Special meeting of the City Council of the City of Petaluma
was to order by Mayor Putnam at the hour of 7:40
p.m.
Present: Councilmen Brunner, Cavanagh, Harberson, Mattei,
Perry, and Mayor Putnam.
Absent: Councilman Daly.
NOTICE OF CALL Notice of the Special Meeting called for March 24,
1975, the Certificate of the City Clerk of the deli-
very of said notice, and the consent of the City
Council for holding said meeting submitted and filed.
PURPOSE OF MEETING
Meeting was called to consider the filing of a claim
to the Metropolitan Transportation Commission, Article
IV, fiscal year 1975 -76, and the filing of a claim to
the Metropolitan Transportation Commission for PUC
Section 99233(d) purposes, fiscal year 1975 -76.
FILING CLAIM MTC, Resolution #6863 N.C.S. of the City Council of the ��� -
ARTICLE IV, City of Petaluma authorizing filing of a claim to the
FISCAL YEAR 1975 -76 Metropolitan Transportation Commission in accordance
RES #6863 NCS with the requirements of the Transportation Develop-
ment Act of 1971, as amended, (SB 325) for Article IV
(transit system) purposes, fiscal year 1975 -76, intro-
duced by Councilman Perry, seconded by Councilman Harberson, and approved by 6
affirmative votes, 1 absentee.
Director of Public Works David Young explained to the Council the claim for
Article IV funds to be submitted to the Metropolitan Transportation Commission
is'in the amount of $225,170. The claim must be filed by April lst. Mr.
Young reported a coordinating meeting had been attended by the cities of
Sonoma County plus the County of Sonoma and Golden Gate Bridge District repre-
sentatives. Taking into account claims of the Golden Gate Bridge District and
the other cities, plus the County, it would appear Petaluma's eligibility for
funds from MTC would be in the neighborhood of $134,617. Mr. Young referred
to a report from the Metropolitan Transportation Commission which is submitted
and filed. Mr. Young advised the Council the claim is being made in the
amount of $225,170 to be compatible with the study made of the cost of the
City to go into a bus system. This is the estimate for the maintenance and
operation of cost for the first year; and although it is higher than MTC's
estimated amount the City of Petaluma would be eligible for, claims tradi-
tionally have been filed for higher amounts.
Mr. Young further explained that as an Article IV claim the funds could be
used only for a transportation system and could not be used for street pur-
poses. In order for the City to file a claim for street purposes, they would
have to show there was no need for public transportation in the community.
City Manager Robert Meyer stated that in order for the City to protect their
funds, they would have to file this claim or the funds would revert to other
communities- -the Golden Gate Bridge District or the County of Sonoma. He also
advised the funds would be about $34,000 less than had been anticipated because
that was the City's share for the two bus runs, 470 and #71, recently installed
to service Petaluma residents and through Sonoma State College and Santa Rosa.

absentee.
Director of Public Works David 'Young explained to the.Council the application
for bicycle and pedestrian facilities had to be prepared very quickly and
there was not time to ask Council's direction on the projects to be included
in the claim; however, the 'staff had reverted to prior reports approved by "the
City Council to come up with the suggestions for projects. The reports in-
cluded the "Safest Routes to School" and the adopted "Bike Route 'Plan," Mr.
Young advised the Council a total of $36,735 is available for the various
communities in Sonoma County and he estimates Petaluma's share would be some-
where in the neighborhood of $10,000. If the City receives the $10,000 grant,
it would be necessary to match the total amount.
ADJOURNMENT There being no further business to come before the
Council, the meeting was adjourned at 8:00 p.m.
