PETALUMA, CALIFORNIA November 27, 1973 Council Meet Attendance Adjourned meeting of the.Council of the City of Petaluma was called to order by Mayor Putnam at the hour of'7:3'0 o'clock.p,.m. 1974 State Park, Recreation, and Historical Facilities Bond Act East Washington Street - -Maria Drive Traffic Signal System Res #6462 NCS Present: Councilmen Brunner, Cavanagh, Jr., Daly,. Harberson, Mattei, *Perry, Jr., and Mayor Putnam. Absent'- None. *Councilman Perry, Jr.,*arrived at 7:40 o'clock p.m. Letter dated November 1.5,1973, from Joseph D. 41r Rodota, Director, Parks and Recreation Depart- ment Sonoma - County, regarding the subject Bond'Act :and requesting that the Council appoint a representative of the•City's agency to partici- pate in -the discussion-in development of priority projects for expenditure of the allocated funds and to notify'Mr. Rodota not later than December 3, 1973, of the designation, submitted and filed. Recreation' Drec'tor•'`.James Raymond exp'l the Bond Act'to the Council, and the importance -of obtaining all'the information as the formula for the expenditure of the County's allocation is - developed'. A motion was made by Councilman Harbe,rsom'and seconded by Councilman Mattei .delegating..James Raymond to represent the City. Motiion' carried unanimously. At a previous meeting, Director of Public Works David Young recommended the installation of a �i! traffic signal system at the subject intersec- tion. 'He reiterated the recommendation on the basis of traffic and growth in the area. He also pointed out that the intersection meets warrants for protection of a school crossing. Following a short discussion, Resolution #6462 N.C.S. authorizing execution of an agreement with Lampman and Associates for engineering services regarding Ea.st-Washington Street and Maria Drive tr "affic- signal system was introduced by Council - m&'h seconded'by Councilman Mattei, and adopted -by 7 affirmative votes. In general discussion that followed.on the library bond is,s:ue amount with Mr. Herman Zel -les of ,Stone and -Youngberg, financial consultants, it was de- termined that $75.0,000 would be' adequate. Mr'._ Boccaleoni pointed out, that the $1,;90a,000 amount d'o`es not include the future cost of streets, curbs, , gutters,.sewe.rs', or storm drainage which would`-amount to $78,000 to $83,000. Following a brief discussion, it was concluded that the bond issue not be increased to include these costs. Mr.. P. J.-Sullivan, 212' Jeffrey Drive,, and an unidentified speaker commented on the projected population use of the park facilities. Mr. Jim Odgers, 1720 Pine Street, commented.on Lucchesi Park. Agenda In discussing the bond issue, a qualified estimate of,an.eight cent.tax'increase for the library issue and'a twenty cent tax rate increase for the park 'bond issue was given by Mr. Herman Zelles ` of '• Stone -and Youngberg. A- motion was made by Councilman Harberson and seconded by Councilman Daly authorizing the City Attorney to co.ntact,the bond counsel to prepare the•nece.ssary legislation for a $1,900,000 bond. ,issue for 'parks. -dt the special election on. March ° - 5, 1974. Motion carried unanimously. Mr. Boccaleoni indicated the Commission's approval the March 5, 1974, election date. A motion.was -made by Councilman Perry, Jr., ,and seconded.-.by Councilman.Cavanagh, Jr'., to add an,item to the agenda re Environmental Protection Agency:.. Motion carried unanimously. Environmental. Mayor - Putnam reported on a meeting held in Santa_ Protection Agency -- Rosa, Monday -, November 26, 1973, on the Environ- Parking Space mental Protection Agency regulations re the Surcharge parking space surcharge. The meeting was called by Sonoma County Mayors -' and Councilmen's Association Chairman -John Downey and attended by representatives of -the cities in-Sonoma. .. County and a representative of the Board of Supervisors. She continued by. saying that the . of Santa Rosa is contemplating the filing of a suit and those attending were asked to discuss support of this action with their respective agencies:. She added that there will be a public hearing .. n the regulations on December 7, 1973. It was noted that a special bulletin was re- ceived from the.Lea,gue•of•.Califorriia Cities -on. the matter. It ,was decided to-consider•this matter at the Council meeting of!.December 3, 1973, and the City Manager-was asked to obtain literature from the Environmental Protection Agency on the regulations for Council review.
