolution No. 8730 N.C.S. approving installation of

introduced by Councilman Cavanagh, seconded by Council -
man Battaglia.

LIBERTY MEADOWS Resolution No. 8733 N.C.S. approving Final Subdivision
FINAL MAP Map of Liberty Meadows Unit I. Introduced by Council -
RESO #8733 N. C.S. man Battaglia, seconded by Councilman Perry. It was
noted that the subdivision will have private streets
and their street light standards, with the exception of Liberty Street, will
be wooden poles. The City Engineer recommended approval of the Final Map.

SHELTER HILLS UNIT I Resolution No. 8731 N.C.S. approving change in P.U.D.
LIGHTING from wooden street light standards to steel street
RESO #8731 NCS light standards, subject to concurrence of the Planning
Commission at their December 4 meeting. Introduced by
Vice -Mayor Bond, seconded by Councilman Perry. City Manager Meyer reviewed
the history of the requirements for wooden street light poles in subdivisions.
City Council expressed no objection to Vice -Mayor Bond's statement of Council
policy. The City would require standard metal poles in a subdivision unless
the developer requested some other design which was subsequently approved by
City Council.

The developer's request for partial occupancy was
withdrawn until next Council meeting.

NEWCOMER'S CLUB
Resolution No. 8732 N.C.S. of appreciation to the
Newcomer's Club of Petaluma for cash for Recreation
purposes ($35.00). Introduced by Councilman Cavanagh,
seconded by Councilman Battaglia. Council expressed
appreciation for the donation.

FEDERAL AID URBAN City Engineer Hargis reviewed the proposed changes
REVISED PROCEDURES which were to make reference to CALTRANS policy and
procedure No. P79 -7, which requires a multi -year
program, rather than the current three -year program, and provides for the in-
clusion of a representative from the Para - Transit Coordinating Council to
represent the transit disadvantaged.
M/s Battaglia - Perry, this City Council recommends that
the Board of Supervisors approve the proposed Revised Procedures.

TRANSFER OF ALLOTMENTS Ordinance No. 1389 N.C.S. amending Chapter 17.26 of
ORD. #1389 N. C.S. the Petaluma Municipal Code to add Section 17.26.120
to provide regulations for transfer of allotments.

OCCUPANCY PERMITS The City Council was satisfied to learn that the
Building Department obtains the required staff
approvals (signatures) for occupancy permits (Council had been concerned
that applicants would have to seek individual staff approvals). Council
accepted the report as complete.
INTERSECTION The Mayor noted he has invited the Chamber of Commerce
WESTERN /KENTUCKY to work with the Traffic Committee on the 4 -way stop
sign proposal for the Kentucky Street /Western Avenue
intersection.
ENERGY MONTH The Mayor noted what the City has done so far to
reduce it's energy needs, i.e. reduction of the size
of the..car fleet, gas usage, light usage, lower wattage street lights, and
temperature reduction of City buildings. The Mayor asked the staff to devote
the month of January to the development of community input on energy - saving
ideas and named January, "Energy Savings Month ".

PUBLIC HEARINGS
SITE PLAN COMMITTEE Introduce Ordinance No. 1390 N.C.S. amending Section
PROCEDURES 26.400 of Ordinance No. 1072 N.C.S., the Zoning
ORD. #1390 NCS Ordinance, to provide that the Site Plan Architectural
Review Committee may adopt rules of procedure for the
conduct of the Committee's business. Introduced by Councilman Battaglia,
seconded by Councilman Harberson. The Mayor opened the Public Hearing.
There being no comment offered to the Council, either oral or written, the
hearing was closed. The vote was taken on introduction of the ordinance:

MOBILE HOME DISTRICTS Introduce Ordinance No. 1391 N.C.S. amending Ordinance
ORD. #1391 N.C.S. No. 1072 N.C.S., the Zoning Ordinance.' amending
Section 8.1 -500, thereof, to provide for an approved
development plan in connection with an M -H District, and.amending "Section
8.1- 500:3.to reduce.the..allowed. density permitted thereby. Introduced by
Vice -Mayor Bond, seconded by Councilman Perry. The Public Hearing was opened.
Mr. Ernie Curtis noted the Senior Citizens' and young couples' need to find
homes. Planning Director Freitas noted this density would be six units per
acre. There being no other testimony, oral or written, offered to the Council,
the Hearing was closed and a vote was taken on introduction of the ordinance:

PREZONE PORTION OF The City Manager advised there has been a request to

EIR EASTERN MARIN City Attorney Klose read the California Administrative
SOUTHERN SONOMA Code S'ection.15.150 relating to adequacy of E.I.R.'s.
WASTEWATER PLAN City Engineer Hargis reviewed the history of the project,
the planning processes that have been completed, and
outlined the material that was previously made available. The City Clerk

algae bloom problems and wetlands.
Resolution No. 8734 N.C.S. certifying, approving,
and adopting the final Environmental Impact Statement /Environmental impact
Report and making findings with respect to substantial adverse affects in
connection with the City of Petaluma portion of the Eastern Marin Southern
Sonoma Wastewater Facilities Plan. Introduced by Councilman Battaglia,
seconded by Councilman Harberson.
