ROLL CALL
An adjourned meeting of the Petaluma City Council was
called to order by'Mayor Helen.Putnam at 7:34 p.m.
Present: Councilmen Brunner., Cavanagh *, Harberson *,
Hilligoss, Mattei, Perry, and Mayor Putnam.
Absent: None.
*Councilman Cavanagh arrived at 7:35 p.m., Councilman
Harberson arrived at 7:45 p.m.
INVOCATION The invocation was given by the Reverend Phillip Hall,
new pastor of the United Methodist Church. Mayor Putnam
welcomed Mr. Hall to the community and thanked him for
giving the invocation..
APPROVAL OF MINUTES The minutes of September 27, October 4, and October 12,
were approved as mailed..
CONSENT CALENDAR A motion was'made.by Councilman Hilligoss, seconded by
Councilman,Perry to file the ABC Applications and adopt
the resolutions on,the Consent Calendar. Motion carried
by six affirmative and one absentee votes.

PUBLIC HEARING City Attorney.Matthew.Hudson explained to the Council U
REVERSION TO ACREAGE the procedure is a technicality to combine small parcels 1 9
ALDERWOOD SUBDIVISION into one large parcel. The Subdivision Map.Act provides
RES #7556NCS for reversion to acreage if no improvements have started
on the land.. :, .
Mr. Hudson. stated one of the owners '.of_the property has no intention-to develop
the land and does not want `t e new'owners to be tied to any specific plans. Mr.
Hudson stated the necessary findings are recited in the body of the resolution.
He further advised the Council the agreement for improvements was extended by
the City Council for a period of one year, but the time has not elapsed. The
actions taken by the Councii.pr.eserves.three portions of-the property for City,
purposes. Of these,. one'could be.used for park purposes, one is for the widen
ing of East Washington Street and the other is for the widening of Ely Blvd.

signed in 1973. This document specified the engineer,
.and in .this- .case.it would be CDM, Inc., has to certify
that the work has been.completed.and.when. -that is done.a 30 -day test period begins.
During this period the contractor has to make,certain the operating personnel at
the plant fully understand how the plant works. At the end of this time the
Council.can accept completion .of. work. Following-acceptance of-..the-completion
there is.a 35 -day period -to make on.the contract. Mr. Hudson
suggested the engineering firm of CDM.express their views to the Council on the
time schedule for certifying completion of the work and also the -issue of how
much of the plant has been,comp eted already and how much.has been given the
appropriate testing. Mr Lindorf, Vice President of CDM,. Inc,.., spoke to
the stating they had responded.to the Granite.letter and.outlined.the
items necessary for completion of the.:proj.ect. Mr. Lindorf . stated..if the time
schedule would be met by.the contractor the final ,payment date could.be made by
January 15, 1977. One of the matters to.be resolved is the 30 -day operating
test period for the chlorination and dechlorination system.
Next to address the'Council.:was Mr. Fred Hill.of Granite.Construction Company.
Mr. Hill stated his firm'contends.all work required by the contract is now complete.
In question is the 30 day.operational...per,iod demanded by the engineers for the
chlorination and dechlorination facil ity.. Granite Construction Company.feels they
have complied with Specification SP -12 and his firm feels any additional operational
work required by the engineers should,not delay payment of the contract.
City Attorney'Matthew Hudson..stated..he _ had<.talked with Mr. Elmer Pybrum, the attorney
for Granite Construction Company, and-felt the purpose -of their letter was..to be on
record that they had.formally.demanded_,payment from.:the City _Council. Mr. Hudson
further stated he did no.t think the.mat.ter:could be resolved by the Council. It
now has been made a matter of record.and.the matter would be discussed between the
engineers, CDM, Inc.,:and.the staff...Mr.:. Marvin Linforf stated there,.is a basic
difference in the interpretation.of,the specifications. He further commented their
firm wants to be absolutely sure all items_in.the.specif.ications are.in conformance
before they recommend formal acceptance by the City Council in- order to.protect the
grants from both.the State of California and the Environmental Protection Agency.
Council took no action on the matter.

LIGHTING-- Works' Superintendent.Roy Kelly regarding vandalism at �pC.�
McNEAR PARK McNear Park was-read by the -City Clerk and ordered
filed. - Mr. Kelly.explained.the.lights in the park
would.be strategically located according to plans drawn
up by Pacific Gas and Electric ,Company.., The lights would ,be similar to. those
already: installed in 'La T'er.cera and:.Miwok ,in that they would be ap.prox mately
15 feet high with,a single lamp...on each ,standard.. Mr. Kelly explained from the
date of his memo which wa's Sept-ember 13, 1973, until.this date there'had been
another ser -ious occurrence of.vandalism a t.:McNear.'Park. In addition, a formal
request_ for ng to? be''-done. about lights in �.the park had been received by
Mr. -Lester Popp who; five's on:':G''.:Street:
There wa& some d'iscuss gas to-: whether_•or •no;t lights, in the park would discourage
vandals. Chief Roti'er,t Murphy.4ndicated'it may not completely solve the problem

MARINA PROJECT -- Coipmunity. :Development and Service`s .Coordinator Frank
MEETING WITH Gray,,reminded.the Council a meeting was scheduled for
DNOD October 27. at -2.::30 p.m; , in Sacramento for member-:s of
the 'Council , to -meet * "tbith the .Director.-and staff .members
of DNOD. - Mr was, advised by the Mayor it. would not
be .possible for members, to •attend this..meeting.and_ asked whether .ano:ther .date could .
be established. Councilman. Cavanagh, then..,reported two members. of DNOD would be
present at the California Marine Parks. '.and..Har.bors Association meeting at
St. Francis Yacht -Club in San Francisco on November 5. He suggested that perhaps
members of the City Council may want to attend the meeting in order to discuss
Petaluma's.- marina project.
PREMISES City Manager Robert Meyer advised the.Council. the premises
19.HOWARDtSTREET at 19 Howard - Street have now been vacated of enants.. The
City is-seeking bids for demoltion.of the structure and
these bids would.be opened October 28.,. 1976. .
MEETING WITH 'Cit} Manag_r.reported.City Engineer David Young, Finance
SUPERVISOR DELONG Director John.Scharer'and he had met. with.Supervisor
DeLong, Sonoma - County Public Works.:Dir,ector Don Head and
Hal Wood. One of the'. topics of discussion was-the Penn
grove collection system. and the.lorce main project and how the City of Petaluma
was going to serve the system.
The second topic of discuss "ion..was.the water reclamation project which.had taken
place during the past summer as a co.o:perat ve..effort between the County of Sonoma,
the Farm Advisor:, and-the City of Petaluma "by using wastewater at the Silacci
farm. The crops`planted...on the 1•ocation: showed -a $3,000 profit. The ,best crop
seemed to be corn. 'City.Engineer'.Dave.Young advised the.Council the Farm Advisor,
Lloyd Harwood, would be making a final report'of this crop planting. This report
will be used as input into the facilities plan and also be made available to the
City Council.
RECESS Mayor Putnam called a °recess at 9:15 p.m. and the Council xec ^r,

COUNCIL REPORTS
COUNTY ROAD Councilman.Mattei reported as result of the letter
�. CONSTRUCTION , directed to the Councih.:from the Petaluma.Chamber of
PRIORITTES- Commerce--whichihad been discussed , at the90ctober 4,

2.5 mile. section, of "D ! 'Street Extension,, a meeting
had been .arran'ged:;witl the Supervisor from the .district,
Mr.. George' DeLong. Couhc ; lman._.Perry,, the: City.;Engineer, City Manager,, and an
Assistant Engineer.. from Sonoma, :County.•,.:and ,he , attended 'the mee:ting.... Mr :. Mattei
said he f;el..t the meeting. was a.ftuitful one. The Supervisor is well aware of
the pressing needs for future:impr.ovements of County roads in'the Petaluma area.
The priorities for construction_.as . set forth by the County 'were ,explained' at
the meeting. The first project.to be-undertaken, is the Cor.ona:Road overcro-ssing.

COUNTY .ROAD Second -on the.li.st.of,priorities is Sunnyslope Avenue and
CONSTRUCTION thi -rd would be-.the reconstruction of this section of "D"
PRIORITIES-- ...Street.. Mr.. Mattei advised these projects would use all
PETALUMA,AREA of the.available, the 1977 -78 budget year-.
(Continued) With regard to the,Sunnyslope Avenue project, Mr. Mattel
.noted the County.is - still hoping the citizens in the area
will take some.action to form a district to install side-
walks. He stated the Supervisor- .suggested,the.City..may want to contact some of
the property owners to determine if a.consensus could be.reached of the residents
- in the area to construct sidewalks. -•City Manager Robert.Meyer- reported Supervisor
DeLong was very emphatic that the "D.. "..S.treet,project would be started in that
fiscal year, but bids will.be..called for and the project initiated. There -was
some further discussion regarding Sunnyslope Avenue and the fact.that.approx
imately two years ago some interest had.been.- generated to make the improvements
necessary for sidewalks. Mr..Mattei_ indicated he would contact one of the property
owners � to determine . if. the.- ;inter.es.t- in, the assessment district . could be.
again. The Council took.no.further.action on the matter. The Chamber of'Commerce
is to be advised of the meeting with the County - Supervisor and - County personnel
regarding the project.
PROPOSAL BY Mayor Putnam stated she had asked to have copies of a - __'4.
WILLIAMS & MOCINE letter dated September 24,. 1976 from the firm.of Williams'
FOR.EXTENSION OF . and- Mocine.and their proposal to review and evaluate the
ENVIRONMENTAL growth; policy plans-and control system and establish
DESIGN•PLAN policy - for. future: action distributed to the Council. A
copy of the..proposal and the letter is on file with the
City Clerk._ Tle..f of Williams and Mocine had originally
worked with the Co.uncil.to establish .- the.Environmental'Design Plan for.the City of
Petaluma.- The proposal prepar'ed.%by Williams. .and.Mocine.would be for the years fol
lowing the.conclusion.of the inter =im :pol -icy under which the City, is now working
through' 1977 . Mayor: Putnam. stated' uthe...original Environmental Design Plan required
a great deal of community, staff. and: Council involvement. Mayor .Putnam stated
there is a committee of. interested citizens working on what they see for the
-community for the future.
In the course of the discussion. it -was. brought :.out the. request . for the proposal
did not come from the staff, but was a•resul,t of a conversation between Mayor
Putnam and Mr. Sidney Williams of the.firm of Williams and Mocine. Mr. Gray
then, reviewed the,original Environmental. Design.Plan. and th& new intermediate
range development. strategy. : now ..be ng..f;ormulated. -by citizens' committee of
from 17 to:20.tpersons. .Mr..- Gray.. stated the .Planning.Commission will soon
, receive: a copy. of I -this. committee's recommendations.; and if the proposal from
Williams - and,,Mocine is a ccepted, the firm.will help organize a community con -
ference- as = they for the-last Environmental Design Plan. When the Council re
ceives the new intermediate range development strategy., it will have before it the
recommendations -of a formal,�citizens group,.the Planning Commission, the community
conference .and their own. - thoughts as a Council.
Vice- Mayor- Brunner- remarked.he..felt when.the first Design Plans.were
drawn .up the,. City ° 'was having'some.very..severe problems such as double sessions in
schools and. other-!crisis prob which are -not now, facing the community. He
wondered if. - •th`e' !s.ervice now needed. ,
A general discussion followed, whether.th "is.was.an appro.pr :ate time to entertain
a new proposal from'Williams.and Mocine. .-It-,was also questioned whether or not
some conversat'ion� should be held :with -the real estate. people and the contractors
before embarking . on- :a.new Environmental. :Design Plan. Mayor Putnam indicated the
proposal,was'mer:ely , an Adea for a means of proceeding and suggested it -might be
appropriate to hear from Mr. Corwin Mocine.
Mr. Mocine, agreed. with, the 'Council .that. the situation has changed since the years
of 71 -72 when.. the ip'lan.. :was first_..f'ormulated. He , stated Petaluma was. a pioneer in
their thinking at that .: time,, but ,he, now has reports from the Office of Planning
and Research of situations many communities in the stat& which are now being
faced with crisis situatons'..in one way or, another. Mr..Mocine also indicated
since -the plan first -was .initiated .by the. - City. of Petaluma many new techniques,
have been tried and proven... Petaluma',s. very..serious crisis has. been met but some
ongoing ,issues continue. .From.what.he has been able to,observe, Mr. Mocine feels
Petaluma has benefited from what..they.inst tuted.in 1971 and 1972. Mr. Mocine
stated he felt much could, be_lo-st if the. City doesn`.t move ahead and have a strategy
prepared for..the next steps. In v ew.,of - this.,., their .f.irm could .bring an objective
viewpoint to bear. as. they.;are morking- on.many,.,of these issues.. in other parts of
the state. Mr. Mocine further stated,, when and if the City is ready to proceed,
their firm would be very happy'to once again become involved.

PROPOSAL BY Councilman Harberson,questioned whether or not Mr- Mocine
WILLIAMS & MOCINE felt his 'firm should be come involved'before'Sh results
FOR EXTENSION OF of the study committee had been reviewed by.the City
ENVIRONMENTAL Council. Mr. Mocine stated the•citizens''con'ference
DESIGN PLAN (:C: L17iued)'which they would..plan would be based on the modified
(Continued) Environmental Design Plan. It would be necessary to
wait until plan is completed, and he could not
foresee having the conference before the first of
the year in 1977. Mayor Putnam made a state-ment.regarding; the first•Environ-
mental Design. Plan and felt it was' successful because the City was able to
get the community involved.. Many are now watching and waiting to see
what course of action the City of Petaluma will now take since the five -year
plan has concluded. I
LEAGUE OF
Mayor.Putnam..gave,a brief report on the conference held

in San` Diego*.and stated she was very happy the members

was a very'good.confer.ence, where a lot'of w.ork.was handled

by the League. Mayor Putnam also expressed appreciation
for the hospitality shown by Sonoma County. cities which
was Well'received. attendees at the.meeting..._In addi
tion, she advised the officers
of the League this year were from.smaller communities
such as Petaluma., Fullerton
-and'Watsonville. Councilman Cavanagh.r.epor.ted Mayor
Putnam had been elected
President of the League of California Cities at this con -
ference and will serve
for the forthcoming, year.
SOUTHERN S.ONOMA Mayor Putnam ,reported' on am_eeting held October 25, 1
COUNTY MUNICIPAL which was attended by `the City Manager, the Assistant
COURTS_ City Manager', Police Chief, Councilman Hilligoss.and her-
self. The invitation had been received, from Judge James E
Jones,, Presiding Judge, .Sonoma County Municipal .Court to
discuss the Southern Sonoma'County- Municipal System. Also in, attendance were
Supervisors George Detong and Brian Kahn. At -the'Meeting the matter of in- custody
arraignments being ,mad e in San.ta - ROsa.rather than the Southern Sonoma County courts
was discussed. - The City Clerk.was...d rected write a letter indicating the ;:ounc ;,'
Council's favor of the proposal a`s long as Petaluma area residents wou not
be caused additional expense or inconvenience.

The :Recreation Commission felt the. City, should not offer financial' -assistance to
outside organizations,, but to continue with promotion and offering ;fac =ali't'es'
for use for'recr:eational ` p.urposes. Councilman.Brunner stated it' washis under-
standing when the, Council ,reviewed th'eI budget and held budget hearing "s I it was
clearly und;erstood,no new programs would be undertaken during the fiscal year.
Councilman Hlli'goss., the Counc'l's,represen`tative to'the Rec'rea'tion, Music and
Parks Commission ,.reported.'briefly_stating.the Commission had not taken a vote
on the matter but had concurred in their. de_ci sion. They -felt i't would be inap-
p'ro,priate to vote.since they awa' t'ing:a legal decision regarding the.,use
of 'City funds for outside 'organiz'ations. , The matter of providing a .service, fee
for an organization called Grant Finders'in the amount of $25*0 a year,may be an
appropriate method for researching grants for various.organizationp,. Each time
a search would be requested. there would -be ;an additional ;fee of $25 which the
- Commission recommended should be paid'.by the outside organization. Mr. John
Allison, Executive Director of Petaluma.People Services'Center-., spoke
b riefly to the Council regarding the.organ'zation called Grant Finders and
stated the same information is available to any person who would .want to do°
the research through.public librar- ies- or.by'sub'scriptions to various: publi-
..cations which, are available on.a quarterly basis. Mr. Allison 'indicated he
had some ' and was successful in, obtaining grants for other
organizations where he had been previously employed.

PROGRAM OF SERVICE' -- filed'.. Excerpts. of .the. Recreation. Commission. minutes of
TEENAGE PROGRAM October 13, 1976.submitted and filed.. Mr. Raymond stated
his: budget now contains $1,300 .for a_ movie..program and
open gym. for..teenagers... A group known.as Teen Action had
approached the City Council regarding: drop -in activities and.a.monthl:y dance to be
held at Kenilworth Recreatiorr'Center. The Council.referred the matter..to the Rec-
reation Commission and the .Commission's.. - recommendation is...to add these' activities
to the Program of Service, however,. they should be under the auspices of the City
of Petaluma. If the movie and open gym,, programs. are to continue and.these additional
programs added, Mr. R'aymond,stated funds- amounting to $738 to provide leadership would
be needed for the balance of the fiscal year. Some of this cost may be offset by the
concessions at the dances.
Some discussion was held rega "r,ding.the- success-of the movie program..and the gym
program: Mr. Raymond indicated the, gym- ,program would not start unitl .Fefruary
as gymnasiums are not now available._ Both programs,would be evaluated and.if'
felt to' be .- unsuccessful could:. be eliminated,. If retained in .the budget, the
$738 and the hiriing'' °of'onesupervisor for the dances would be necessary. At
the conclusion of the discussion, a,mo;tion - was made by Councilman Hilligoss,
seconded by Councilman Brunner.app.roving the change in the Program of Service
for the Recreation Depaftment to include.. the. teenage program and add $738 to
the budget. Motioh was carried by six affirmative and one negative votes.
Councilman Perry voted no as he felt the matter should be discussed at budget
time.
Mr. Dan Barstow from Petaluma .Peoples..Services..Center, who is involved in the
teen program, stated they have,been..allocated $10,000 in funds from.Sonoma
County. These f:urids:, however, can.only be.used for capital outlay and not
for personnel.: It. may be possible to use a. portion of these funds - to pur-
chase a pool table. and materials to build a ping pong table which the City
could utilize in the program.
