Council Meeting
Regular meeting of the Council of the City
of Petaluma was called to, order• by Mayor
Putnam at the hour of 7:30 o'clock p.m.
Attendance

Letter, dated April 11, 1972; from Walter
F. Kieckhefer sta.ting.that owner
of the property-on-both sides of.the. portion
of - the street to be*abandoned - and offering
to - convey -a '60 .foot strip rom Weller
Street ,to, the Petaluma River for' the purpose
of providing public access, read and filed.
Mr. Kieckhefer. was present and reaffirmed
his commitment of conveying.,the 60- foot Is
strip, "which will - .be .g,raded, and paved •accord-
ing to, City .standards,. In addition, he of-
fered to convey a 5 foot strip along the
westerly side -of Weller Street from - Washing:
ton Street to the 60 foot acce „s,s strip and
to relocate the existing storm drain Baylis
Street. He stated that both - strips are being
offered in, exchange for.the'abandonment -of.
Baylis Street: A' plat of the areas .involved
was presented for Council consideration.

Service Stations Letter from the Sonoma County Independent
Service Station Dealers' Association request-
'ng- a- moratorium on use permit. applications
for any dispensing units in City
and County areas, and requesting that when

Questions were raised by Councilman Mattei
with regard to the of profes-
sional personnel, the 500 foot separation,

the maximum number of gas dispensing out-
lets, and the.area of sale in relation to
density of population.
The City Clerk was directed to forward a
letter , to_ -.the Association of these concerns
and inform, them that, the City has. a workable
Service Station.Or.dinan'ce covering many of
the considerations,-and to also inC'lude in
the letter that any questions or matters re-
- lating to service stations be routed through
the Planning.Commission.

Mr.,Brad Nail and Mr. James Ordway -spoke to
the Council regarding the need for a strong
organization and funds to- promote and develop
the downtown area as provided in AB103. A
general discussion followed and from the
questions raised,.it was indicated that the
proposal merited more..concise.review; where -
upon-Mayor Putnam appointed Councilmen Mattei,
Cavanagh, Jr., and Brunner to explore the legal
aspects with the City Attorney, to meet and
discuss with the Downtown Association Group
all pertinent information relative to financing
method of levying assessments, number of down -
town who favor the proposal, etc.
Councilmen Mattei.was asked to serve as Chair -
man of - the Committee. The City Attorney.was
also directed -to immediately.explore the.re-
quir.e_d resolution of intention establishing the
pa -rking district the public hearing.

Meyer reviewed the reports in detail and
pointed out that LaTercera Park will be totally
completed within a 12 month period .and that

showing an increase of $10 per acre foot for
Petaluma,.. ,The Council agreed that Mr. Meyer
appear on behalf of the Council at the Board's
mee'tin'g on -.May 8 , - 1,972 , when the resolution
will: .be considered and point out that non-
prime cOntracting'party'water customers should
be put on notice that the District ' will not
deliver water during the, months from July
through October until the inter -tie project
has :-been completed in the Russian River''and
that in the Petaluma Aqueduct System, where
the cost has been raised $1.0 over the 71 -72
rate, that 'wholesale custome -rs on the Petaluma
Aqueduct System should pay 'th'e same $1.0 increase.
Preliminary A motion was made by Councilman. Perry, Jr.,
Budget, 1972 -73 and seconded by Cou_nc"ilman Clecak, that the
Pr.e1im nary Budget for 1972= 73 - be -submitted
riot later than June 12, 1972. _ Motion carried
unanimously.
Petaluma City Ma'nager,Robe`rt Meyer reported that the
River,Park- Board of Supervisor's did not approve the pro -
posed_ d�eve opment plan for the Petaluma River
Sol Park -16..acres of' County owned land located
adjacent to the, boat launching- ramp facility
and decided not to fund more for the.

the 1971- 72'County.budget..

Petaluma Nichols are to :explore other. plans and develop
River.Park a policy recommendation. Mr. Meyer further
(Continued) stated that in negotiating various proposals
with the County on- development of the area,
the`pos'sibility of a,County -wide water oriented
type facility w=ill.be explored. He also sug-
gested that Councilman Clecak, Council repre-
sentative on the Recreation Commission,•attend
the discussion' sessions in order to involve
the Commi -ssion as needed.
SB.400 The City Manager.was authorized to send a
letter to the Senate-Committee opposing SB`400
(use.of tranquilizer's and barbiturates to kill
animals); and to include in this letter a
comment made. by Councilman Perry, Jr.,-that
use of barbiturates requires a pharmacist to
con.tro;1 the inventory.
Christian City Manager.Robert Meyer informed the Council
Church that many. inquiries have been.received with,

woods, etc." -
3. Manner. of. naming- either complete improve-

by a Citizens' Committee-appointed by-the
Mayor-as the need arises. This committee
should encourage citizen participa-
tion ..by.= inviting'short,narrative recommenda-
tion choose from these recommenda-
tions the best reasoning.
4.. - Generally speaking; people will not-be
honored for services they render to the
City and citizens -as part of the job.

Fair Parade Councilman Cavanagh, Jr., submitted a report
on the Ra cho. , Riders'-request for $400 contribu-
tion.for.the Annua1-Fa r Parade.; Copy of said
report submitted and filed..
It was Councilman Cavanagh's recommendation
that any fund - s- given • (yin addition to services)
be - specifically used for cash awards to obtain
better units-for parade, and to consider

In response to Councilman Cavanagh, Jr., Chief
of Police Larry Higgins ' stated that the Police .
Department will -be the enforcement agency and
that.the ordinance-would provide more control
of ,;garage .sales, - provide a check for stolen
property, and provide a means to limit traffic
in residential areas. He also pointed out the
many signs.,:advertising; garage sales being'
posted in_vio.lation of the City Sign Ordinance.

Services Outside Public Works.David Young to the City Manager
City.Limits requesting direction on a policy regarding the
availability of water utility service for new
connections outside the City limits in view of
the adoption of the Environmental Design-Plan,
submitted and filed.
In discussing the question, Mr. Young pointed
out that the Environmental Design Map - designates
the area as Agricultural. After a-brief dis-
cussion, the matter was referred to the City
Attorney for an opinion on the status of the
Environmental Design Plan in relation to City
water - utility service to County approved,lot
splits.outside. the City limits that are devel-
oped in noncompliance with the Plan.
Mr. Pat Shannon, representing the Petaluma
Chamber of Commerce on the Citizens' Environ-
mental Committee for Open Space for Future
Growth for the County of Sonoma, - requested that
any information regarding this matter be re-
lated to-him fora report to the Committee.
The City Clerk was directed to so inform Mr.
Shannon.
Adjournment There being no further business to come before
