HomeMy WebLinkAboutMinutes 11/25/1974315' MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA November 25, 1974 n COUNCIL MEETING Adjourned meeting of the City Council of the City of Petaluma was called to order by Mayor Putnam at the hour of 7;: p.m. ATTENDANCE Present: Councilmen Brunner *, Cavanagh, Daly, Harberson, Mattei, Perry, Jr. *, and Mayor Putnam. Absent: None. 1 *Councilman Brunner arrived at 7:32 p.m. and Council- man Perry at 7 :34 p.m. CANDIDATES-- Mayor Putnam welcomed the citizens who had responded PLANNING AND to. the Council's call for people interested in serving RECREATION on the Planning_Commission and the Recreation, Music, COMMISSIONS and Parks Commission. She prefaced the presentations by the candidates by stating this was the first time candidates' qualifications had been aired in public. Each of the candidates who had applied for a vacancy on the Planning Commis- sion was asked whether or not, they understood the full implication of the provisions of the Economic Dis.closure_Laws. Candidates were also asked whether or not they would be willing to serve on a new committee to be selected by the City Council, an Advisory Committee on Housing and Community Development, and a second committee, the Residential Development Evaluation Board. Mr. Grossi indicated he would be willing to serve the Advisory Committee for Housing and Community Development, but could not serve on the Residential Development Evaluation Board. Mr. Anthony Wright indicated he would not be able to serve on either of these committees. Listed below are the candidates and their addresses as they appeared before the City Council: Rodney L. Cameron, 1537 Lauren Drive C. Glenn Head, 117 Rocca Drive Barbara J. Lind, 1295 Schuman Lane James J. Grossi, 1657 Sarkesian Drive Edward E. Horciza, 1508 Meadowlark Lane Donald E. Marquardt, 1202 West Street Robert A. Maser, 1209 Kathleen Way Donald P. Petro, 1300 Glenwood Drive Anthony L. Wright, 2100 Sultana Drive Jeanette E. Anglin, 1517 Tanager Lane Glade E. Giles, 621 Sunnyslope Avenue Mr. Gary L. Boyle, 1045 South "McDowell Boulevard, had applied for the Recreation, Music, and Parks Commission; however, in speaking from the audience he indicated he had lived in the City only 5 months and would not be eligible at this time. At the conclusion'of the presentation, Mayor Putnam, on behalf of the Council, thanked all the candidates for making the effort to appear before the Council indicating their interest. She stated it was a compliment to the community that they were willing to come forward and declare their interest. Mayor Putnam announced that Council selection for members to fill the vacancies for the 2 commissions will be made at the Council meeting on December 2, CROSSING GUARD-- City Manager Robert Meyer referred to a memo addressed 0A McDOWELL SCHOOL to him from Police Chief Larry Higgins, dated November 21, 1974. He reminded the Council that on September 3rd, the Council authorized the provision of a school crossing guard at the intersection of McDowell Boulevard and McGregor Drive for September, October, and November. It appeared now, however, that the signal system at the intersection would not be completed by the end of November. e 3 1. November 18, 1974 CROSSING GUARD Director of Public Works David Young indicated the McDOWELL SCHOOL signal system may be in operation by December 10th. (continued) Upon a motion by Councilman Harberson, seconded by Councilman Perry, ,and approved by 7 affirmative votes, the Council decided to continue the crossing guard until the signals were operational. SITE DESIGN City Manager Robert Meyer indicated he planned to file REVIEW -- LIBRARY an appeal to the conditions of the Architectural and PROJECT Site Design Review Board for the Library Project, primarily to have the parking matter resolved by the Council. SONOMA COUNTY City Manager Robert Meyer presented 3 documents to the GENERAL PLAN City Council which had been received by him from REPORTS Sonoma County General Plan Coordinator James C. Casper. The documents are (I) Sonoma County General Plan Bulletin -- Summary Sketch Plan Alternatives., (2) Sonoma County General Plan Bulletin - -Goals and Policies, and (3') Sonoma County General Plan Bulletin -- Transportation Study Technical Report, Phase I. Summary.. Councilman Mat•tei questioned whether or not our City staff-could review the document to determine if they were in harmony with our own General Plan. City Manager Robert Meyer reported the staff will bring the matter back to the Council; however, - -in -'the meantime -if the Council had any input they would appreciate receiving-it. The documents are on file with the City Clerk. WASTE DISCHARGE Director of Public Works David Young reviewed the REQUIREMENTS-- California Regional Water Quality Control Board, San / WATER POLLUTION Francisco-Bay Region's tentative order re waste dis- CONTROL PLANT charge requirements•for the City of Petaluma. The document as well as the notice of public hearing, December 17, 1974, 9:30 a.m., at the Assembly Room, State Office Building, 111 Jackson Street, Oakland California, is on file with the City Clerk. Mr. Young reported the City had filed an application for a federal discharge permit a year ago and had now received the discharge requirements needed to obtain a National Pollutant Discharge Elimination Permit. The discharge requirements are very extensive: One�of the requirements would be developing source con- trol and pre- treatment standards for industries within the City of Petaluma. It will be necessary for the City to regulate the industries within the City by giving certain compliance time schedules and implementing and enforcing pre - treatment standards. The pre- treatment standards are currently being developed by the Environmental Protection Agency. Mr. Young pointed out that a reporting system would have to be set up by­the City'to comply with the Federal Water Pollution Control Act. He further stated the City will be put to some additional expenses in staffing and will probably need an industrial waste inspector and additional laboratory expenses as well as additional clerical expenses. Mr. Young advised the Council the City would be faced with providing a more definitive industrial waste ordinance than what it has now. Charges to industries involved would probably have to be incorporated in this industrial waste ordinance, Mr-Young advised the Council that charges for industrial.users of the treatment systems are being charged in other areas in the Bay Area. Mr. Young outlined to the Council those portions of the requirements with which we can comply at the present time; other areas where we will be in compliance upon completion of the ponds and'those areas where the City will not be able to meet - requirements. In response to Councilman,Perry's question of how many industries do we have which would be.greatly affected, Mr..: Young stated we do not know, but a survey would have to be made probably through the business licenses by means of a questionnaire to various small industries in the City, including service stations. 1 [J 317 November 18, 1974 WASTE DISCHARGE The City Manager advised the.Council that Mr. Young REQUIREMENTS-- would be making specific comments on the tentative WATER POLLUTION requirements; however, if-the Council wanted to make CONTROL PLANT additional comments, policy comments, they should be (continued) prepared to pass a resolution at the December,2nd meeting in order for all written materials to reach the Board for consideration by December 10th. CANVASS OF ELECTION, The following Resolution #6749 N.C.S. of the City NOVEMBER 5, 1974 Council of the City of Petaluma declaring canvass of RES #6749 NCS returns and results of the Special Municipal Bond Election was - introduced by Councilman Perry, seconded by Councilman Cavanagh, and approved by 7 affirmative votes: Resolution No. 6749 N.C.S. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA DECLARING CANVASS OF RETURNS AND RESULTS OF SPECIAL MUNICIPAL BOND ELECTION INTRODUCED BY COUNCILMAN William A. Perry, Jr., and SECONDED BY COUNCILMAN Jack W. Cavanagh, Jr., At An Adjourned Meeting of the City Council of the City of Petaluma, on the 25th day of November, 1974. Oil WHEREAS, by proceedings duly had and taken, a special municipal bond election (the "election ") in the City of Petaluma (the "City ") was held on November 5, 1974, in with law, and the votes thereat received and canvassed, and the returns thereof ascertained, determined and declared in all respects as required by law; NOW, THE BE IT RESOLVED by the -City Council of the City of Petaluma, as follows: 1. The City Clerk of the City is hereby instructed to enter this resolution on the minutes of this Council as a statement of the results of the election. 2. The total number of ballots cast in the City at the election was 9,523 ballots. 3. All absent voter ballots have been duly received and canvassed in time, form, and manner as required by law, and the result of the absentee vote for -and against said measure-submitted at the election is as set forth above. 6. Less than two-thirds (2/3) of all of the votes cast at the electiorr•on said Measure (D) were in favor of said measure, and said measure failed. I hereby certify that the foregoing resolution was duly and regularly introduced and adopted by the Council of the City of Petaluma on the 25th day of November, 1974, by the following votes: AYES: Councilmen Brunner Cavanagh, Jr,, Daly, Harberson, Mattei, Perry, Jr., and Mayor Putnam.
