Council Meeting Regular-meeting of of the..City
of Petaluma was - cabled to :order by Mayor
Putnam at the.hour,of 7:30 o'clock p.m.
Attendance Present: Councilmen Brunner, Cavanagh, Jr.
Clecak, Daly;, Mattei, Perry, Jr.,
Mayor Putnam.
Absent: None.
Invocation The invocation was - ,given by the Reverend
Kenneth Ohrstrom, First Baptist Church.
Approval of Minutes The minutes of February 22, 1972, were
approved as recorded.
Proposed Taxi Fare Letter,: dated February. 25, 1972, from John
Increase yu F storm and Leo R.'Nei of the Petaluma
Taxi Service requesting consideration of
a taxi rate increase for a set minimum
fare east of the Freeway, read and.filed.
Upon recommendation by Police Chief.Larry
Higgins for a committee to study the matter,
the,Mayor appoint ed.Councilmen.Cavanagh,
Jr., Mattel, and Brunner to serve on a
committee.to explore the proposal with the
Chie -f.of Police and the taxi company.
Councilman Cavanagh, Jr., was selected
as chairman of the committee.
Councilman,Daly expressed an objection to
the,proposed higher. minimum rate on
one side .of the City.. The Mayor asked the
committee to'consider the objection when
studying the matter.
Rezoning - Willow Letter, dated February.29, 1972, from
Creek Properties Arthur" Lafranchi ,.attorney.representing.
Willow Creek propert -ies and owner of land on
Redwood_ Highway North adjacent to Sonoma
Joe's Restaurant, requesting that the
Council. authorize the Planning Department
to accept an.appliaation.for.rezoning
with the understanding.that the time.ex-

application and the ending of the moratorium
on rezonings would be used, to.study.the
proposal, read and filed.
Mr. Lafranchi was present and requested a
priority from a processing,standpo:int.
At the suggestion of Councilman. Daly, the
letter was deferred_ u_n.til the .end of the
meeting when matters concerning the Plan-
ning•Commission- will'be added for discus -
sion.

effective source control of toxic components

by municipal sewerage systems, and further

pointed,out that the-present ordinance con-
tro,ls industrial waste discharge for new
industries only,, and he suggested that
legislation be:adopted- applying the same
rules for existing industries.. Mr. Young
added that a report of the input will be
submitted to the Council before - forwarding
same to the State.
Councilman Mattei observed the State's - order
and questioned the pressure of.its demands.

Councilman Clecak referred to the.letter's

and questioned that Assembly and Senate
candidates.will.only.be required to be resi -.

of the questions raised, it was .,decided
that.the matter --merited.further. consideration.

Elks Club Q-
.Councilman,Mattei commented on the Elks

Club "_Police Appreciation Night" held last
Friday •evening. Police .Chief Larry Higgins
made an outstanding presentation and Master
of Ceremonies Judge Alex McMahon very ably
introduced all the new police officers.
Councilman Matted added that it was a dis-
tinct pleasure for him to be present at
the function.

Mayor Putnam also noted that Sergeant
Matthews
Jimmy . Matthews is resigning. from the
Police Force; and in. = -his retiring remarks
made radio, he "spoke .highly of
the•Police Department and.it's function.

Re Planning Councilman Daly stated that the Planning
Commis,sion� Commission.has not had an opportunity to

Environmental -Design Plan and that he would
like to have Council opinion on some matters
in•order to give'the Planning. Commission

t. saying•that the -moratorium on rezoning and

Another raised by.the City Manager
was the matter of priority of the rezoning
applications held over by the Planning
Commission due to the�moratorium.�
Considerable discussion was held on the
various mat ters; however`, it was concluded
that more review of-.the E.D.P. Methodology
was needed to, reach any kind of a decision,
there -fore, the Council•.agreed.to hold a
.study-,session on Monday, March 13, 1972,
at 7:30 zo'clock p..m..
With reference to Mr. Arthur Lafranchi's
letter - regarding rezoning Willow.C'reek
properties adjacent .to 'Spnom;a Joe='s Restaurant,
the City 'Manager suggested ,tha:t since there
is no longer a moratorium" 'the application
be referred to the Planning Department,
routine processing.
Agenda A motion was made,.by Councilman Cavanagh,,Jr.,
and seconded by Perry,, .Jr. , to add :a resolu-
tion to the age nda endorsing the„ i s,e of
nuclear power in Mendocino County. The
motion was defeated (unanimous vote required)
by the following vote,:
