Council Meeting
Regular - meeting of the Council of the City of
Petaluma was called to order by Mayor Putnam

equipment were to be partially funded by

property owner's be allowed to construct a
covered patio.structur.e in the " 'L" shaped por-

increase the maximum lot - coverage from 35% to

observed that the proposed construction does:,,

cussion, a motion was made by Councilm, n .Clecak
and second�ed by Councilman Daly that the Zoning
Ordinance be: generally reviewed with respect
to the 351 maximum overcoverage... Motion :car
ried . unanimously.,
After hearing all the facts p.reser ted, Council
m,an "Clecak withdrew: "his second to the proposed
resolution denying ,the appeal.. - to a bck
of a second,; no action was 'taken on the pro
posed resolution.
A motion Was then made by.Councilman Brunner,
and-second I ed by Councilman Mattei, overruling
t he _Bo'ar o,f Zoning Adjustments.' decision and allowing th"e patio structure to be .,built,.
Motion carried_ by 6• affirmative and a negative
votes.. Councilman Daly voted "No."

quests, the-CIR,amended its May 19 agenda by

notice has been received, it is believed th

rehearing on question of transferring from
District to District 1 will be considered by
the CIR on 'June 14, 19-72.

was directed to write a letter to CIR reaf-

visors in its request - for a rehearing before
the CIR. I
A motion was•then made by Councilman Daly, and
seconded - by Councilman Brunner,, that a delegate
be sent to the CIR meeting to - 'represent the
City, and that this.delegate represent the
majior-i;ty point of view. Motion carr-:ied by

ABAG Airpo Mayor Putnam reported that the ABAG Airport
Systems Committee Systems Committee's study for the
Nine Bay -Area Counties is very near completion
and will be presented to the ABAG Executive

Councilman Mattei spoke in protest -of the un-

s,ion of the May 6. Informational Congress called
by the Sonoma County Board of Supervisors. He
explained that the 1:30 o'clock ses ; sion sched-
uled a-discussion on the proposed North Coast
Planning and Development Commission; however,
when he arrived, the,meeting had been cancelled
and he barned none ofthe supervisors
. that
were in attendance.. Councilman .Perry, Jr., al-
so requested that more advance - notice of the
meetings be sent -.to the Council in order to
avoid. conflict, of commitments. He recalled
that-the • notice for the May 6 was .re-
ceived.on May 1, 19'72. In• line with the.pro-
test,_a.motion was made by. Councilman Mattei,
seconded by'- Counclman'Per.ry, Jr., directing
that a letter of concern be written to the
Board of Supervisors that when-'a-meeting is
called at their own request that,it be properly
manned and staffed so that Councilmen attending
the meeting will not be wasting their time..
Motion carried unanimously. It directed
that a draft of the letter be submitted to the
Council for review.

discuss the matter.'
Mr. Joe-Forrest, representing .Camille Enter-

prises, and Milton Foreman, developer of an
apartment in the Cherry Street- Liberty
Street area, and Mr. James Carroll, engineer
for Camille Enterprises., appeared before the
Council to further--discuss the requested
abandonment. Mr. Patrick McGuire of Camille
Enterprises was also present.
The.'.City Attorney ,clarified to Mr. Forrest
that the Board- of Zoning Adjustments. returned
the apartment house complex site•.design to the
applicant because -it did not conform to exist-
ing _plan lines adopted by the City.. Council,
and that the Board of Zoning Adjustment has.- no
authority to abandQn•or change plan lines. He
further -explained that the matter before the
Council is its decision whether or not to com-
mence proceedings to.a'bandon,.the plan lines.
A lengthy discussion followed-and it was
generally-agreed by the Council that at the
