MINUTES OF MEETING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
May 13, 1974
Council Meeting Adjourned meeting of the City Council of the
City of Petaluma was called to order by Mayor
Putnam at the hour of 7:35 o'clock p.m.
Attendance Present: Councilmen Brunner, Cavanagh, Jr.,
Daly, Harberson, Mattei, Perry, Jr.,
and Mayor Putnam.
Absent- None.
Amendment to City Manager Robert Meyer ;resented a copy to
Fortune Telling each Council member of the proposed amendment
Ordinance to the Fortune Telling Ordinance for Council
consideration at the May 20, 1974, meeting.
Blinking Lights -- '.In response to Councilman Brunner, the staff
The Chandelier, was asked to check into the matter of removing
208 Petaluma the blinking lights (violation of the Sign
Boulevard North Ordinance) at the subject location.
Appeal of
Mayor Putnam reported that interest has been3(V

indicated and numerous inquiries have been
received from individuals and groups regarding
the matter of contributing to the City's
appeal of the growth control case. She
further stated that all contributions, whether
small or large, will be greatly appreciated.
The•City Manager said that all contributions
will be deposited into "The City of Petaluma
Defense Fund ". and-that all donations should
be directed to the City Hall and clearly
mar--ked *•for the specific case.
It decided "that a letter be sent by Mayor
:. Putnam -to the Mayor and City Council of all
-the cities in California asking for financial
support of-the appeal case. She requested
that."a copy of the letter sent to all cities
in September, 1973, and a draft of -the Mayor's
follow-up letter be submitted.to the Council
for its information.
EIR -- Sonoma
Supervisor Philip Joerger reported that the
County
public-hearing-by the Sonoma County Water
Water Agency
Agency on the Environmental Impact Report for
additional water was held at the City Hall
tonight at 7:30 o'clock and the hearing was
opened and closed with no testimony presented
pro or -con.
Short Course

California Extension is offering a short
course -for Planning- Commissioners May 31-

June l =-1974, -in San Francisco and that
Commissioners.Bellovich and Bond are in-
terested•in".attending. •A motion was made by
Councilman Perry, Jr., and seconded by Council -
man Mattei, a•pprovi-ng - Ituition cost of $100
each for Commissioner- Bellovich and Bond to
attend the course. Motion carried unanimously.

Water Rationing Letter dated May 1, 1974, from the Sonoma
Plan for Summer County Water Agency requesting that the City
1974 of Petaluma prepare for water rationing and
informing them of s how they.can best serve the
City within the limitation of the City's con -
tract entitlement of 4.0 MGD was read by
Director of Public Wbrks David Young submitted
and filed. The .letter further stated that
with increasing use; the City of Santa Rosa
may not be able to operate its municipal
wells for the benefit of the Agency; and on
this basis, planning.for rationing is 'a
necessity. In addition, the Agency will have
to operate the system at 'absolute maximum
capability and plan for a temporary outage.
The requested to be informed of the
City's pbans to curtail water usage to the
4.0 MGD .contract entitlement and which meter
turnouts. would have to be regulated to achieve
this flow during periods of maximum demand.
Mr. Young then read a draft of a customer
letter prepared by Water Superintendent
Thomas J. Wilson for Council consideration
explaining the shortage of water facing the
City of Petaluma during the warm summer
months and proposing an odd -even water rationing
plan. Copy letter submitted and filed.
He asked for Council approval of the letter
proposed be mailed to all customers in the
next water utility billing.
Mr. Young reviewed the plan which proposes to
establish an odd -even water rationing system,
i.e., water- customers east of the freeway to
irrigate their' lawns and gardens only on odd
numbered days of the calendar and water
customers west of the. - freeway on even numbered
days of the calendar to go into effect May 22,
1974, through September 30,1974. In addition,
the .plan proposes a.water "emergency- irriga-
tion prohibited" condition. This condition
would be placed into effect by theWater
Superintendent when the water levels in the.
City water tanks reach such a low point that
the City's fire fighting defenses would!be
endangered if the storage -in the tanks dropped
any lower. Water customers will then.be .
notified by the press and radio when this
condition is necessary.
Mr. Young further stated that an ordinance
has been prepared for Council consideration
to cover_ the suggested proposal and fines for
violators.
A general.discussion was held with Mr. Young
on the proposal and on the,County's capabilities
of serving water to all of its prime contractors
and other water customers during the summer
months. Mr. John.Kunzelman of the Sonoma
County Water Agency's Office and Supervisor
Joerger were present and offered comments in
regard to the problem. Mr. Young pointed out
to the Council that the City needs a 150

Upon conclusion of the review of the water
rationing proposal, it was agreed by the
Council to send a letter under the Mayor's
signature to all water customers in the next
utility mailing cycle informing them of the
possibility of a water shortage this summer
and asking for cooperation and support to
voluntarily implement the odd -even plan
beginning June 5, 1974. An insert on ways
and means to conserve water is be mailed
with the letter. It was further agreed that
if the voluntary system appears to be inef-
fective, then immediate action would be taken
to initiate an emergency ordinance which,
City Attorney Robert stated, takes five days
to become effective.
Adjournment
There being no further business to come
before the Council, the meeting was adjourned
at 8:40 o'clock p.m. to a study session and
an executive session.
