OF CITY COUNCIL
PETALUMA, CALIFORNIA

SPECIAL MEETING
ATTENDANCE
A.specia`1' meeting.of the City Council of the City of
Petaluma was called to order by Mayor Helen Putnam at
the hour of 5:30 p.m.
Present: Councilman Brunner, Cavanagh, Hilligoss,
Mattei, Perry, and Mayor Putnam
Absent: Councilman Harberson
NOTICE OF CALL The meeting was called, jointly with the Petaluma
Community Development Commission to consider: Re-
habilitation of existing dwelling units; consideration
of a letter from Office of Planning and Research re: 701 Planning Grant;
request for use of reclaimed water for irrigation purposes; and, an amendment
to the classification and compensation plan of the City of Petaluma.
APPROVAL OF MINUTES
The minutes of December 20, 1976 were approved.. Spell-
ing of Mrs. Odile Nissen's name was corrected from
minutes as mailed.
REHABILITATION OF Chief Building Inspector Rudy Lonac reported the pro- �� / 6 /
DWELLING UNITS gram of rehabilitation of existing dwelling units has
not been as successful as anticipated. He quoted from
Section 104a and 104b of the Uniform Building Code
which places restrictions on building for which construction, alterations or
repairs.are made in that they must comply with all the provisions required for
new buildings. When additions, alterations or repairs within any twelve -month
period exceeds the value by more than 50% of the structure, such structure
shall made to conform to the requirements for new buildings or structures.
Mr. Lonac indicated the Department of Community and Development felt these
provisions created a hardship in the rehabilitation program. Many owners
either delayed or did not join the rehabilitation programs because of these
provisions. As a result, the State Legislature has declared Section 104 no
longer applies to dwelling units but still applies to industrial and commercial
uses. Section 104 also does not apply where a dwelling is located above a
commercial use and is a nonconforming use as far as local zoning ordinances are
concerned. The result of the change in the law is such that it will be easier
for landlords and owners to rehabilitate buildings. The safety and health
sections of the Uniform Building Code do still apply, however, and structures
which are sub- standard will still have to be brought up to a safe standard.

A short discussion was held regarding the rehabilitation program for homes in
the area designated by the Community Development Commission. Ms. Warman stated
the procedures are now being established, and Frank Gray advised neighborhood
meetings would be held to assist persons wanting to take advantage of the
program to secure low - interest loans for rehabilitating their homes.

Lonac was to keep the Council informed of the changes in the law. It now
becomes a matter of controls being relaxed ,somewhat and some of the stringent
requirements placed on homeowners in the past are not now required.
SECTION 701 Letter dated December 28, 1976 addressed to Mayor V /
PLANNING GRANT - Putnam from Bill Press, Director, Office of Planning
ASSISTANCE'FOR and Research, State of California, was not read by the
WASTEWATER City Clerk, but ordered filed.
RECLAMATION
OPR sent a sample resolution which is the one to be adopted by the Council.
The grant would investigate the use of reclaimed water for agricultural pur-
poses; however, the study would also give an indication whether or not the
water could be used for recreational purposes, such as for a golf course, etc.

SECTION 701 Mr. Gray indicated the County of Sonoma will also

WASTEWATER authorized an expenditure of $8,000 %from the City
RECLAMATION (sewer fund) and $2,0001n in -kind services:. The
PROJECT County would 'contribute about $5,000 in services and

Resolution #7633 N.C.S. requesting assistance under
Section 701 of the Housing Act of 1954, authorizing use
of City personnel and other expenditure of funds therefor, and authorizing
Mayor to sign all agreements, application and amendments was introduced by
Councilman Perry, seconded by Councilman Harberson and adopted by six affir-
mative and one absentee votes.
REQUEST FOR USE A letter dated - January 5, 1977 addressed to the City
OF RECLAIMED Council by Charles L. and Evelyn M. Matteri, requesting
(� WATER - MATTERI permission to use reclaimed water for irrigation pur-
poses was read by the City Clerk and ordered filed.
City Engineer David Young advised this property is located on the easterly side
of Lakeville Highway and would tie in with a project for the use of the water
from the ponds as requested by others in the area. Mr. Young recommended
approval as he would like to include this property in the application to be
prepared and sent to the Regional Water Quality Control Board. To serve this
property and the Silacci property on the east side of the highway would require
building a pipeline under the road. This cost would be borne by the property
owners. A motion .was made by Councilman Perry, seconded by Councilman Hilligoss
to include the Matteri property in the agreement to be prepared. Motion car-
ried unanimously.

There being no further business to come before the
Council, the meeting was adjourned at 5:45 p.m.
