January 7, 1974
Council Meeting, Regular meeting of.the City Council of the City
of-Petaluma was called to order by Mayor Putnam
at the hour of 7:30 - o'clock p.m.
Attendance" Present: Councilmen Brunner, Cavanagh, Jr.,
Harberson, Mattei, and Mayor Putnam.
Absent: Councilmen Daly and Perry, Jr.
Invocation The invocation was given by the Reverend Marvin
Barbee, First Assembly of God Church.
Approval of Minutes The minutes of December 17, 1973, were approved
as recorded.
Council Activities Following brief comments from Mayor Putnam re-
For 1974 garding the role of. the Council, each Council
member spoke on the goals and concerns for
1974.
COUNCILMAN BRUNNER:
Successful passage of the Library Bond Issue
of $750,000; economic and feasible transporta-
tion program for the City; and, full -time City
Attorney.
COUNCILMAN HARBERSON:
Successful outcome of the law suit on the City's
control growth system; passage of the Library
Bond Issue of $750,000 and Parks and Recreation
Bond Issue of $1 on March 5, 1974; and
total utilization of the Five Corners Community
Center with anticipation of bringing music back
into the recreation activity.
COUNCILMAN MATTEI
Full support of the completion of the Warms
Spring Dam to get the pipeline for this area;
outcome of the law suit on growth limitation
and its effect on- planning activities; scale
down.paperwork on environmental impact reports,
but at the same time protect the environment;
and, control pornography and develop an intra-
city transportation system.
VICE- MAYOR.CAVANAGH, JR
Remedy the transportation problems in the City;
the growth limitation lawsuit; the energy crisis;
sarong support of the Council and people on
the Library and Parks and Recreation Bond I,s:sues;
strong leadership by the Council; and, tha`Council
to have good relations with the citizens, staff,
personnel, other cities and counties in the area,
and with local, State.,'and Federal representa-
tives--with a goal to -work together in 1974.

..by•Dir..ector of Public..Works David Young. In
response to Councilman Matteis Mr. Young indi-
cated that there is no. need to retain the
subject strip of-land to provide for.moving
the railroad tracks more the west of Lakeville
Street because of the prohibitive costs involved
and because -the Railroad Company objects to too
many curved in the.main line.track.
In discussion that followed, the.City_Manager
noted that when the City abandons a street,
that;.partic:ular land- cannot be-offered for
- sale,,and it-was also pointed -.out that the
same consideration of abandonment would be
given to.those property owners north of the
subject abandonment on Lakeville Street as
far as Madison Street.

Speaking- in.support,of the abandonment, Mr.
Walter Kieckhefer pointed out - the advantages
to_the City-for-approval of the abandonment.

Councilman Harberson - was designated as the
City's representative,, and it was suggested that
a..study session be arranged with Councilman
Harberson...and County staff to hear a report on
the purposes•and procedure of the study.
Councilman Harberson and the City staff was
also asked-to check.into the matter whether or
not input.from the C'ity's General Plan,
Environmental Plan, etc., has been con-
