COUNCIL MEETING Special meeting of the City Council of the City of
Petaluma was called to order by Mayor Putnam at 7:35
p.m.
ATTENDANCE Present: Councilmen Brunner, Daly, Harberson, Perry,
and Mayor Putnam.
NOTICE OF CALL Notice of the special meeting called for February 26,
1975, the certificate of the City Clerk of the delivery
of said notice, and the.consent of the City Council
for holding said meeting submitted and filed.
PURPOSE OF MEETING
Absent: Councilmen Cavanagh and Mattei.
The meeting was called to consider and act on the
following:
1. Resolution amending Resolution #5514 N.C.S. desig-
nating appropriate units (employees).

2. Resolution designating management employees.
3. Resolution requesting the Sonoma County Board of
Supervisors to include Petaluma as part of. the
County Free Library System in accordance with
paragraph 22 of the County -wide Library Agreement.
4. Resolution authorizing the City Manager to sign
contract with Pacific Gas and Electric Company re
relocation of gas mains and consent to common use
of easement areas (dredging spoils site).
5. Action on the 1975 -76 wages-and benefits for City
employees.
6. Consideration of a contingency fund for.the purpose
of providing additional preparation of the sub -base
for the McNear Park-Tennis Courts construction.
At the conclusion of.the special meeting, the Council
to adjourn to a study session to continue the review
of the 1975 -76 preliminary budget.

McNEAR PARK.TENNIS: This matter had'originally been brought to the atten-
COURTS PROJECT-- tion of the City'Counci`l at the June 16, 1975, Council
CONTINGENCY`'FUND meeting; however, because a representative from the
RES 47020 NCS architectural firm of'Lieb and Quaresma was unable
to make an appearance, the matter was held over until
the June 23rd Council meeting.
Mr. Donald Quaresma of the firm Lieb and Quaresma-was present to explain to
the Council the problems which had been encountered by the contractor after
havingfr removed the-old slab for the original tennis court. They encountered
a great deal of moisture and could not get proper compaction on the soil.
The contractor was then:asked to scarify the soil, which meant bringing
a huge piece of equipment, t- urning the soil over and allowing the sun and
wind to dry it out.naturally; however, this has not been successful in the
past three weeks. The request for the contingency now is to allow further
scarifying and turning,over existing subgrade soils as well as treating
the soil with a class #2.base rock full with cement to give it a structural
section which would provide an adequate base for the tennis courts. No
soils examinations were requested prior to the construction of the tennis
courts because they did not feel that they would encounter a moisture problem
at this particular site. Mr. Quaresma said soils'could have been tested and
they still could have had the same problems.
Councilman Harberson indicated he had gone out to visit the site over the past
weekend and it still appeared to be very damp. It was his suggestion, rather
than do additional scarifying, to have the sub -base treated with the cement
as suggested by the architectural firm of- -Lieb and Quaresma. He further
stated that if additional tennis courts were anticipated, soils examinations
should be made before any construction is started on any site in the City,
particularly on the east side where there is adobe soil.
City Manager Robert Meyer noted the contingency request amounted to $4,255
which includes $975 for additional scarifying. Tt was his suggestion, in
agreement with the Director of Public Works David Young, that they omit
additional scarifying and go . on to treating the base with cement so as to
give a structural section which will produce an adequate base for the two -inch
asphalt playing surface.
Mr. Quaresma indicated to the Council their letter of June 12, 1975, asking
for $4,255 in contingency fund omitted any contingency for soils examination
and they are requesting the City Council to consider $600 for them to hire
the firm of Cooper and Clark to take soil samples after the sub -base has
been prepared. He also indicated it may not be necessary to use all of the
$3,280 in the preparation of the sub -base, only that the $3,280 would be
the maximum amount.
Director of Public Works David Young said although his division had not written
the specifications for the tennis courts; he did note the specifications called
for a 95% compaction test; and in order to determine whether this degree had
been met, it would be necessary to have a soils engineer make the determination.
Mr. Young further recommended that he felt the contractor had given the
scarifying of the soil a good test and that further scarifying would be futile.
It would be his recommendation to go ahead and make the compaction test and
cement -treat the sub - base.
Mr. Norman Gurin of the firm of Cooper and Clark was present in the audience.
He advised the Council their firm had no plans to.refer to and he advised the
Council if the work they were asked to do involves three full days of inspec-
tion, it would run approximately $6,00. He also advised the Council there is
no way to be specific because they would not know how many times or how many
days it would be necessary for them to spend inspecting the compaction. They
would be available to take compaction tests if further scarifying was done or
if it was decided 'to treat the base with the cement mixture, they would be
available to see that it was properly placed and put in correctly. Mr.
Gurin further stated if-the problem is shallow then the cement - treated base
could correct the problem.

At the conclusion of the discuss "ion, the Council agreed to setup a contingency
fund to include the $600 for compaction testsand $3 „280 for treating,the base
with cement. Resolution #7020 N.C.S. establishing contingency fund for
construction of the McNear Park Tennis Courts Project in the amount of $3,880
was introduced by Councilman Harberson seconded by C'ouncilman'Per:ry', and
approved by 5 affirmative and 2 absentee votes.
ADJOURNMENT There being no further business to come`before the
Council, the meeting was adjourned at 8:25 p.m.
