At this time, - Mr . McGivern :refer to the
Development Map
schematic'drawing;d splayed in the .Council
Chambers. He 'explained that the property
used as,an example on the prototype was
under several owner +ships and that the
Environmental Design Plan recognizes that
some owners., will ,get density bonuses and
others will not.; however, - it is necessary,
to start with a neighborhood .plan: Some
land use developments .wou1 have to' b-&
classified as presented to the City.
Mr, King address -ed the;,Council in opposition
to the Plan.. He :stated that the pr-operty
shown.on'the Pl;ann..ed Comm unty'Developme.nt
prototype was owned by at'least ten people
some owning as many, a`s 52 acres and some
as few as one .acne.: He felt that,'
plaeng
all of these own_ers'h ;ps. in. the same block
would be asking for inverse condemnation
on the, part o,f the. City
In - the discussion 'that. followed example
of a succ;ess,f'ul development planned in
blocks was illustrated. by Mr.. Mc:Givern.
The City Manager ad 'ed. that the City has
already been successful in ,such a develop -
ment between Ely Boulevard and '
Boulevard wher.e.there were,a number of
owners involved .-that the.P:lanning Director
had actually, laid out a tentative-block
plan'* and .,the ,prop_ erty was dewe, loped . He
pointed oiz;t that even though there were
some -changes, 'the plan was - a guide.
