The Special.Meeting of the Petaluma City Council was called to order by Mayor Helen Putnam at the hour of 5:20 p.m.. Present: Councilmen Brunner, Cavanagh, Harberson, Hilligoss,..Mattei, Perry, and Mayor Putnam Absent: None NOTICE OF CALL Notice of call for meeting dated September 9, 1976 certificate of the City of delivery of said Notice, and consent of City Council for holding said meeting,... submitted and filed. PURPOSE OF MEETING The meeting was called to consider the following: Public Safety Communication System and other reports as deemed necessary. PUBLIC SAFETY Because of some controversy arising regarding the award of COMMUNICATION the contract for the purchase and installation of the Public SYSTEM - REAFFIRM Safety Communication System, Mayor Putnam had appointed AWARD OF CONTRACT Councilman Cavanagh to meet with the principals. involved, TO COMCENTER namely, Delta Communications who would service the Center and ComCenter, the supplier. .Councilman Cavanagh reported the City Manager, the Assistant City Manager, the Police Chief, the Administrative Assistant to the Police Chief, a member of the .Fire Department, and he had met with the principals on Thursday, September 9, 1976, and in his opinion, many of the questions raised had been satisfactorily resolved. Copies of letters from ComCenter to Chief Robert B. Murphy and from. ComCenter to Delta Communications regarding the maintenance agreement, dated September 9, 1976; are on file with the City Clerk. In addition, a letter from General Electric.Company stating their reason for not bidding on the project, . dated September 9,.1976, and addressed to Finance Director John is on file with the City Clerk. After a`brief discussion by the Council, a.motion was made by Councilman Cavanagh, seconded by Councilman Mattei, reaffirming the Council's position on awarding the contract to ComCenter and directing the Finance Director to - issue the purchase order., Motion carried unanimously. CITY MANAGER'S REPORTS " Police Chief Robert Murphy advised he had filed a formal complaint with Motorola Company regarding the manner in which the Public Safety Communidations System bid award had been opposed by.the representative of Motorola. FIRE DEPARTMENT City Manager Robert Meyer.reminded the Council this matter RADIO BASE STATION had been held over from the meeting of September 7, 1976, 6 % . and asked the Council if they wished to take any action to award the bid. Councilman Mattei indicated he would be reluctant to award the bid to Motorola because of the problems encountered with the Public Safety Communication System and suggested the bid be awarded to the second lowest bidden. After further discussion., it was determined to delay action on the award of the bid for the Fire Department Base Radio Station, and a motion was made by Councilman Cavanagh, seconded by Councilman Mattei to defer the matter. Motion carried unanimously. ADJOURNMENT :There being no further business to come before the `Council, the meeting was adjourned at 5:40 p.m. Mayor 1 1
