In.discussing..:the matter, City.Attorney Robert M, s.uggested.,that.the Council consider payment of - the claim: as -a moral obligation in view of the_ -fact -that_ Mr. Chambers hired an attorney and to confirm the City's original mistake in,the.construction of the sewer line.
