Council Meeting Special meeting of the Council of the City of
Petaluma was called to order by Mayor Putnam
at the hour of 7-:30 p.m.
Attendance Present: Councilmen Brunner, Cavanagh, Jr.,
Clecak, Daly, Mattei, Perry Jr., and
Mayor• Putnam
Absent: None.
Notice of the Call Notice-,of the special called for,May 8,
1972, a certificate of the City Clerk of the
delivery of said notice, and the consent of
members . present of the City Council of the
holding of said meeting, submitted and filed.
Purpose of.the The meeting.was called to consider the final

approval of the. subject development with certain
conditions, read and filed
Planning Director'McGivern presented a viewfoil
showing the location of the Center. He described
the proposed development and presented improve-
ment plans for Council review.
City .Manager Robert Meyer• reported that the
Sonoma County Water Age 'ncy. approved the Bevel-
ope plans for-drainage-from the Center into
the Washington Creek Channel.
Councilman.Daly reported that the Site Design
Review Committee and the Planning.Commiss';ion
thoroughly reviewed the plans from a traffic,
point of "view and'.recommended acceptance of the
final map.
Director of Public Works.David Young- explained
the str:e"et improvements required-for South
McDowell. Boulevard -and for McKenzie Avenue. He
stated that the developer.is required to remove
and.re.place the entire.width,of .South McDowell
Bouleva- rd'frdm Avenue to McKenzie Avenue
and to dedicate a -7 foot wide strip along South
McDowell- Boulevard in order -to handle the in-
crease-in traffic that will be generated by the
Center. The developer is also required to "fully
improve McKenzie- Ave -nue from South McDowell
Bou levard to the end of-the'commercial property.
Letter, dated May 4,"1972, from.Ted Connolly,
President - Connolly Development, Incorporated,
developer of -the subject subdivision, pointing
out'the many requirements imposed which, have
raised- deve-lopment•costs and requesting an

Attorney was directed to proceed and work out.
an equitable and legal program with the.developer,
and to report to the Council thereon.

introduced by Councilman Daly, seconded by
Councilman..Mattei,, and adopted by 7 affirmative
votes.

Mr: McGivern appeared before the.-Council and
explained the need' for the - temporary help. and
•the. tin iVersity of California's program whereby

ring agenciesi for • special studies and work pro -
grams. He prppo;sed that the interns be,employed
to assi tt.with the .finishing touches of the new
Zoning Ordinance, formulation of Phase of the

required , by - State - law, and other .,related work.
Councilman'Daly reported that the Planning Com-
mission-supported the Student. Internship Program

Following consideration of :the request, a.
motion was made by Councilman Clecak, and sec -.
onded Councilman .Perry,. Jr. , approving 2
interns for.the PlAnning'Department at $550
to $650 per month for 3 months. (approximately
$4,000). Motion carried unanimously.
Christian Church
City - Manages Robert Meyer reported that up-to-
.Building
date preliminary'cos'ts, to repair the subject
building for a B occupancy is $20,000 and the
estimated cost.to remove,the'building from the
site and `fill in ,the basement area is $5,750.
Mr. Meyer added that these costs are being re-
lated to the Council for its information in
making a de'c- ision - on the use of the .building
at the Council meeting on May 15, 19'72.
Mr. Fred Schram., President of Heritage Home's;.:.
In-c -., and.Mr. Dennis.Pooler, 516 Walnut Street,
spoke to the Council,requesting consideration
to preserve the building for its historical
significance: Mr..Doug.las Mazonowicz, 484•
Liberty Road, again appeared requesting to tem-
porar "ily r.ent`the'building for a museum of pre-
historic paintings. His-request was-.directed
to-be. incorporated . in the staff '-s final report
to the Council on the cost to repair the building
and the potential- uses*of the building. Council-,
man Clecak indicated that -;the Christian Church
building matter will be discussed at the Recre-
ation, Music, and Parks Commission meeting this
week.

Bookkeeping Machines,
Finance Director Cecil.Gealta addressed the
Council regarding the accounting - machine problem
An the:Finance.'Department and presented various
propo.sals.for Council consideration: Completely
overhaul the Finance. - Department 1.3 year old
bookkeeping, , machine for •a cost of $2,655; over-
haul the Water. Billing_6 year old NCR 395 machine
for a cost'of $3,225 to program the Finance De-

partment's appropriation fund accounting; consid-
er- buying-or- >leasing a more modern machine for.a
cost of $6,000 tc $8,000 a year for 5 years or
for a purchase price of .$22,0.00 ;.or consider the
electronic data.processing system discussed last
year, 40o,of which,could be utilized by the Fi-
nance and Water B,illing.Department and 60% for
other applications to be justified by other de-
partments. Mr. Gealt a a- recommended that the-NCR
395 machine be programmed and then be used as
a.backup machine if a computerized system were
authorized.
Chief of Police Larry Higgins, Planning Director
Williait.McGivern' and Director of Public Works
David -Young addressed the Council and outlined
utilization of the computer -ized system in the
variou de:partments.
Following some consideration, a motion was made
by Councilman Clecak; and seconded by Council
man-Perry, Jr . ,, approving _,the recommendaticn to
overhaul the NCR 39.5 machine for a cost of
$3,22.5: Motion carried unanimously.
