CONSENT CALENDAR Present: Councilmen Balshaw, Vice -Mayor Bond, Cavanagh, Harberson, Perry, Mayor Mattei Absent: Councilman Battaglia The Consent. Calendar was introduced by Councilman Perry, seconded by Vice -Mayor Bond. AYES:' BALSHAW /BOND /CAVANAGH /HARBERSON /PERRY /MAYOR MATTEI ABSENT: BATTAGLIA EAST WASHINGTON Resolution No. 8735 N.C.S. amending Resolutions No. 8108 UNDERGROUNDING and 8547 N.C.S., respectively, establishing the Under - RESO #8735 NCS - ground Utility District #3 for the East Washington Street project, to change dates for completion of work (underground installation by property owners not later than March 1, 1980; undergrounding by utility companies and reconnections not later than May 31, 1980; and removal of poles, overhead wires, and other associated overhead structures not later than June 30, 1980). SITE PLAN COMMITTEE Adopt Ordinance No. 1390 N.C.S. amending Section 26.400 ORD. X11390 of the Zoning Ordinance to provide that the Site Plan _Architectu ra•1 Review Committee may adopt rules of procedure for the conducf of the Committee's business. CLOSING PEDESTRIAN Resolution No..8736 N.C.S. deleting conditions connected WAY (LOUISE DRIVE- with the closing to the public use a pedestrian way in RANCHO WAY) the City of Petaluma located between 728 and 732 Louise RESO 118736 NCS Drive [Louise Drive to Ranch Way (amends Resolution 8618 N.C.S.)]. MOSQUITO ABATEMENT Resolution No. 8737 N.C.S. reappointing Barbara Lind as DISTRICT BOARD Trustee to the Board, Marin /Sonoma Mosquito Abatement RESO 118737 NCS District, for a 2 -year term ending December 31, 1981. MOBILE HOME ZONE Ordinance No. 1391 N.C.S. amending Ordinance No. 1072 ORD. 111391 NCS N.C.S. (the Zoning Ordinance) by amending Section 8.1 -500 thereof, to provide for an approved development plan in connection with an M -H District, and amending Section 8.1 -500.3 to reduce the allowed density permitted thereby. Council expressed concern at - -- reducing the - number of units per gross acre by ordinance and took the following action to amend.the ordinance before them, by deleting amendment to Section 8.1- 500.3 establishing 6 units per gross acre .�Introduced by Councilman Harbersoa, seconded by Councilman �aalssh�aw. gr 4t , oi'0sv%Ls wa AYES: BALSHAW /BOND /CAVANAGH /HARBERSON /PERRY /MAYOR MATTEI ABSENT: BATTAGLIA DECEMBER 10, 1979 Council introduced ordinance with maximum density references deleted. Ordinance No. 1392 N.C.S. amending Zoning Ordinance No. 1072 N:C.S. by amending Section 8.1 -500 thereof, to provide for an approved development -plan in connection with an M -H District. Introduced by Councilman Harberson, seconded by Councilman Balshaw. This would provide a procedure for reviewing the development plan and require that a future developer in the district follow the approved plan. Vote on introduction: AYES: AYES: BALSHAW /BOND /CAVANAGH /HARBERSON /PERRY /MAYOR MATTEI ABSENT: BATTAGLIA RESIDENTIAL,DEVELOP- Staff and Council reviewed proposed changes to the MENT CONTROL SYSTEM system. Councilman Balshaw asked that within a month to REVISION a month and a half, staff provide him with a.map showing the open space frame of the City. Council expressed its intent to direct the Site Design Committee to consider the section of "Findings and Purpose" of the ordinance when evaluating each subdivision. Council expressed a desire that Site Design Review Committee be looking at the tentative map. Mayor Mattei asked the Councilmen to forward any particular ideas they have to the City Manager. The City Manager suggested that the City Council take the time to go through this ordinance at Council meetings with the goal of developing a document which can be sent to the builders for them to mull over for a couple of weeks and,.final'ly, to have a joint meeting with the builders to try'to work out a final ordinance on the allotment system.
