Petal. -uma. ,was called to` order, by Mayor Putnam
at the hour of 7:30 o'clock p.m.

Approval,of Minutes Letter, dated June 17, 1972, from Councilman
Mattei requesting -- ";that the minutes of June 5,
1972, are explicitly clear as to my vote in
regard to CIR and representatives in Sacramento.
on June, 14,,.197,2. It has come to my-- attention
that some persons are' saying that I voted (5 -2)
to support the NOBAG, position. I did not. I
voted ' - Yes' to the motion that a delegate . could
be :.sent td Sacramento,to represent the majority
point of view. I did not and have not changed
my position as to where Sonoma County and
Petaluma.should be."
After reviewing•Page 4 of.the minutes. relative
to this matter, it.was agreed that the minutes
of June 5, 1972, rofle.cted the exact action
taken by the Council;- whereupon -the minutes of
June 5,.1972, were approved as recorded.

Adjourn July 3rd A.motion was.made by Councilman Perry, Jr.,
Council Meeting to and seconded by - Councilman Daly, to adjourn
July 6th the regular. Council meeting.for Monday, July 3,
1972, (City holiday) to'Thursday, July 6, 1972,
3:00 p.m. to 5:.00 p.m., and limited to conduct-
ing-end of 1971-72 year business. Motion
carried unanimously.

the State. and construction begins this year.

"No vote " stated that he is not opposed,to the
project;•but questioned the source of funding
for-the City's $70,000 share.
Mr. Young was directed to give this project
top priority in- his-department.
J. B., City Attorney Robert reported.that he appeared ff
Coronado Drive-- in Court on June 12, 1'972,.and the Judge agreed
Dog Case to sign an order permitt,ng'Mr. Clark to have
4 dogs and to have 6 days within which.to
move 6. dogs, and also ordered him to keep the
backyard clean. Mr.'Robert added that he is
convinced the Clarks are now making every ef-
fort to find a new place in which to live and
that no further legal action -will be needed.

ing'Sonoma County's request- a rehearing
before CI_R,:o:n the. question of transferring
Sorioma County from Region 4 .to - Region . l , read
the following statement,presented at the.
meeting.-
"I am speaking. on -behalf' of the Petaluma City
Council, who by a vote -of 5 -2 last June 5., 1972
asked that a representative o;f.the majority
point,of to support the Sonoma County Board
of Supervisors oh�the question of transferring
Sonoma County from Region 4.to Region 1. Any
other .point of view or speakers 'from the City
of .Petaluma, are the thoughts . tth.e individual
and. not- the official action of the City. We
adhere to.the principles-and purpose, that govern -
ment.'is to.serve a�nd•to be responsive to the,
needs and wishes of the people with
lea dersh'ip.- The voters of Petaluma by nearly a

CIR Re Sonoma'County Mr. B: A.(Pat) Shannon, General Manager.-of the
(Continued) Chamber, of Commerce, stated that.at.the CIR
meeting, . able to rebut Councilman Daly's
statement that tre Chamber's letter to CIR - was
inaccurate and the rebuttal was by CIR.

In_view,of_CIR's action, the matter of certifi-
cation was discussed.by the Council...Councilman
Daly reported that•a resolution was at
the Sonoma County Board of'Supervisors' meeting
this morning to send Supervisors Spomer and
Theiller to Washington.D. C. to discuss the
matter o'.f certification with Congressman
Clausen and other -interested parties. Council-
man Brunner also reported that.he and a number
of Sonoma'County officials attended a meeting
held by HUD recently and that the whole
of certification was considered.- It was indi-
cated that it might be possible for cities in
Sonoma County to remain.in-ABAG while the whole
problem of certification is'being explored.
Following some discussion, a motion was made
by Counc'lman.Clecak and seconded.by Councilman
Perry,. Jr., that a.letter be directed to Council-
man William*Lucius of'`Healdsburg ,representative
to ABAG of the Counci.lmen•and Mayors of the
cities of Sonoma County, asking that he investi-
gate_ and. clarify the matter'of continued member-
ship - in•ABAG while the question of certification
is.being.conside:red..: carried unanimously.
As.alternate representative to ABAG.,.Councilman
Cavanagh,_.Jr., requested a copy of the letter.
Recreation, Music, Councilman Clecak reported on.the Recreation,
and Parks Commission Music,, and Parks Commission meeting held last
Wednesday
Playground equipment will be installed this
week at La Texcera ..Park .
Pr_ogram for .the summer -'at the Municipal, Swim=
ming• Pool. will nchude, -a scuba diving. course,
water ballet, and a water polo team.

The Commission will consider at its next meet-
ing the use of- alcoholic beverages in City
parks and,on'City premises.
Traffic Committee Councilman,.Brunner reported that the matter of IR V
installing 4 'signs, at B and Fair
Streets ,was- considered by the Traffic Committee
today ; - .and.from: the survey conducted by the
En,gneer•ing-- Department:, installation of the
contr.ol•_,was., not justified at this time.

o'clock p.m..
1976 Bicentennial.. Mayor Putnam brie,fay r.eported.on -the Bicenten-
nial�Program to be held by the Nation in 1976.
A suggestion has been made for a Bicentennial
C , _ities'.Program.. , '_She st -ated that she has been
appointe as Chairman 'of the Mayors' Advisory
Committee to the'California Bicentennial Com-
mission and input is now being developed by

goals.
