The Adjourned Meetng•of'•Petaluma City Council was
called to order`by Mayor Helen. Putnam at 7:40 p.m.
Present: Councilmen Balshaw,, Bond *, Cavanagh, Harberson,
Hil`ligoss, Perry, and Mayor Putnam.
Absent: None.
*Councilman Bond arrived at 8:.23 p.m.
The. Regular Meeting of March: 6., . 1978, and the Adjourned
Meeting of March'13, 1978, were approved as corrected.
Mayor Putnam then City Attorney Larry
'Klose's mother, Theresa K1 se,, and his aunt, Agnes
Klose,•wh.o are guests from.Oregon.- She hoped their
stay -in Petaluma- would be a•pleasant one..
AMENDMENT TO ZONING Planning Director Ronald Hall explained the proposed
ORD. REQUIRING amendment to Zoning Ordinance ,110.72 C.S. will provide
NECESSARY STREET for riglit -of -way dedication and street improvements of
DEDICATION UPON the development'sa as a condition of :Site Design Review,.
DEVELOPMENT Presently, the ordinance being used does require.im-
provements to be made, but.do.es not provide for dedi-
cation of property. In this case., the.property continues to pay taxes on
street rights -of -way and continues to maintain.it when.it would be the City's
responsibility if dedicated. ,Mr. Hall stated -city Attorney Larry Klose felt a
uniform city ordinance was. -needed requiring .installation of public improvements
and dedication of street .rgh.ts -of -way in all areas of the .City. Mr. Hall
explained the Planning Comm ssion. discuss:ed-the,amendment and certain rami -.
fications of it. The Commission felt.that the term' "d'evelopment project"' which
is used in the draft_ needed to be clarified;. They also. thought certain mprbve --
ments, such as swimming pools, and certain buildings-, would need to be examined
because the ordinance could be over-restrictive .and. might :cause liabilities
that the City should not assume.!
The Commission also felt, and City Engineer David Young .concurred, that the
$2,000'public improvement fee•was not up to date and should be increased to
possibly $5,000.
Discussion followed Mr. Hall's report rega- rding,dol -lar amounts of public.im-
provements,_the establishment•of plan lines'and severence. At the end of the
discussion, wa's decided Mr. Klose would rewrite the fordinance and bring -it 1,
back to the Council at a later date.
REFER MATTER.TO Planning Director Ronald,Hall, explained the proposed

Mr. Hall showed. a viewfoil and photographs of areas with barbed wire fencing.
He explained that' the normal height for these - fences is six feet with a one -
foot maximum,bf barbed wire. The Planning Commission felt the ordinance should
encompass certain districts, . ratther than review each.f'ence ,proposal as submitted.
It was,also suggested the ordinance could' come under the height and bulk idea
of zoning,, 'so the fencing °would' be discretionary a_s ' a 'variance rather than Use
P'ermi't,. Mn Hall stated he :end;orsed the variarice as it would require less
staff time and was easier to handle administratively.
A discussion followed regarding admnis;tra.tive procedures for approval.

KEANOR T.0 INFRACTION. Councilman Balshaw expressed concern regarding the $100
ORD 41287 :NCS a day .fine.. Mt. Klose stated that when the City insti
tutes a criminal prosecution, -'it will have to .charge a
particular offense on a° particular day. So., if there are 10 days of violation;
you have to submit_ a separate - account for each, of. the days,, and once the City
files the complaint in Court,, they can''t. amend it', but.must file each day. To
simplify matters, the City..wo.uld, charge a violation on a particular day when it
can .prove that - th'e viola -ion was there. Mr:. K'lose further stated that he
didn''t think the $100 day fine would,be any problem.
After further discussion, Ordinance 41287 N,.C.,S,. amending Ordinance #107.2
N.:C!.S. (the. Zoning. Ordinance),.to reduce criminal penalty for violation thereof,
from a misdemeanor to an infraction, was introduced for publication by Council -
man..Harbers.on,, seconded by Councilman .Balshaw,,,and,adopted`by 7 affirmative'
votes...
LETTER FROM DUFFEL The.Deputyy City Cler,k,,ead,the, letter from Carolyn
FINANCIAL AND Kerl,..Deputy .County Counsel, with reference to the
CONSTRUCTION CO., action'taken.by the•.Sonoma County Airport Land,Use
RE NORTHEAS.T..PETALUMA Commission regarding-NOrtheast Petaluma-Annexation #9.
ANNEXATION 44,9 City Attorney.Larry Klose stated' his recommendation,
remains the same- -that the City void and ignore the
determination made. by the Sonoma County, .Land.Use
Coinmis'sion and forward'-request for annexation to, LAF.CO:,. He, stayed the Land, Use
Commission acted i*prope_rly under the circumstances and no further action is
required by the City.
Mr. V'an:.Norden Logan of, 'Duffel Financial and Construction Company, stated, he
would like to have the concurrence. of the entire .Council that they are in ::favor
of annexation of the property through .the.prezoning process when fie goes before
LAFCO.
City 'Manager. Robert `Meyer . exppla ,ned that, the only vote that could be ;taken this
evening,was on the action of the Land Use, Commission. but those.'Councilmen who
had voted "no" previously on the,prezoning issue,.could individually contact
LAFCO if they. have changed their minds on the matter.
RECESS. Mayor Putnam, called_ a recess at 9::10 'pm. , "and

REVIEW OF ENVIRONMENTAL Community Development. and Services Director Frank_Gray
DESIGN PLAN GOALS AND read.- the " Intermediate,'Range;.Goals, and Policies,, 1'978;
POLICIES through 1985, of the City of P etiluma's General Plan."
The Council discussed thei title -of the document, and it
was_det_:erm ned',that "Environmental Design Plan " - should
remain the, title with " Intermediate 'Range. Goals and
Policies" as a sub - title.
There.waa. further discussion and ,inp.ut by ='the Council on Pages 1 through 6,
which will be- incorporated by .the.staff .into the document and brought back for
further review'.

the Petaluma Planning Commission._was introduced by Councilman
by Councilman Bond, and adopted by 7 affirmative votes.

The Deputy City Clerk read the letter of resignation
from the Planning Commission,of C. Glenn Head, effec-
tive April 1, 1978.
LETTER FROM CALTRANS' Community Development and Services Director Frank Gray
RE PARKING FACILITY showed a map where:44. parking are proposed by
CALTRANS at the interchange of Highway 101 and Highway
116. City Manager Robert Meyer explained the State
estimates the.project would cost,$30,,000, and they would be able to fund
$15,000 if the City would' pay the other half.
Mayor Putnam stated if the staff can.come up with $15,,000 that would not affect
any other project, she would be supportive of the parking facility.
After further discussion,, it was the consensus of-the Council.that the staff
explore the possibility of fund'rig. and come back to the Council the following
Monday with their recommendations.
ADJOURNMENT There being no further business to come before the
Council, the.meeting was adjourned at 11:04 p.m.,-to
Monday, April 3, at 3 :00 p.m.
