Absent: Vice -Mayor Perry. INTERVIEW CANDIDATES The following candidates for the.Recreation, Music and FOR RECREATION, MUSIC Parks Commission, and Water Commission, were inter AND PARKS-COMMISSION, viewed by the City Council: Cliff Cole, 1729 Pine AND WATER COMMISSION Avenue, Petaluma; Glade E. Giles:, 604 Seventh Street, Petaluma; Alden Hennings, 114:5 Lombardi Avenue, Peta- luma; Francis A. Keeley, Jr., -844 Wood Lane, Petaluma; George D. Milliken, 21 Cordela Drive, Petaluma.; Joan Peaslee, 609 Prospect Street,_Petaluma:; Jerold W. Phillips.; 17 Pamela Drive, Petaluma; Nancy C. Read, 189 Webster Street, Petaluma; Gary W. Summers, 29 Larch Drive, Petaluma; George Thut, 1609 Jeffery Drive, Petaluma; Isabelle Wadsworth, 1 Manor Way, Petaluma; and, Garry G. Wilson, 504 Baker Street. Also considered was Harry`W Schloetter,. who had previously been interviewed by the Council for membership on the PlanningfCommis'sion.. Mr. Schloetter indi- cated, by letter,, he would'be. unable to attend the_meetng. Mr: Milliken and Mr. Summers had indicated a preference to serve on the Water Commission.or any other Commission. In addition, Jerold Phillips and Mr. Schloetter had indi- cated previously they would be willing to serve on any of the Commissions or Boards. At the conclusion.o the presentation by the candidates, the Council took the following action: APPOINT GLADE E. GILES MEMBER -- RECREATION, MUSIC AND PARKS COMMISSION TO JUNE 30, 1981 RES #7821 NCS APPOINT NANCY C. READ MEMBER -- RECREATION, Huss .AND PARKS COMMISSION TO JUNE 30, 1981 RES #7822 NCS APPOINT GARY W. SUMMERS MEMBER- - WATER COMMISSION TO JUNE: 30, 1981 RES X67823 NCS Resolution #7821.N.C,S,.. appointing Glade. E. Giles to F-1 7 the Petaluma Recreation, Music and Parks Commission to June 30, 1981.,. was- introduced by Councilman Harberson, seconded by Bond, and adopted by 6 affir- mative and 1 absentee votes. Resolution .67822 N.C...S.. appointing Nancy C. Read to the Z "T / Petaluma Recreation.; Music -and Parks Commission to June ' T 30, 1.981, was introduced by Mayor Putnam, seconded by Councilman Hilligoss, and adopted by 6 affirmative and 1 absentee votes. Resolut on N.C.S. appointing Gary W. Summers to �/ ^ / the Water Commission, was introduced by Councilman (� Bond, seconded by-Councilman Cavanagh, and adopted by 6 affirmative and 1 absentee votes. MOTION TO ADD City Manager Robert Meyer advised at time the ITEM TO AGENDA Recreation, Music.and Parks Commission was made up of seven members.. The—Commission experienced some dif- ficulty in.reaching a quorum, and the membership was reduced to five members,. In view the excellent response from citizens willing to serve on the various.Boarda and Commissions of the City, Mr. Meyer suggested the C'ouncil.may want to expand the membership on the Recreation, Music.and Parks'Commission to the.original seven members. A motion was made by Councilman Harberson. by Councilman Balshaw, to add the introduction of.an ordinance changing ° °'Sec.tion..2..,12..010 of the Petaluma Municipal Code. Motion-carried unanimously. 7 July 11, 1977 EXPAND RECREATION, Ordinance #1254. N.. C.;S — amending Section 2.12.010.: of the MUSIC-'AND PARKS Petaluma.Municipal -Code to expand the-Recreation, Music COMMISSION TO and Parks Commission to seven members -, was introduced SEVEN'MEMBERS by Councilman.Hilligo'ss, seconded by Councilman Balshaw, ORD #1254 NC S and.ord'ered.pasted by seven.affirma.tive votes.. The City Clerk advised the appointment - of.one of the members selected by the Council to. expand the Commission should be a short term,:with -the term.expir- ing.June.30, 1979, in order:to..balance the -terms on-the Commission ,...The Coun- cil had cast ballots for all persons who.had been interested.in 'serving-on- the Recreation, Music and Parks Commission,_ and' the Water Commission,,. and the third and fourth highest votes f'or.the Recreation,,:Music and.Parks. Commission were for Mrs. Joan Peaslee and Mr. Harry Schloetter. The Council determined that Mrs. Peaslee would be appointed to fill the four.- year - term, and'Mr. Schloetter appointed to f ill the .two -year term when the.ordinance becomes effective. All letters received from applicants for the Commissions results of the voting by the Council are on file with . the City Clerk. CITY MANAGER'S REPORTS REQUEST REGARDING The City Manager, advised.he:.had received a copy-'of a LAFFERTY RANCH letter sent to Dr. Bettman from the State Department'_'of Agr-icultur•.e regarding the .water. situation on th'e' Laffer ty Ranch. Mr. Meyer advised the.matter would.be.brought before the, Council at the`meeting..of July 1'8.. FEDERAL PUBLIC WORKS The City'Manager advised`.`.all..the paperwork has.been ACT APPLICATION completed,, and'the ;application Has -been forward`ed'to Seattle.. . The - -f ands. requested are within the - million and °bo:th - .the' sc distr cts and the-. City are optimistic regarding the application. SONOMA COiJNTY WELL y \0 STANDARD ADVISORY AND APPEAL 'BOARD MOTION TO ADD ITEM TO AGENDA AWARD BID -- AERIAL PHOTO.GRAPHY,AND PHOTOGRAMMETRIC MAPPING' -- PROJECT' NO. 3003 -96 RES 47824 NCS The. ;City. Manager.._advised he. had f.inally .received a. ..resolution from the -Board of Supervisors advising him he had' been app "ointed as one of the five members on the Sonoma County "Well_Standard Advisory and Appeal Board.. Mr. Meyer. indicated he would serve with�two' well dril- lers from the County, as well as an-attorney and an appointed member from the Board. The .City Manager advised the..bid's had been opened -.for thei aerial .photography and. photogrammetric mapping. project on July 6, 1977. He asked., in.order for the' work to proceed, to have the resolution awarding th& contract added to the-Agenda. A motion was made by; Councilman Harberson by Councilman.Cavanagh, approving the to the Agenda. Motion carried unanimously. Assistant - City Engineer : Tom Hargis 'advised. three bid's had been received for the project, with the low-bid being $9,640,. and the high bid $2i;,289: The engineer's estimate. for .:the .project was $12,7.00,. Mr. Hargis, indicated the. - Department -had checked the financial status, the revenues, and the past work of the low bidder, - Pacific Aerial Surveys from Oakland, California.. Resolution X47824 N.C.S. awarding the contract for.Aerial Photography and Photo - grammetric Mapping, Project No. 3003- 9658 Pacific Aerial Surveys, in'the amount of $:9,640,, was introduced by.Councilman Cavanagh, seconded by Councilman Hilligoss, and adopted by 6 affirmative and 1 absentee votes.
