HomeMy WebLinkAboutMinutes 06/10/1974Y MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA June 10, 1974 Council Meeting Adjourned meeting of the City Council of the City of Petaluma was called to order by Mayor Putnam at the hour of 7:35 o'clock p.m. Attendance Present: Councilmen Brunner, Cavanagh, Jr., Daly, Harberson, Mattei, *Perry, Jr., and Mayor Putnam. Absent: None. *Councilman Perry, Jr., arrived at 8:05 o'clock p.m. CONSENT CALENDAR A motion was made by Councilman Harberson and seconded by Councilman Cavanagh, Jr., adopting the Consent Calendar, Agenda Items #1 through #3. Motion carried by 6 affirmative votes, 1 absentee. Agenda Item #1 Resolution #6620 N.C.S. authorizing David State Coopera- Breninger as Assistant City Manager to execute tive Personnel an agreement for State Cooperative Personnel Services Services with the State of California, California Res #6620 NCS State Personnel Cooperative Personnel Services Division, was adopted. Agenda Item #2 Resolution #6621 N.C.S.. amending Resolution Add Classifica #6118 N.C.S. to add the classifications of 3 7.SF tions General Services Clerk and Secretary to the Res #6621 NCS City Manager was adopted. Agenda Item #3 Resolution #6622 N.C.S. amending.Resolution Re Director of #6118 N.C.S. to delete the classification of Water Utilities Water Superintendent and to establish the Operations classification of Director of Water Utilities Classification Operations the Department of Public Res #6622 NCS Works was adopted. Parking Meter Memo dated June 6, 1974, from Police Chief a��f Violations Larry Higgins to City Manager Robert Meyer recommending that the Council consider amending Section 11.56.170 of the Petaluma Municipal Code to provide for a $2 penalty fee instead of the present $1 fee, submitted and filed. In his report the Chief outlined the results of a survey conducted of the fines imposed in neighboring cities of overtime parking fines, second notice, and warrant amounts, which indicates that Petaluma's meter violation is grossly low. _ Police Chief Higgins appeared before the Council requesting a decision on the matter because of the need to order a.year's supply of envelopes. He added that an envelope is issued with each penalty and the amount of the penalty is printed on the envelope. In discussing the fines, Chief Higgins pointed out that the second notice and warrant amounts June 10, 1974 Parking Meter will be reviewed by him the Judge for the violations Southern,Municipal Court for consideration_ of (continued) an adjustment. Upon completion of the discussion, it was the consensus of the Council not to increase-the $l parking, meter fine. The Council- concurred with the Police Chief that the second notices and warrant amounts be reviewed for a possible increase. United Ambulance City Manager Robert Meyer referred to a 77f Service request received from the United Ambulance cam, Service to provide ambulance service for the City of,Petaluma. He suggested that a Council committee be appointed to study the feasibility of such a service. Mayor Putnam appointed Councilmen Brunner, Cavanagh, Jr., and Mattei'to serve on the Committee. Councilman Brunner was asked to chair the Committee. Greenbriar City Manager Robert Meyer referred to a Subdivision #2 letter received from Young.Amer Homes ��- Phase 1 requesting a rehearing on the Council's denial, May 6, 1974, to reduce Park Develop- ment Fees for the subject subdivision.. Letter dated June 5, 1974, submitted and filed. Because no new information was introduced in the letter, it was the.Council's decision not to-rehear the matter. The City Clerk was directed to so inform Young America Homes. Water Contract -- City Manager Robert Meyer reported that at Sonoma County 11:00 o'clock on Tuesday, June 11,.1.97 -4, . Water Agency staff members will be attending a meeting of the Sonoma County'Water Agency with other contracting agencies in regard to the,proposed water contract. "He continued b.y.saying that the Water Commission carefully reviewed a draft of the contract and approved it. Mr. Meyer asked the Council members.for input. No comments were heard. Councilman.Dal,y, Council member on the Water Commission, stated that although the Commission reviewed the contract, no recommendation could be made to the Council at this time because the contract is not in its final form. Federal Revenue Letter dated June 5,1974, from the acting Sharing Fund Board of Directors and acting Coordinating Projects Secretary Dr. K. Counsens, People's Service Center Committee, responding to some of the questions asked at the June 3, 1974, Council meeting, summarizing the purposes of the organization and outlining the use of the $6,000 offered by the City of Petaluma from Revenue Sharing Funds for the Center, submitted and filed. Letter dated June 10, 1974, from Gerald Klor of the People's Service Center Committee reporting on three possible sites being considered for the People's Service Center, submitted and filed. City Manager'Robert Meyer stated that each government recipient of Revenue Sharing Funds is required to submit to the Office of Revenue Sharing a Planned Use Report for each entitle- ment period. The law requires that this completed report be published in a newspaper before submittal, and in order to mail a report to arrive in Washington, D.C., by June 24, 1974, Council action is required for selection of the projects to be included in the report. Mr. Meyer reviewed the list of projects proposed. Police Chief Larry Higgins, Director of Community Development Frank Gray, Fire Chief Joseph Ellwood, Director of Public Works David Young, and Director of Recreation James Raymond appeared before the Council to justify the projects submitted.by thier respective departments. In discussing the projects, the following directions were given: Re Police Department Camera Equipment - The Mayor.asked Councilman Brunner, because of his photography experience, to work with Chief Higgins and advise him on the purchase of camera equipment. Re Police and.Fir.e_Departments:.Radio System - _ The Mayor asked Councilman Perry, Jr., because of his experience with radios, to advise Chief Higgins and Fire Chief Ellwood on the purchase of the radio.equipment requested for the two departments and to consider compatibility of the systems. Re Operation of City Bus System - In the discussion on the allocation for a City bus system, it was decided to allocate $50,000 toward the project. In addition, Director of Public Works David Young was requested to contact the Metropolitan Transportation Commission regarding the status of the City June 10, 1974 Federal Revenue of Petaluma Transportation Development Act Sharing. Re Recreation Department - In the discussion relative to the Recreation Department request, preference was indicated by the Council to build tennis courts at Lucchesi Park for better public access rather than at the various school locations. The Council made no definite decision on any of the-projects submitted by Recreation, but did earmark $67,534 toward recreaton including bicycle paths. The Recreation Commission and other interested groups will make a recommendation to the Council on the use of these funds. Upon completion of the review of the projects, the following were approved for the Revenue Sharing-Fund Planned Use Report: Project Amount People's Service-Center, $< 6,000 Mid - decade Census 13,000 Remodel the West Wing of City Hall for City Offices 20,000 Integrated Image Reproduction System, Police "Photo Lab * 2,400 Update Present Radio System, Low Band * 8,300 Office Equipment, Police Department which normally would come under 1974 capital outlay - -not as replacements 4,525 Consultant for preparation of Seismic Safety 8lement 10. Input of economic data into cities computer grid base mapping system * 3,000 Computer analysis of annexation and spheres of influence policies * 1 Operation of City Bus System * 50,000 Continue updating Fire Department Radio System * 12,000 Upgrade fire protection in business district by installing proper fire hydrants (12 hydrants) 6,000 Rescue unit and equipment if private ambulance service is accepted for the-City of Petaluma *$28,000 Expansion of Police Building (5 year) (for land acquisition) 50,000 Pavement Patching Asphalt Oiler, Dump Truck 22,000 Traffic Line Paint - striping Machine 6,400 Cal OSCHA * 25,000 To be spent on recreation projects, including bicycle paths * 67,534 Total $335,139 *Approval of Council prior to expenditure. �V, June 10, 1974 Preliminary City Manager Robert Meyer announced that a Budget 1974 -75 preliminary budget study session will be held on Tuesday, June 18, 1974, beginning at 9:00 a.m. • Adjournment There being no further business to come before the Council, the meeting was adjourned at 11:05 o'clock p.m. to an executive session.
