The con- sideration before the Council is a modification recom- mended by the 'Planning Commission for an amendment to the Environmental``D`e,sign Plan and the T,rafaf cways' Element of the °General Plan to' show this link. Mr.. Gray stated-the motivation for this was, created by the.Environmental Impact Report prepar,ed'for Park Place Subdivis.ion and the proposed new hospital,. The Council had previously directed the Planning Commission' to consider the' matter -. Mr. Gray stated the Environmental Design'Plan', as': now constituted provides for an interchange in the vicinity; however, the 'location depicted on th'e onmenta`1 Design 'Plan would make it difficult to cross over the. railroad and the.recommen- d'ation is' to move it to the south about 300 or 400 feet. Mr. Gray indicated ::in order for the; :City to search out funds :for such' a project,, it would have to be designated on the General Plan and the 'Environmental Design Plan, He stated he planned to attend a meeting December 6,, of the overall countywide 'Economic 'Development Committee, and would'like,to suggest this as a future projecf for Petaluma:. City Engineer David Young then reviewed the preliminary plans which had, `been. presented to the City :Council. A copy of the plan is :on file with-the City Clerk. Mr. Young stated if they were to be employed, further to the; north, they would probably reside in the Rohnert.Park.or Santa Rosa area. It is, therefore, foreseeable that the.da ly commute!f:rom the area -would be to the south on.Hghway 101. Such a connection in the vicinity of Rainier Drive would help relieve some of the bottleneck at the McDowell Blvd. -East Washington Street intersection. The limited. amount. of, people who would want to go northerly could use the McDowell Blvd., extension and get,onto the freeway at the Denman Interchange. November 21, 1977 ES_ #1987_. The other problem, Mr., Young ,stated, was to prevent_ the area, from, becoming isolated from western Petaluma. - It; 10.1 will be necessary in the future to have some east -west IER connection to serve .this, projected population with the same function as Caulf e ; ld Lane does to the area south of'Eas,i Washing- on'Street. 'The two problems are duel, and distinct; However the preliminary plan presented: to the,Council could be made to accomplish the -duel connectors to the freeway and the overcrossing could be in the Mr. Young then explained the designs on the preliminary plan, and advised the drawing for the interchange designates it to be approximately 8/10 mile north of East Wash'ington;Stree't. The .previous plari.was to.have:Rainier Drive as the connection going `to the - :east. It is logical 'to assume that-two connector streets will. be needed between East Washington Street and, Corona Road to go to Ely Blvd. and beyond. Mr. Young also indicated the County road planning calls for an interchange, to be located at Corona Road.so that traffic coming north on 1 destined for 'the Coast'wil`l no longer go, through Petaluma, but connect with Skillman Lane., The Corona.Road interchange would come at a later date, but the connection in question is necessary if the : City is to serve the development proposed for the northeast area as per th'e..General Plan. The project could be .accomplished in stages with the east -west connection coming at a later date. Mr. Young also stated' the people in the area would be able to avoid',the',McDowell -East Washington Street Interchange by'using the freeway as a connector to exit onto East Washington'Street and then travel west. He stated in California ; many cities must 'use 'freeways as arterial- streets. Councilman Balshaw stated he felt the top priority be for an east -west connection. Any plans for an.overcr.ossing should'show,a complete connection, even if only ,part, of at. was built. He:stated early morning 'commuter traffic encountered. no d ° if'ficula es going southbound and` there is no conflict with traffic coming from, Santa' Rosa. There 'is a problem on I East Washington making a left hand turn to- McDowell Blvd Mr. Balshaw indicated he would welcome the northbound off -ramp as'proposed on the schematic drawing. He stated he felt people in cars can no longer be accommodated and the planning for this inter- change would only encourage more commuters. He'could probably, accept the proposal as a General`Plan item, but with the understanding the lines indicated for an east -west connection also 'be included.. He did not feel the City could continue to, grow without providing jobs for the population.. He•.cited' the plan proposed by ABAG states the jobs should be where the population grows. Mr. Balshaw, indicated he.felt the 'C'buncil'should.address the problem of crossing the railroad and a realistic connection to Petaluma Blvd North. City Engineer David Young explained what the. staff is trying' to present to' the Council this evening is a concept of a connection to 'the "freeway. It is his personal opinion majority of the movement wbuld,be southbound'from the area,.and it would be'better to design the project with this in mind and permit the east -west. traffic to occur. This., of course, could be taken into consi- deration at,the design stage. Mr..'Young stated he concurred with Councilman Balshaw's remarks regarding,,getting people off the freeways;, however, unless the Golden Gate Transit would come.up with a very good plan it - is his feeling that future Petalumans are going to continue to use their automobiles. Mr. Young also indicated_ as long, as the 'City's General Plan and Environmental Design Plan, and the Planning policies specify development in this northeastern area _in stages, he, feels it., is `imperative to plan for a way :for this population to get on and off the freeway without further locking_ up the intersection at East Washington and McDowell.Blvd. The Council. - questioned where the east -west, connection would 'terminate 'on' Petaluma Blvd. North.. Mr. Young stated there could, be two possible sites.' One would.be at Cinnabar Lane or' Beck Road; or, another .possi-blity would',;be'just north of Shasta Avenue, He stated it would be poss b ; le,to have it line up with Shasta Avenue. Councilman Bond questioned why provisions for the interchange were no ; t included on the original General Plan. Frank Cray responded by stating He felt when - the General Plan was adopted in 1962, the traffic impact at McDowell Blvd. and East Wasington:Street wasn't anticipated. In 1972, however, when the Environmental Design Plan was adopted, the problem was anticipated "and a future interchange was included and the General Plan probably should,have been amended at the game time. e November 21,, 1977 AMEND E,.D,.P. =AND Councilman Bond stated, it was his understanding'ihe GENERAL PLAN TO _ Planning Commission has recommended a, fui- l.traff c PROVIDE 'HIGHWAY 1,0;1 study for . the entire City. He' wondered what the 'intent of the RES #7987' NCS Planning Commission was in their recommendation. Frank (Continued) Gray stated he understood' it to be that the Traffic Circulation'Element in-the General Plan is on ,a large scale. A . Specific traffic study would-,get down to distribution patterns on arterial streets, where proper entrances and exits should be on the streets, and also to. .set up a "black box" model .of the, traffic: in the. City.. This: would al ow all future developments to be tested against the model to see -how the traffic flow distribution -would take, place. At the present time, this is done on a project -by pro t,`basis. City Engineer'David, Young' stated the City now has the Trafficways Element-of' the General Plan, he was not sure if =an entire study, of; the City would sole the problems,,. as the sta=rting point is the land use _ specified, in the General Plan and the densities designated 'in.the Plan. Petaluma has certain barriers, L.e., the freeway, the railroad, and the Peta- luma River, and no amount of pianningat ih =is present time will have .mtuch bearing on them.- Mr.. Young also stated even with a master plan, he could foresee: no major changes in the`Trafficways Element, Councilman Balshaw indicated such a study would provide the City with the - type of ;traf:fic movement which has been .required of the':individual d`eve'lopers in their Environmental Impact Reports. 'The City has required traffic stud =ies for each major section on the. east side'of' the City. Mr. Balshaw felt the "black box" traf "fic. model would enable.the City to see what would happen at each intersection , " if certain addition_al.faci.lities were not provided,.. The. study would. not be a tool to tell the City where to'build roads as.he felt this had been-adequately addressed' in the General Plan, but it would. relieve each individual project from providing a traffic a'tud'y. Mr.. Ba-lshaw also indicated this: matter was brought up at, the Planning Commission level by developers, who felt a master study would relieve them of the responsibility of; individual traffic studies for each project:. David Young indicated there are presently studies being made at intersections: on East'Washington Street where 'Ely Blvd,. intersects and an increase 'of 7,000 cars is anticipated.' 'The- studies are still being conducted and the Engineering Department has turned back two of the reports as .inadequate:. Mr., Young also statedrather, than additional traffic studies, the real need is for a Citywide financial study to put in the traffic improvements which the City. already knows are needed. Mayor: Putnam suggested since there; are new members on the 'Planning `Commis ion, it may, be proper to have the City ' Engireer attend 'one of 'their' meetings' to ' discuss the traffic study as. proposed' 'by the 'P'larning' Commission'. Since thd' matter before the, Councii at, this meeting was to .amend the G "eneral :Plan and Environmental Design Plan, she asked if the resolution before the .Council was in its proper. form Mr. Gray suggested two - mod if.ications be 'made to, the resolution 'to not only amend the General Plan, but the Environmental. Design Plan, and, in Addi.tiori, 'to indicate in the 'resolution a provision for an,east- west connec ion to'Petaluma Blvd. North. Councilman Cavanagh - questioned Whether the east -west connection had been ade- quately,noticed ,for the Public Hearing, and , Councilman BaIls;haw indicated there had been no mention of ti e.. east- west connection, in the public notice Mr. Balshaw also indicated he could "proceed wiih.the proposed intersection -as long as it was understood the east -west connection would come at a later date. Mayor Putnam opened the Public Bearing. No communications had been received by the'Ci.ty Clerk, there were no comments from the audience, and the`Public.Hearing was declared clos'ed'. LETTER=- PE- TALUMA.MILL 'A letter d - ated November 21, 1977, addressed to the City TENANTS'' ASSOCIATION Council by Mr. 'Russell F. Downward_, President, The REGARDING PARKING Great Petaluma Mill Tenants " Association, was read by the City Clerk and ordered filed. Attached to the letter were two plans for modification to parking in the "area of "B" and Second Streets. City Engineer David.Young commented on the - letter and, indicated he has had some conversations with Mr.. Downward and had .provided him with two sketches similar to the ones submitted,by the Tenants.' Association. The plans submitted by the Tenants' Association are similar to the ones the Council had,already reviewed. The two plans would maximize the.parking in _the area;.however, Mr. Young stated he did. not: know whether both. merchants in the area would be in favor of them. Mr. Young-stated the�Council had' also seen a third alternative where parking was left very much as it is ;' however, the curb cuts were removed and parking provided in those areas. The streets in the -area primarily serve two property owners -- namely, Sanderson Ford. Company and. The Great .Petaluma Mill. ..He had earlier in the._ year talked with- Mr... Aubrey Sanderson, who- .,expressed a willing - ness to explore these problemsy but Mr. Sanderson indicated he felt.his side of the street should serve the.needs of his business and the -other for the Mill. Mayor Putnam questioned whether-, the City , Engineer had had an opportunity to discuss the plans,as submitted by the Mill Tehants':Asso•ciat on with both :. parties, and whether or not the _.plans were changed, from those the! Couricil,�had previously reviewed. Mr;. Young, indicated ctually there were three plans previously, the two, plans submitted by -the Tenants' Association are very similar to those the.Council had reviewed. The City Clerk was then directed to read' a letter sent to •the City Council by Mr.. Roger -A,. Sanderson,, .a copy of which is on file with. the City .Clerk'.. 'Mr. Sanderson.. indicated he had never reviewed the.-parking proposals concerning the parking changes around "B="' and. Second Streets,. . He, was also .concerned with, the amount of traffic in the area which has. increased.ap:preciably since the Mill has been opened.. November 21, 1977 AMEND.E.D.P. (Continued) At the conclusion of the discussion, it was suggested the matter of'a Citywide Traffic Study be brought up at a time when the budget for. the 1978 -79 fiscal year is discussed.. Councilman Balshaw also suggested when future ame.ndments.are made to the General Plan, the east -west connection to Petaluma Blvd.. should be reviewed at that time. Mr..Gray indicated he felt the appearance of Mr. Young at' a. Planning Commission Meeting to review the Traffcways Element.would -have merit. He further sug- gested the possibility of requq`s ng some proposals from various traffic engi- neering firms in order to give the Council an idea of `the cost for a Citywide study which the Council could review at budget sessions. Bids were opened on RES 447988 NCS November 9, 1977. Four bids were received ranging from a low of $63:,153.50, to a high of $80,470. Mr. Young stated the engineer's estimate for the bid was $'6`7,677. The recommendation was to award the contract to 'the low bidder,. M & B,:Cement.'Contractors, Inc., Santa Rosa, California. Assistant City Manager, David'Breninger asked Frank'Gray, the Community Development and Services Coordinator, 'to comment on the second paragraph of Mr. Sanderson's letter wherein he stated the serious, parking. problem of the Mill was due to poor planning on the part of permit agencies within our City administration,. Mr. Gray stated Mr. Skip Sommer had provided parking beyond the requirement for the.Mill. Since he is a.rdember of' the 'Downtown Parking Assessment District, under the provisions of the Ordinance,, he. would not.be- required to provi:de.any parking. Mr. Sommer had provided adfditi'onal.parking in an area previously November 21, 1977 LETTER-- PETALUMA MILL occupied by Sanderson's as their shop area.' Mr..Gray TENANTS'ASSOCIATION indicated he felt it'was the intent of the Redevelop REGARDING PARKING_ ment Plan and the policies 'of the City to encourage (Continued) future development of the type of .businesses such as the'Mill' area. Additional ,planning,in the downtown area is ,to provide such services, as well as additional parking,. Both Vice Mayor Perry and Councilman Harber on indicated it was their feeling the area in question was a'public street and.not.a private parking area. Councilman' Cavanagh questioned who designed the plans submitted' witl''The Great Petaluma Mil1;T:enants' Association letter. Mr.`Russell Downward responded by stating the ,plans were prepared.from two plans they had received from the City'a,Engineering Department.. "In reviewing the plan's, they found they could add a few spaces by putting in a one-way 'stre'et.. They had prepared the two plans feeling the maximum amount of traffic could be accommodated and. parking` would be satisfied. Mayor Putnam, stated she felt there was some urgency regarding the matter, as the Tenants'.Association was anxious to have additional parking for the Christmas shopping season. City Attorney Larry Klose advised the Traffic Committee would not meet; until the second Tuesday of November; however, he felt a special,' meeting could,be called. M Skip Sommer asked to comment, on Mr..Sanderson's - letter. Mr. Sommer indi- cated he owns the' spot on Second S:tree;t.; - wh-ich_ had previously been used by Sanderson for many years to park their executive cars. 'Mr. Sommer 'also stated he permitted Mr. Aubrey Sanderson to park cats on the Mill's parking lot, until . the opening of the Steamer Gold Restaurant. When the restaurant 'opened,'he lad to request that the cars be moved to a,lot behind the parking lot. Mr. Sanderson erected a fence and has about 40 cars ,parked on this ,property which belopgs•to Mr.. 'S.ommer. He stated Mr. Downward has ' spent a 10t of time wlth', the ing Department to try to alleviate some of the ,parking problems in the area. Even this would make an improvement in the _area. He questioned whether. there was ample•room for fire and whether 'or not; .there would be space available for Mr- Sanderson tb' unload his cars when: they arrived.; 'City Engineer Young stated 'in addition to' the' two p`lans., he had previously suggested, a third, plan, P ' parking P which showed parallel arkin on both 'sides. With respect. to' the one -wa y street', he felt there would be ample room to make the turns, but, obviously .Mr. Sanderson would have to unload his cars on -site rather than �on.:a one -way street:. Mayor Putnam.. asked the Traffic :C'ommittee to arrange an. immediate. meeting = , which would- 'include 'the principals in. the area.,: as. weal. as the Fire Department 'and other "Citty, staff. Mr.' Young indicated the T.raff'ic Committee could meet, 'but they need' some guidance from.the'Council, as' to -which plan they preferred and whether or, not they preferred parallel parking 'to diagonal parking. Thee Council felt the 'Traffic Committee should meet andi make, the decision. However, all parties were to be involved in the meeting. Mr. Gray then discussed the. possibility of funding a. municipal ly -owned airport and stated under the Planning Grant Program of the Federal Administra- tion Program, the planning engineering could-receive Federal funds in,a total,of 90 percent.,, with the City'•s participation 10 percent -. If the project would go into the next calendar_ year, the ratio changes from 80 percent to be paid by the Federal Government and 20 percent by the City. A second way for the Council to proceed would be to,have an engineering study prepared where the Council would initially 100 percent of the funds, but this would be re- turned to the City in full. This procedure would be about a year faster than the planning grant method,. Mr. Gray also advised 'there is a State program for funding which is very similar to the Federal funding program in that it pays 90 percent and the City would be responsible for 10 percent.. Mr. Gray indicated it would be his recommendation to•,prepare the planning report under a State grant, then to apply for'furid'ing under a'Federal. grant for actual construction. Both programs could work'concurrently. Mr. Gray'stated bec-ause'of the complexity of the matter ;, and 'because he is not an airport planner:, he would like to have the Council meet in-'a study session late in December or, n-Janu'ary, to; review all'of the possibilities.
