Outside Sewer Fees Ordinance #1156 N.C.S. which was introduced by
Ord; #1156 NCS Councilman Cavanagh, Jr., and seconded by Council -
(Second Reading) man Mattei at the regular meeting of the City
Council, August 19, 1974, was adopted by 7
affirmative votes.
In the discussion preceding the adoption of the
ordinance, Councilman Cavanagh referred to a
letter received from Blyth Eastman Dillon and
Company written by Mr. Donald M. Van Dyke, and
addressed to Councilman Harberson, August 6,
1974, page 3, paragraph 3, and asked the staff
to review-the figures to determine whether or
not an accurate figure for the number of outside
sewer connections is being used.
Mr. Don Van Dyke, 201 Purrington Road, opponent,
read from a prepared statement which is on file
with the City Clerk. In addition, a petition
containing 223 signatures was presented to the

his letter of August 6, 1974, was inadvertently
written on his firm's stationery, whereas it
should have been written as a personal letter
from him.
In referring to Mr. Van Dyke's letter dated
August 21, 1974, Mayor Putnam took exception
to the last paragraph on page 2 in which Mr.
Van Dyke asserts the City staff has provided
