ADJOURNED MEETING The Adjourned Meeting of the Petaluma City Council was
called to order by Mayor Helen Putnam at the hour of
4:117 p.m.
ROLL CALL Present: Councilman Balshaw, Cavanagh, Harberson,
Hilligoss, and Mayor Putnam.
Absent: Councilman Bond and Perry.
APPROVAL OF MINUTES The minutes of August.15, 1977, were approved as mailed.
CITY MANAGER REPORTS:
AUTHORIZE MAYOR TO City Manager Robert Meyer explained that the City of Fno o
ACCEPT GRANT FROM Petaluma had received today an offer of grant, for the
EDA - -N. McDOWELL BLVD. North McDowell Extension Project in the amount of
EXTENSION PROJECT $1,373,564. The motion to add the item to the Agenda
RES #7897 NCS was introduced by Councilman Harberson, seconded by
Councilman Hilligoss, and adopted by 5 affirmative and
2 absentee votes.
Resolution #7897 N.C.S.. authorizing Mayor to accept $1•,373,564 grant from the,
Economic Development Administration, to assist in the North McDow.ell'Extension
Project, EDA No. 07 -51- 20496, was introduced by Councilman Hilligoss, seconded
by Councilman Harberson, and adopted by 5 affirmative and 2 absentee votes.

City Manager Robert Meyer explained the City has been 1
having a great G
"eat deal of trouble with the roller pur- `l
chased last year. The roller has been returned to the
vendor, and City Attorney Larry Klose has recommended
the Council pass a resolution to go out to bid again.
At the meeting of September 19, the bid will be awarded
to purchase a new machine.
Councilman Harberson inquired:if the specifications for the new'bid differed
from the original specifications, and suggested that possibly the problem with
the first machine was the specifications,. Assistant City Manager. David Breninger
stated the specifications prepared by the City would fit many types of roller
machines. The original supplier made three attempts to repair the machine, and
they even replaced it. When the ,City was forced to return that, the bidder
finally gave up. Mr. B'reninger said Public Works Superintendent Roy Kelly
feels the new specifications will meet the needs of the City.
City Attorney Larry Klose also added, based on the City's past experience with
the previous make of machinery, the Council could reject any bid where the same
type of machine is offered.,
After the discussion, a motion to add the item to the agenda was introduced by
Councilman .Hilligoss, seconded by Councilman Balshaw, and adopted by 5 affir-
mative and 2 absentee votes.
Resolution #7898 N.C.S. approving plans and specifications for one dual purpose
vibrating roller machine, was introduced by Councilman Hilligoss, seconded by
Mayor Putnam, and adopted by 5 affirmative and 2 absentee votes.

City Manager Robert Meyer stated he had received a
telephone call from Mr. Joe Rodota from the County
Parks and Recreation Department regarding meeting with
discuss the regional park site. 'He wanted to inform the

ENVIRONMENTAL DESIGN Mr. Meyer reminded the Council of the conference to be

posed Environmental Design Plan.
ADJOURNMENT There 'being no further business to come before the
Council„ the .meeting was adjourned at 4:30 p.m. to a
Study Session.
