Mayor.Putnam announced that the Reverend Henry
Rankin of the Two Rock Valley Presbyterian
Church called in h ' s-regrets that he would be
unable to attend te meeting and deliver the
invocation.

Water Agency

tors '•;of .the , Sonoma, County Water Agency (Sonoma
County Board of :Supervisors).. Bids on the sale
o'f Water Bonds ,$ were opened and
awarded to`the low bidder,-the Exchange Bank,
and bids on the construction of the inter tie
line were opened and a contract was to
low bidder:,,. Granville Construction :Company, for
$11 000.: Discussion •was also held, at- the meet-
ing in : reg :ard to.the water storage tank matter,
outcome of which -be determined on the result
of the Revenue'Bond Ordinance Measure on the
June 6, 1972, ballot.

City Manager Robert Meyer reminded the Council
Study Report
of'the- study session on Monday, May 22, at 8:00
o'clock,, when' presentation of the preliminary
summary report -for North Marvin -South Sonoma Sub -
regional`Water Quality Management Program will

County - Recreation Director Joe Rodota is arrang-
ing a. meeting with County staff .and officials,
and ; Councilman Recreation Di-
'rector James Raymond, and-the City Manager,to
further discuss. the development of the Petaluma
River Pa -rk •Area :. (par`'cel of -land owned by Sonoma
County located adjacent to the boat launching
ramp facility).
Councilman Cavanagh,.Jr., reported that,the
Taxicab Council 'Committee • and the ,Chief of
Police met with the taxicab companies to dis-
cuss taxicab rages.. A will be
reached within *the next two .weeks ..-
Councilman Clecak reported that a request.has
been .received from the new Girls' Softball As-
socation for the 'Ci.'ty to be a cosponsor of
the group; and at` its` last meeting, the Com-
mission decided not be a cosponsor as far as
playing equipment.,.uniforms, etc., are concerned,

Summer Water Rates Dire.ctor,of Public Works David-Young read the
minutes o - f the Water Commission meeting, April
12, regarding, its' action :, the' summer
water rates as follows: "The Commission•recom-

ra for :1;972 not be, considered as there is
no .assurance .from• the ;Sonoma County Water Agency
when 'the Booster. Pump Project' in- ^C -btati will be

Truck Traffic Councilman Brunne reported that .a recommenda-
tion made by the Traffic Committee today, is
� to rout -e Petaluma: Boulevard truck ,t.raff.ic over
Lakeville . S'treet .. (;formerly known as Bridge
Street,) in order to divert this .traffic, around
the downtown area. - Director of Public Works
David.Yo.ung,ndicated that he will be present-
ing this matter to the.Council at a futu ' re'
:study ,session.
Nbis Control May. or-Putnam reported that several comments
Ordinance have been received in conjunction with•the noise
of -the: auto . -races at - Kenilworth, Park -on Friday
nights. ;• -and that sometime ago,'a possIble Noise
Contro'l _n - ance was 'presented for Council in
formation; The City Attorney was asked to
furnish the Council wi >th a, Noise Control Ordi-

Ruhpold.ing, Mayor .Pu,t -nam stated that a letter has :been re-

s,ta that this City's sports specialty is
"Fingerpulling,"' arid, because of its similar-

consideration..

Mr'. John McGuire of Camille Enterprises pre-
sented'a petition signed by 51 residents of
Liberty Street requesting that the proposed
extens- ion` -of Liberty Street be abandoned and
gV�ing' four reasons therefore. Said petition
submtted-and filed. Mr. McGuire stated that
the -petition•represents 90% of the residents
on Liberty Street -from Washington Street to
its termination at West Street.
After some - discussion - -on the procedure to fol-
low, it-was decided to hold a study session to
review the entire matter- with.visual aids and
other pertinent information to be provided by
the staff The City Manager was directed to
schedule .a late-afternoon meeting next week'.
Mr. McGuire' was, extended an invitation to at-
tend the meeting.

Mr. John McGuire of*Camile Enterprises appeared
before the Council and explained the extenuating
circumstances involved with construction on the
lot.. He'claimed that notice'of the improper
driveway - should have been issued by the Building
Department prior to pouring of .,the concrete and
not:upon completion of the - construction. He
stated that the frontyard setback was changed
from 30 feet to 20 feet,,to physically fit the house on the lot, - specIfically 'pointing out. that
the. allows a. -20 .foot -frontyard setback.
Mr•...Uhr- referred to Item 6 of his report, dated
April 25 1972 that the firm had
knowledge of'the,gr,adng. problem through cor-
res,pondence. with Mr. MNcGivern, further
stating .that the .problem resulted. from an un-
authorized change of the frontyard setback
from.30' fee t to 20 feet. He added that -the

Recreation Director James Raymond also recom-
mended that the building be maintained for com-
munity =use 'and suggested involvement.of the
11 Historical Society, Heritage Homes, and the
like assistance.
Mr; Joe Billing, Elder of the Christian Church,.
spoke- to the.•Council relative to the stained glass
windows..in the building.- He stated that the
families. involved with the donation of the
windows would like •.to' retain them if the " strut-
