MINUTES ' OF ..MEET -ING
OF CITY COUNCIL
PETALUMA, CALIFORNIA
April 10 1972
Council Meeting $pecial, meeting of the Council of the City
of Petaluma was called to order by Mayor
Putnam at the hour of 7:30 o'clock p.m.
Attendance Present: Councilmen Brunner, Cavanagh,,Jr.,
Clecak, Daly, Perry, Jr., and
Mayor Putnam.
Absent: Councilman Mattei.
Notice of the Call Notice of the special meeting called for
'April 10'; 1972, the- certificate of the
City Clerk of delivery of said notice,
and the consent of members present of the
City 'Council to the holding of said meeting,
submitted and filed.
Purpose of The meeting was called to consider the
the Meeting Planned Unit District and the Planned Com-
munity District proposed ordinance.
PUD and PCD City Attorney Robert noted that Ordinance V-
Ord #1034 NCS #1034 N.C.S.�t,o provide for a Planned Unit "W=_0
Ord #1039 NCS District and a Planned Community District,
introduced on February 7, 1972, has been
substantially amended following Council re-
view. He suggested that said ordinance be
voted-down by-the Council and the proposed
s- object ordinance-be-introduced reflecting
the various changes. He also recommended
that the ordinance be posted.
Following a brief discussion, Ordinance
#1.034 N.C.S.,. amending Zoning Ordinanc - e
#662 N.C.S., Artic .;8 thereof, to
provide for a Planned Unit District and a
Planned :Community District and repealing
the existing provisions - of- Artice 8, was
introduced by Council Daly, seconded by
Councilman Brunner, and defeated by 6
negative votes, 1 absentee.
Ordinance #1039 N.C.S., amending the Zoning
Ordinance #662 N.C.S., Article-8 thereof,
to provide for a Planned Unit District and
a Planned Community- District and repealing
the existing provisions of Article 8, was
introduced by Councilman Daly, seconded by
Councilman Brunner and ordered published*
by 5 affirmative., 1 negative, and 1 absentee
votes. Councilman Cavanagh, Jr. voted "No"
and stated that he desired more time to re-
view the ordinance.

Adjournment-- There being no further business to come

Soberanes and the Methodology for 500 units and an executive
Rolland C. Webb session re: Meet and Confer.

Adjournment— At this time.Mayor Putnam and the Council
Memorial to Mrs. also adjourned the meeting in , memory of
Margaret Rose Mrs. Margaret Ros Soberanes,, a.member of
Sober.anes and a pioneer Petaluma family who „passed away
Rolland C. Webb on April 8, 1972, and-Rolland C. Clerk
of, the Southern bistrct Municipal
who passed away, on Sunday, April 9, 1972.
The following eulogy was presented by -Mayor
Putnam:
"For all of her wonderful ninety -one years,
Mrs. Soberanes, called Petaluma home and
for so many Iof those years she Petaluma
develop - - from a vantage point on Washington
Street. I know she treasured the past, but
I know,.too, that she saw it in proper.per-
spective-- affectionate regard for what could
be retained from that past, and vigorous
support o;f that which was necessary to keep
pace with the changing times. I knew. her
really through the loving and devoted words
o:f her daughter. Margaret and her son Bill.
Petaluma is the better for having
Soberanes as part of its ninety -one ,years.
"Rolland Webb was not born here, but his
family came here so soon after his birth
that he- truly was a Petaluman. He loved
life, and I believe he really treasured
each day (some of you, I am sure, recall
the tremendous physical hardships he had
endured). He was unfailingly pleasant,
loved a good story,,. wrote much.poetry
he was a great talker, too. He relived
wit h - erithus.iasm_ his happy cheer - leading
days at Petaluma High School. He.was
gallant. He has for so long a true
part of our City's family.' He will be
long and affectionately remembered..
