Council Meeting Regular meeting of•the Council of the City of Petaluma was called - to order by Mayor Putnam at the hour of 7:30 o'clock p.m. Attendance Present: Councilmen'Brunner, Cavanagh, Jr., Clecak, Daly, Mattei, Perry, Jr.,. and Mayor Putnam. Absent: None. Invocation The.invocation was given by the Reverend Carl 0 -ri� Young, Freewill Baptist Church. The Council's policy to permit,,connections to four or less lots in the City is appli- cable only for proper zoning; i.e.,, even in the City a.residential building permit would not be granted if the zoning did not permit residential,development. Mr. Young requested clarification for proper implementation. - Director o,f Planning McGivern urged the.Council to consider annexing the entire subject area as a solution to the problem for the Mt. View Ave- nue- Purrington Road sector: Following some discussion, it was decided to modify. the - ; opinion to .the effect that in the future any application,for water service out- side of the City 1_imits.in an area designated agricultural on Environmental Design Plan which doe's not have City 'sewer service should be referred to'the City Council for approval; i.e.., any area such as the Mt. View Avenue- Purrington Road section which presently has City sewer service as well as City water mains need not be referred back to the City Council and that s;uchwater service applications will be accepted. Mr. James Carney, Chairman, Petaluma'Fair Parade, was present to discuss details rye the request. May 1, 1972 Fair Parade After some discuss= io;n., a motion was made by Continued Councilman Daly, seconded by Councilman Brunner, granting-$ Rancho Riders for the Fair Parade and that -a recap of the financial struc- ture be submitted to the Council after the parade. She c.Ontiriued by saying that the Sonoma County Board.of Supervisors authorized its,Chairman to sign a Joint Exercise of Powers Agreement creating the North Coast Regional and Devel°opment.Commisson, but that the Commission has.'not been certified at this time to process Federal applications for grants. Sonoma County has joined the group, but its membership is. clouded since the California Council on Inter- governmental Relations'must approve a transfer in regional boundaries. Mayor Putnam explained that the purpose of,.submitting the proposed legislation is to reaffirm the City's member- ship in ABAG in order to be certain that the City is amply protected with respect to its pending Federal grants by being a member of a certified agency. Discussion followed,in which it was agr °eed that the-City's pasi.tion is protected as a member of ABAG until June 30, 1972, and at that time the matter- can then be recons;idered.. A motion was made..by Councilman Mattei,. seconded by Council- man Perry, Jr., to table indefinitely the proposed resolution regarding ABAG.'
