OF CITY COUNCIL PETALUMA, CALIFORNIA MARCH: 14, 1.9,77 ADJOURNED MEETING An adjourned meeting of the Petaluma City Council was called to order by Mayor Helen Putnam at the hour of 7:3`3 p.m. ROLL CALL Pre'sent: Councilman Brunner- *, Cavanagh, Harberson, Hilligoss, Mattei, Perry *, and Mayor Putnam. Absent: None. *Councilman Brunner arrrived at 7:40 p.m. Councilman Perry arrived at 7:35.p.m.. CONSENT CALENDAR A brief discussion was held regarding the resolution approving specifications and calling for bids for Police vehicles. It was questioned whether or not the specifications were restrictive or whether all agencies 'could bid on the ve- hicles. Finance Director John Scharer indicated before the specifications were prepared, dealers were contacted to determine if they could bid on these stand- ard police package vehicles. There was also some discussion regarding waiving the 10 percent bid bond.requirement. Mr. Scharer indicated, in his research, he found the City of Petaluma was the only agency requiring the l0 percent. This requirement has now been waived for all automobiles for the City in order to get more competitive and a larger range of bids. A motion was made by Councilman Mattei, seconded by Councilman Perry, approving the resolutions on the Consent Calendar. Motion carried unanimously. (Council- man Brunner was not present for the vote on the Consent Calendar.) Agenda Item #1 CALL FOR BIDS FOR SIX POLICE VEHICLES RES #7694 NCS Agenda Item X62 WITHDRAW REQUIREMENT BOND FORFEIT- - JOHN H. THOMAS & SON RES #7695 NCS Agenda Item #3 REAFFIRM POLICY RE STATEMENTS OF QUALIFICATIONS JUNE 14., 1977 ELECTION RES x{7696 NCS ITY MANAGER'S REPORTS Resolution #7694 N.C.S. approving specifications for ���^ six new 1977 model police cars, and.'calling for bids `// March 31, 1977, was adopted. Resolution #7695 N.C.S. repealing F6 Resolution #7540 N.C.S., and withdrawing requirement for forfeit of bid bond, John H. Thomas and Son, was adopted. Resolution #7696 N.C.S. reaffirming Council's policy ���� regarding statements of qualifications and prohibiting inclusion of campaign materials sample ballot mail- ing (-June 14, 1977 . Election) was adopted. AMENDMENT City Manager Robert Meyer reminded the NO. 3 SONOMA COUNTY Council they had given the Mayor authorization'to sign WATER AGENCY Amendment No. 3 to the Sonoma County Water Agency AGREEMENT Contract to drill well.s,in the County area. Mr. Meyer reported the:.City of Santa Rosa has now signed the contract and the City of Cotati will sign the contract also. Mayor Putnam asked if there were any questions by the Council regarding the amendment. Councilman Mattei stated the only thing he really objects to is Section G in the contract. He feels the Sonoma County .Water is not fulfilling their obligations to provide wager for their customers; but he sees no choice but to go ahead with the contract.. Mayor Putnam indicated the matter had been dis- cussed at the Mayors' and Councilmen's Meeting last Thursday, and those at the meeting also exp" "ressed concern regarding Item G in the amendment. March 14,._.1977 AUTHORIZE PURCHASE OF City Manager Robert Meyer stated in an endeavor to f1 THREE BATHROOM conserve wa =ter in the City's buildings,,he would like FIXTURES - -WEST WING to have permission to purchase three toilets manufac- �\ CITY HALL tured by Microfor, Inc., to be installed in the West Wing of the City Hall. The fixtures to be installed, use a combination of compressed air and water to flush. Community Development and Services Coordinator Frank Gray has been.in contact with the manufacturer. They are willing: to sell the toilets to the City at their cost,, plus 10 percent. 'They can be installed in the West.. Whig of the, City Hall as an air compres - s.o.r is available. Mr Meyer indicated the fixtures which would be removed could be used in other public buildings thr.ougho•ut City. 'Mr. Gray advised the toilets require two quarts of water, as opposed to six or seven gallons of water per flush conventional fixtures. They, would be purchased thro.ugh,a local company, Moran Plumbing. Mr. Gray indicated the City's' crews could install the fixtures'; however, Microfor would as - sist in the initial installation. The cost is $270 per.unit, plus the cost of the toilet seat, which is approximately $20. A motion was made by Councilman 'Harberson., seconded by Councilman Perry, author - izing the purchase. Motion carried unamously. Funds for the purchase are to be charged 'to the Emergency Water Fund,. DENY WATER VARIANCE-- Director of Water Utility Operations,, Tom Wilson, gave n MAGIC WAND CAR WASH a report regarding the average gallons per day used by 0\ the Magic Wand Car Wash,, as had been requested by the \I� Council at the_March 7, 1977 meeting. For the first 13 vv days,. the average use at the facility was 3,280 gallons,, reflecting a 12.3 percent 'cutback. Car washes, as of February 14,, were required to cutback 30 percent. Mr. Wilson did state, however, during the last seven days, there has been a 20 percent cutback of water use at the facility. City Manager Robert Meyer reminded the Council that on February 14, Mr. Burkhalder, proprietor of the Magic Wand Car Wash asked for an extension of, time in order to install either a well or a recycle program. The well has not been started as of this date. Mr David. Traver -si., representing Mr. Burkhalder, spoke to the Council.. He advised a well driller is expected to move onto the property tomorrow to begin drilling a well. It is' anticip'a'ted the water table to that area is somewhere around 100 feet,, and the wel'l.could be drilled in a matter of days. Mr. Traversi also advised the Bank of America,, who owns the property,, is willing to assist financially in the drilling of the well. It is not financially _feasble, however,,, to put in a recyleing operation at this particular facility. Mr. Traversi stated they had asked fora delay of six weeks., which would carry them through 'to April 15. To 'cut 30 percent of a one -man operat.ion would be a financial hardship 'for Mr. Burkhalder at this time. Mr,. Burkhalder -also spoke to the Council stating that his operation was set to provide 3= 1 /3,minutes of car wash for $.25;, however, he has changed the mechanism to run•for 5 minutes for $,.50. This cuts down the time and water usage; however, he has been unable to reach the 30 percent cutback,. Some Suggest -made by the Council and the City Manager were to close the operation for one or two days`a week,, if Mr. Burkhalder felt he was going to go over the allotment of water provided for in the ordinance. Another suggestion was to not have the car wash open on a 24 -hour basis. It was pointed out the last time the meter was read, wa's March 9, and if the well is operable before April 9, Mr. Burkhalder may well be.able to meet the 30 percent - cutback. At the conclusion of the discussion,,'a motion was made by Councilman Brunner, seconded by .Co.uncilman Perry, to deny the Variance and .extension of time to the Magic Wand Car Wash. Motion carried by 6 affirmative and.l negative votes. Councilman Cavanagh voted "no ". 1 March 14, 1977 There being no further business to come before the Council, the meeting was adj:o.urned at 8:27 p.m. to a Study Session and to an Executive Session.
