MINUTES OF MEETING OF CITY COUNCIL PETALUMA, CALIFORNIA February 29;,1972 Adjourned meeting of the Council of the City of Petaluma was called to order. by Mayor Putnam at the hour of 7 :45 p.m. Attendance Present: Councilmen,Brunner,.Cavanagh, Jr., Clecak, Daly,.Mattei, Perry, Jr., and Mayor Putnam. Absent: None. 013` Continuation of � Mayor,Putnam called for comments on,the Public - Hearing on Environmental, Des -ign Pl,an. Environmental Design Plan (Text) Mr: John J:_.King asked several q.ues;tions regarding the subject, one of which was whether -or not the meeting this night .was concerned only with the Text and Map. He further quest -ioned the.den,s -i,ty of .units per acre as defined in,- the- Enwiron- mental Design Plan, and ,tlie' acquisition of areas •to� be. designated as green spaces, parks, and open , .space's . Mr_. King was con- ce,rned with the,metYod the City would use to, acquire ,park. sites -_ whether by purchase or land dedication in kind. Conclusion on the:E.D.P. Text held later. in the meeting. Planned Community aa At this time, - Mr . McGivern :refer to the Development Map schematic'drawing;d splayed in the .Council Chambers. He 'explained that the property used as,an example on the prototype was under several owner +ships and that the Environmental Design Plan recognizes that some owners., will ,get density bonuses and others will not.; however, - it is necessary, to start with a neighborhood .plan: Some land use developments .wou1 have to' b-& classified as presented to the City. Mr, King address -ed the;,Council in opposition to the Plan.. Those who spoke in favor of the Plan were: Dr:. Rodney Tognetti,. 512 Eastwood Drive, . Mr. Manuel Amaral,_San Rafael, Mrs. Beryl-,Casazza, 394 Albert Way,. ; and Planning Commissioner John'Balshaw. Mr. McGivern explained to Mr. Norman Rollins that the City will have to undertake some of prototype designs for the super and furt'hermore.; citizens will be able-to con-- tribute to the 'Plan because public hearings ar_e'r.equred to beheld. Also discussed by . Mr. McGivern answer..to Mr. .Rollins was the .methodology to be` applied . for establishing school sites within a super block. Mr.-King further contended that if .a super block were adopted by the City, a value would , be pl on - various *,parcels of land, according -to zoning and. density. Further discussion was pursued by Mr.. King on his understanding of the P.U.D.. and P.0 D. Ordinances. Th -e Planning Director explained some of.the - areas of concern. Text by.considering the following suggested change on Page 14 presented by Mt; Coiwin.Mocine on February 28, 1972:: PAGE l RECOMMENDAT'IONS TO PRESERVE. AND ENHANCE `THE WESTERN HILLS ARE? Delete 2nd, - 3rd,- and 4th paragraphs and substitute with: "^Relate density - and development pattern to-average slope; topographic character, and soil permeability and stability. Councilman..Mattei led the - discusision on densities to be allowed for the vario as ',per- centages of slopes. He cited the area off Bodega Avenue planned for a poss:i_ble future street and questioned the feasibility - of develo;p�i�ng such an area if only one , or two units would be allowed because -.of the' slope. It. was ,pointed out by Mr. McGivern.that the proposed change is not mandatory,, but merely a guideline.t.o develop on hillside land. The City Manager indicated the - possibility of - receiving some assistance from the Federal and State Governments in setting aside some of t:he• greenbelt areas, and al- though _scheduled, f.or' future development, trees and other plantings might be obtained for the' areas.
