GENERAL DEVELOPMENT approval of the modification to the general development

Planning Director Ronald Hall advised the Planning
Commission had reconsidered the modification of the general development plan
for Qantas Development. Corporation to allow.only a.15 acre hospital site to be
included and eliminating 6..3 acre, s; for professi-onal'and medical office spaces.
By means of the viewfoil he described the original plan for Phase III which
included multi - family housing but was now designated for the-15 acre hospital
site and the 6.3 acres proposed for professional and medical offices but which
would remain as multi- family :uni;ts. The Planning Commission reconsidered only
the 15 acre hospital site and the 6.3 acres revert back to multi- family housing.
Resolution Na. 7656 N.C.S. modifying the approved general development plan for
Park Place Subdivision was introduced by Councilman Hilligoss, seconded by
Councilman Harberson and adopted by five affirmative and two negative votes.
Councilman. Brunner and Councilman Perry voted no.'
Councilman Harberson, the Council's representat -iv.e on the Planning Commission
stated the Planning Commission still felt the commercial office buildings
should be included in this rezoning. It is the desire of the Planning Commis-
sion that the entire parcel be rezoned as soon as possible to include the
professional and medical offices. Councilman Harberson indicated he had re-
lated the Council's concern regarding the traffic situation but the Commission,
notwithstanding the traffic conditions, still felt the professional and medical
offices should be included in the plan.

COUNCIL MEETING project related to the Golden Concourse and the Petaluma
River and would like to present their planning study to
the City Council at 7:00 p.,m., May 16, 1977. The local
student who would be making the presentation is Dennis
Govan.
MAYORS' & COUNCILMEN'S Mr. Meyer advised the Mayors' and Councilmen's monthly

per day. Section 3 in the ordinance • will,give - the

curtail any irrigation water or sprinkling in order-
that the available water supply is used solely for
human consumption, sanitation and fire protection. He
would also be able to carry out the pr,o which was
in effect last year to prevent all outdoor watering.
Vice - Mayor Brunner asked if August 1'was a firm date or whether the ordinance
would be again changed and the date.moved1nto 'September. City Manager Robert
Meyer stated if ample supplies were available, the wells were producing and
water was received from the aqueduct,, this could be done in s,uff.cien't time in
order to,adv se the residents. The City is trying to do everything,pos!sible to
avoid going into.Phase III of the Mr.: Meyer indicated if the coopera-
tion of the residents continues as it has during these past few months it may
never be necessary to go into Phase III.

Klose advised even if the City .does do ;something; there
is a chance the lawsuit may not be successful,. but it
is an 'effort to try to'save the City a rsubstantial
amount of money. The attorney then read,, the, body of the resolution. Mr. Klose
advised the Board of Trustees of the National Institute of Municipal Law Of-
ficer.s would be in charge of the litigation :. Most of the major cities in
California have joined in the litigation and the League of California.Cities
has recommended to all of its cities to par- ' At the conclusion of the

said litigation_ wa's introduced by Councilman Cavanagh, seconded by Councilman
Brunner and.adopted by seven affirmative votes.
The resolution directs the finance officer to draw a check in the amount of
$2,500 made payable. to the NIMLO Federal Unemployment, Compensation Tax Litigation
Trust Fund.

Council, the meeting was adjourned at 10:00 a.m. to a
study session on the 19'77 -78 preliminary budget.
